Proposed New Pay Scale Minimum (After Merger) Submitted to 7th Pay Commission – INDWF

On various dates in March 2015, the National Council (JCM) Standing Committee and the VII CPC submitted oral evidence. A memorandum was jointly prepared by JCM Constituents, including INDWF, on June 30, 2014, covering topics such as pay structure, pay determination, allowances, leave, women’s issues, LTC, TA/DA, and retirement benefits. Additionally, INDWF submitted matters related to Defence Civilian Employees on service matters on July 28, 2014. Defence Federations were invited to participate in discussions from March 30-31, 2015. On March 31, 2015, INDWF met with the VII CPC in their New Delhi office from 1030 HRs to 1200 HRs. The proposed new pay scales involve the removal of existing Grade Pay Rs.1900, Rs.2400, Rs.4600 and Rs.8700 in order to reduce pay scales from 19 to 14. The proposed new pay scales minimum (after merger) have been outlined.

    my colleague whose date of appointment is 18.04.94 and my reappoint of similar post was as on 17 May 1993. My colleague was drawing basic pay more than of my basic pay. How can I got my correct Basic pay.

    I am serving in Border Roads Organisation for the Post of Junior Engineer. The pay reecommendation of 7th CPC is very low since the service of BRO is far remote area and very tough. If the Govt is giving special allowances to BRO pers thats will be helpful for BRO pers.

    as per 5th cpc Pay scale of railway Traffic Apprentice was Rs.5500-9000/- similarly Income Tax inspector, Assistant Grade of central secretariat, section Officer etc. were Rs.5500-9000/-. but in the year 2007 all the grade of Rs.5500-9000/- up Graded to Rs. 6500-10500/- Except Railway Traffic Apprentice. moreover grade of Traffic Apprentice was degraded merger with Rs. 5000-8000/-.. as result as per 6th cpc pay fixation was made Rs.5000 x1..86=9300. + 4200=13500. but pay fixation of Income Tax Inspector & Section Officer that is entry pay was Rs. 17140/-. so difference initial Basic Pay between Traffic Apprentice and Section Officer was Rs. 3640/-. payment of both the category in 2006 were same but in august 2008 defference was Rs. 3640/- . i think it injustice for railway traffic Apprentice. even after completion of training of traffic apprentice take charge as Section Controller,Yard Master, Divisional Transportation Inspector etc. Nature of duty , working area and responsibility is much more than Section Officer, Income Tax Inspector but less salary . therefore it should be see by the 7th CPC as well as implementation cell. of 7th CPC.
    (2) My date of appointment is 02.01..2006 as Traffic Apprentice and after completion of training I was took charge charge as Section Controller and my pay was fixed Rs. 5500+175+175= Rs.5800/- and as per 6th cpc pay was fixed as on 01.07.2008(Rs. 5000×1.86+4200=+2 increment= Rs.14330/-)
    *but my other colleague his date of appointment was 18.11.2005 i.e. 45 days ago but his pay was fixed as per 6th cpc (Rs.5500×1.86+4200+3 increment=15750/-) my colleague he is senior to me only 45 days but his basic is Rs. 14450/- more than me . this is also injustice. for me.
    (3) I have got promotion on 16.04.2010 from GP Rs.4200/- to GP Rs.4600/-(scale Rs.6500-10500/- as per 5th pc) and my pay was fixed as on 16.04.2010 is Rs. 15140/- and as on 01.07.2010 Rs. 16040/-
    but direct recruited employee”s GP Rs.4600/- entry pay is Rs. 17140/- so my question is who is senior , one who already give service five years or who is newly recruited . as per 5th pc promotee employee in same scale is senior and payment was more.than newly recruited.
    (4) my colleague whose date of appointment is 18.11.15 as on 16/04/2010. he was still hold the GP 4200/- but my date of appointment is 02/01/2006
    and i have got promotion on 04./10/2010 from scale grade Rs.4200/- to Rs. 4600/-and my pay was fixed as on 04/10/2010 is Rs.15040/-
    but my colleague who was hold GP Rs.4200/- as on 04/10/2010 hie basic was Rs. 16230/- i.e Rs. 990// more than me . so my question is who is senior . i think this is injustice and i want justice.

    A systyem to sell tickets in the running train with some additional fees rather than penalising to be introduced to avoid rush in taking tickets at counters and running after the train. This has also resulted in accidents at several places

    Sir,
    If the government has to successfully implement the scheme of e-governance, the employees who have obtained the professional qualifications/ degrees such as M.B.A., L.L.B., degree in Public Administration and such other qualifications, should be given additional increments. As a result of which, the employees would undertake these courses of studies and ultimately the performance/ execution of the government administration would be benefited.

    To address unemployment issue, it is very necessary that retirement age in all Govt Deptts may please be reduced to 58. Further putting cap of 33 years will have an added advantage. In army also persons retire at the age of 40 years and thereafter. After working for over 30 service most of Govt employees are well settled and with their experience if need be they may get good assignments elsewhere. This only hardworking and good officers will get and non hardworking officers even Govt may not be interested in keeping with them.

    There has been injustice to the pensioners. It should have been a clear 50% of the corresponding pay scale. Besides, they should also be entitled for increments each year.
    With the increase in the life expectancy and treatment cost, government must consider the plight of the pensioners. They can not be left to the mercy of the y god alone.

    A suggestion to 7th CPPC that a uniform pay scale has been calculated to give justice for all 18 category people, because 6th CPC. has classified 18 grade pays and the table is given below.

    The concept of pay-band and grade-pay is rubbish and please eliminate this concept in 7th CPC. Please consider 5th CPC payscale and accordingly made fitment formula because all CG employees were satisfied 5th CPC pay scale.

    In every pay commission, the seniors may not get much benefit. Always the juniors will be at par with the seniors. Atleast, in this pay commission, this issue may be looked into. It will help for all categories.

    Dear sir,
    There are lots of anomalies in Department of Atomic Energy in Scientific Assistant grade. Please demolish GP- 4800 to encourage scientific assistant staff. In Scientific Assistant staff there is minimum probability to convert Technical Officer (5% only) remaining 95% treat as old. No benefit and no responsibilities to the change if fail or pass.
