Subject:- Clarification on Modified Assured Career Progression (MACP) Scheme reg.

Sir / Madam,

On the above noted subject, this refers to various references seeking clarification on following points of doubt in respect of those employees who were promoted from Inspector Posts (IP) cadre to Asstt. Superintendent of Posts (ASP) cadre in the same Grade Pay Rs. 4600/- (identical pay scale-PB-2nd) during 6th CPC regime:-

i. Whether promotion earned from IP to ASP cadre in the same Grade Pay of Rs. 4600/- (identical pay scale) in 6th CPC regime can be ignored for Modified Assured Career Progression Scheme (MACPS) purpose under the provisions of para-5 of MACP Scheme of 19th May, 2009, consequent upon upgradation of pay scale of Inspector Posts from Grade Pay Rs.4200/- to that of Rs.4600/-.

ii. Whether the benefits of 3rd financial upgradation under Modified Assured Career Progression Scheme (MACPS) with subsequent benefits in term of para 6.1 of Annexure-I to OM dated 22.10.2019 (MACPS guidelines) is admissible on completion of 10 years regular service in the same Grade Pay of Rs. 4600/-, or on completion of 10 years from the date of regular promotion to ASP cadre from Inspector Posts in the identical Grade Pay Rs. 4600/-.

2. The matter was examined in consultation with Department of Personnel & Training (DoP&T) and the extract of clarification conveyed by the Establishment (D), DoP&T vide Comp. Dy. No. 1433722/20/CR are re-produced as under:

“….3. ……an official was appointed as Postal Assistant on 19-12-1994 in corresponding GP Rs. 2400/- and subsequently promoted to Inspector of Posts cadre w.e.£ 14-10-2004 (in the scale Rs. 5500-9000/- and w.e.f. 01-01-2006 in upgraded scale PB-2 with GP of Rs 4600/) and again promoted to Asstt. Superintendent of Posts (ASP) cadre w.e.f 30-04-2014 (in the identical pay scale with GP Rs. 4600/- & w.e.f 01-01-2016 in upgraded pay Level-8, corresponding to GP Rs. 4800/-).

Attention is invited towards para 1 of Annexure-I to DoPT OM No. 35034/3/2008-Estt.(D) dated 19-05-2009 which provides that “There shall be three financial upgradations under the MACPS, counted from the direct entry grade on completion of 10, 20 and 30 years service respectively. Financial upgradation under the Scheme will be admissible whenever a person has spent 10 years continuously in the same grade-pay.”

5. Para 8 of Annexure-I to DoPT OM dated 19-05-2009 further provides that “Promotion earned in the post carrying same grade pay in the promotional hierarchy as per Recruitment Rules shall be counted for the purpose of MACPS.”

6. From the information provided by the Administrative Department, 1t may be observed that the said official was appointed as Postal Assistant on 19-12-1994 in corresponding GP Rs. 2400/- and the official has already earned two promotions on 14-10-2004 and 30-04-2014. However, the date of retirement on superannuation in r/o official is not mentioned in the proposal. Therefore, in terms of above provisions under MACP Scheme, the official would be eligible for grant of 34 financial upgradaton in the immediate next higher level in the hierarchy of the Pay Matrix as given in PART A of Schedule of the CCS (Revised Pay) Rules, 2016 but not before 30-04-2024 (on completion of 10 years of service from 2nd promotion) if otherwise, admissible and the official fulfils the other eligibility conditions.”

3. It is therefore, requested to bring these clarifications/instructions to the notice of all concerned immediately and ensure strict adherence in true spirit.

    I am an LDC (Level-2, 1900 Grade Pay) joined service on 17.06.2009. got MACP on 17.06.2019 and placed in level-03 (grade pay-2000). I am promoted in the 27.03.2025 in level-04 (UDC) . How my pay be affected. if I am drawing pay of Rs. 33000/- in level -03.

    Sir,

    I Joined as LDC on28/02/1992 in the pay grade 950-1400, I got 1st pay fixation(after 6 years) on 28/02/1998 – 1200-2040, 2nd pay fixation(after 7 years) on 28/02/2025 – 5000-8000 and 3rd pay fixation(after 10 years) on 28/02/2015 – 4600(level 7). Now I am retiring in July 2025. Whether I am eligible for MACP after 10 years of service?

      No. Only three pay fixations in service. MACP will be only given those who are not got any promotion in between 10/20/30 years.

    since no GP4800 was in the existence in 7CPC NO GP was allowed and no fixation was done
    My basic 0n 1-7-2017 was 66000/

      What’s your basic pay plus GRADE PAY 4600 as on 1-7-2017? How many pay fixation are you got before promotion on 1-3-18.

        I joined as a clerk on 26-11-1982. promoted as accountant 0n 1-4-1987 and promoted as Sr Acct. on 1-1-1991. MACP was given from 1-10-2010. Finally promoted on Supervisor of GP 4800 0n 1-3-2018. No option was given and no fixation was done as per OM dated 27-11-2019. showing MACP Fixation. I have completed 38 years of service at the time of retirement 0n 31-1-2021. Kindly clarify whether am I eligible for exercise of option, and refixation as per Rule 10 of 2016 or Rule 13 of 2016. Kindly clarify the above doubts.

          It seems you got 1 basic fixation on 1-4-87, 2nd pay fixation on 1-1-91 & 3rd Pay fixation was on 1-10- 2010, since you got three upgradations of basic pay no more pay fixation in service.

            X person pay level 5 travel 4 Depends in AC-I, AC-II, AC-III, AND AC -CC Amount mentioned 2500/-,2000/-,1500/- and 1000/-.

              Traveling allowance eligibility LEVEL 6 : Economy class by Air or A.C.-II by train.
              .. LEVEL 5 & below : First class or A.C.-III or A.C. Chair Car by train.

    Sir, I got ist macp on 1.1.2008 in grade pay 4600. On 11.9.2018 I got a promotion in grade pay 4800. But no financial benefit was received, whereas my ex-friend in grade pay 4600, received 2nd macp on 1.1.2018. I am in the Indian railway accounts department.

      Check up your promotion on 11-9-2018 your basic pay was increased as pay plus GP 4600 3% increment & from 7/19 onwards basic pay plus 4800 as increment as 3%.

    Sir,
    I joined CG Service on 21.1.85. Obtained 1st ACP on 1998, with grade pay Rs. 2400/-. 1st MACP on 2008 with grade pay Rs. 2800/-. Am promoted to Assistant on 1.10.2014 and received grade pay changed to Rs. 4200/- No pay fixation. Whether I am eligible for 3rd Macp with grade pay of Rs. 4600/- on my completion of 30 years of service as of 21.1.2015.

      No other pay fixation in your service, because you got 3 pay fixations 1) 1998, 2) 2008 & 3) 2014. Check up you pay fixation on 1998 as additional one increment at that time (it counts as Grade Pay 2000), 2400,2800 & 4200,

    Sir, I have got MACP on 2020 June, Then I reached on pay matrix table 1900 Grade Pay. Then after 2 years i.e on 2022 March 29, I got promotion to LDC. I like to clarify whether I am eligible to get the promotional benefit on my promotion.

      Yes. 2 increments on 1-7-22 & DNI on 1-7-23 onwards.

    Sir I am joined drt aurangabad on deputation basis on 1st May 2001

    Joined on Feb. 1985 in District court aurangabad. in state government,

    The DRT open in aurangabad on May 2021 i am joined deputation Basis

    In 1997 I have granted ACP Senior Clerk 2400 Gr. Pay

    Absorb in DRT 2002

    Then MACP Rule when I may grant MACP

    My State Govt Service is counted for service of pension.

    pls guide me State Government Service is

      If you got pay protection then 2nd MACP on 1-5-2007 as your basic pay with 2800 & 3rd MACP on 1-5-2017 in MATRIX LEVEL 5 stage of basic pay as per 7th CPC if approved of State of M.S.
