GRANT OF 2nd FIANANCIAL UPGRADATION UNDER ACP SCHEME WHO HAVE COMPLETED 24 YEARS REGULAR SERVICE DURING INTERVENING PERIOD BETWEEN 01.01.2006 TO 31.08.2008 AND THIRD FINANCIAL UPGRADATION UNDER MACP SCHEME AFTER COMPLETION OF 30 YEARS SERVICE IN R/O OF DRAUGHTSMAN/TOs OF MES
1. Refer further to this office letter No.CC-3/85610/47/MACP/D’ Man/6th/CSCC dated 21 April 2017.
2. The undersigned is directed to inform that the approval of grant of 2nd Financial Upgradation after completing 24 yrs of service under ACP scheme of DoPT in respect of Draughtsman & Tech Officers in the pay scale of Rs.15600 – 39100 plus Grade pay of Rs. 6600/- in MES for the intervening period between 01 Jan 2006 to 30 Aug 2008 was granted by MoD after thorough scrutiny of the proposal.
3. Some complaints & grievances were filed against this grant of 2nd Financial Upgradation under ACP scheme by few individuals. In this connection the matter was again sent to MoD for further scrutiny and examinations. The decision of MoD in this regard is reproduced below :-
“It is stated that the case for grant based on the analogy of Draughtsman Cadre of MES and Assistant (Arch Department) of CPWD provided by E-in-C’s Branch and as per Financial Upgradation to the TOs of Draughtsman Cadre of MES was granted as per the extant rules and guidelines of DoP&T.”
4. In view of the above, it is advised to take further necessary action as per the clarification of the MoD.

The employee is appointed 03.08.1988 PB1. He has first ACP 03.08.2000.(1900)PB 2. He has second MACP on dt. 03.08.2008. Now third MACP is 2400 since 03.08.2018. Is these employee are entitled to 2800 or not pls.
What’s the basic pay & scale of pay on appointment? If no in pay scales 825 – 1200.
sir pls clarify that i have given acp in 2001 for 2400 g.p and got promotion in 2800 in 2005 and 2nd macp in 2009 after completion of 20 years of service in railways as i have completed 30 yers service in 2019 by july whether i am eligible for 3rd macp as i appointed in 2000 g.p in year 1989 still i am in 4200 g.p from 2009 so 3rd macp is i am eligible or not
No you got 3 upgradations of basic pay in service i.e. 1) 2000-2400, 3) 2400-2800, & 3) 2800-4200.
I was appointed as Work Inspector on 29/06/1990 in the scale Rs.3050-4590, I ACP granted on 29/06/2002 in the scale 4000-6000 next higher post Overseer, VI CPC , Overseer scale was revised 9300-34800+GP4200. Second MACP granted 0n 20=9/06/2020 in the scale Rs.9300-34800+GP4600. Third MACP also granted on 20/09/2020 in the scale of Rs.9300-34800+GP4800. I was retired on 31/01/2025, during pension there is some dispute is raised, which is correct or wrong.
Since you got Overseer promotion you should not eligible for second MACP on 9/6/20. Only your pay fixation on in the GP 4600 only. In service only 3 pay fixations are eligible.
सर मैं रेलवे में ट्रैक मेंटेनर के पद पर कार्य था अट्ठारह सौ ग्रेड पे में भर्ती दिनांक 7 मई 1977 है महोदय मुझे दिनांक 1 सितंबर 2008 को एक साथ तीन macpमिली मुझे 1800 ग्रेड पे से 19 सौ 2000 और 24 00gpपर दिया गया इन तीनों macpमें मुझे 3 परसेंट इंक्रीमेंट और डिफरेंस gp दिया गया इन तीनों एमएसयू मिलने के बाद मुझे 1.1. 2010 को 1900 GP mein mujhe promotion कर दिया गया इसी पोस्ट पर रहते मुझे जब मुझे 2800 ग्रेड पर दिया गया जुलाई 2014 में दिया तो ओनली डिफरेंस ग्रेड पे 2400 से 2800gp दिया गया sirf 400 difference gp और तीन परसेंट इंक्रीमेंट नहीं दी गई kya yah fixen sahi hai is bare mein jankari uplabdh karaen please
You might have been given 3% increment on promotion date with basic pay and old GP. Then ensuing from st July new GP with basic only given.
