7th CPC Report on Patient Care Allowance (PCA)

7th Pay Commission Hospital Patient Care Allowance (HPCA)/Patient Care Allowance (PCA)

Patient Care Allowance (PCA)

Patient Care Allowance (PCA) is admissible to Group `C’ and ‘D’ (non-Ministerial) employees excluding nursing personnel working in the health care delivery institutions/establishments (other than hospitals) with less than 30 beds, subject to the condition that no Night Weightage Allowance and Risk Allowance, if sanctioned by the Central Government, will be admissible to these employees.

Similarly placed employees working in hospitals are eligible for Hospital Patient Care Allowance (HPCA). This allowance is not admissible to Group `C’ and D (Non-Ministerial) employees working in the headquarters.

Non- Ministerial Employees

The rules provide that only Group `C’ and `D’, non- Ministerial employees whose regular duties involve continuous and routine contact with patients infected with communicable diseases or those who have to routinely handle infected materials, instruments and equipment, which can spread infection, as their primary duty can be considered for grant of Hospital Patient Care Allowance.

It is further provided that HPCA shall not be allowed to any of those categories of employees whose contact with patients or exposure to infected materials is of an occasional nature.

Present rates of HPCA and PCA

The present rates of these allowances are: Hospital Patient Care Allowance Rs. 2,100 pm for Group `C’ staff and Rs. 2,085 pm for Group `D’ Staff. Patient Care Allowance Rs. 2,070 pm for both Group `C’ and ‘D’ staff.

      PCA is eligible with the condition they shouldn’t get night weightage allowance, risk allowance. & also they shouldn’t non-ministerial staff (group C & D) working in hospital headquarters having HPCA allowance.

    Earlier upon implementation of 7th CPC, PCA was increased to 4100 to for group C in a hospital under MoH&FW .. now again they have reduced it to 2100

    Is there any circular regarding degreasing the same to 2100 which was otherwise increased to 4100 after implementation of 7th cpc.

    as per the Govt notification`the rates has been revised to 4100 upto level 8 and 5300 to the employees in level 9 and above. it was further notified that the same is applicable to Ministirial staff also. Till date no such order seen after the notification. Old rates are still applicable. when will be the orders issued.

    sir in view of 7 th pay commission whom will get the HPCA . Clarify it clearly as it is very confussing. As in AIIMS no any technical staff will get the HPCA instead of they routinely in contact with the patients to with draw the blood samples and after that doing blood tests always having the risk of infections. What will be the provision in 7th pay commission ????????????

    The employees working as a Group B non or B Gazetted in central government hospital. Performance duties such as : checked and passed patient’s medical treament all type of bill ,all investigation are in it, group C and D who come in cotinunous and routine contact with the patient and us daily. 2. Daily all patient and all employees entered in same gate and we contact in other deparment ,ward, opd for office work, is it also the risk of communicable diseases in any hospital. HPCA/PCA can be paid as per cell R1H3 .Kindly clarify it.

    MTS(ward sahayika), MTS(Sweeper),MTS(dhobi) – group C post working in Hospital under Indian Navy, Ministry of Defence used to get HPCA in 6th CPC but currently only MTS(Sweeper) getting this allowance because as per their Commanding Officer’ s office instruction MTS (ward sahayika/sahayak), MTS(dhobi)…etc are non ministerial, non industrial post & MTS(Sweeper) is a ministerial post & only ministerial staff are eligible for HPCA in 7th CPC. I think 7th CPC ,DoPT & concerned Department should give clear instructions about HPCA in respective units

    Hospital Section of Min. of Health has asked for clarification from Dept. of Expenditure as Nursing is already getting Nursing Allowance & Doctors are getting NPA.
    Office Memorandum is awaited & only after that, the allowance could be given.

    If an employee appointed in group C ,as a pharmacist and promoted group B, does that mean a group B Pharmacist are not eligible for PCA . The job of Pharmacist is a direct contact with patients,then how government deny the PCA to Pharmacist.the is playing a negative attitude towards the Pharmacist proffession,I request all Pharmacist to raise their plight to concerned authorities.

    I am not understanding that why ward attendant like MTS (Ward Sahayika), MTS (Dhobi), MTS (Barber) – Non Industrial, Non Ministerial category employees working in Hospital under Ministry of Defence not getting Patient care allowance ? These employees were getting same allowance in 6th pay commission. I think Central Government need to think to extend this allowance to at least these employees, who are in Pay matrix level 1 as per 7th CPC

    Why there is discrimination between group ‘B’ and group ‘C’ employee working in hospitals for ‘ Patient Care Allowance’.Both groups are handling with very infectious material of patients and handling very harmful carcinogenic chemicals for the patients investigations.Group’C’ is getting PCA but Group’B’ not.Why ?
    Group ‘B’ employees are not getting any extra facility over Group’C’ but because of PCA they are getting less salary.
