7TH CPC MINIMUM PAY
Minimum Pension for JCOs/ ORs
The 7th Pay Commission has received various demands from Defence Personnel. One of the important demand relating to Defence Pensioners is about Minimum Pension.
“Minimum pension should be fixed at 75 percent of reckonable emoluments for JCOs/ Other Ranks or a compulsory early retirement compensation package or lump sum amount”.
The Services, in the JSM, have sought enhancement of the Service Pension to 75 percent of last drawn reckonable emoluments for JCOs and ORs.
In case enhancement of pension to 75 percent of last drawn reckonable emoluments is not granted for JCOs/OR, the Services have sought a compulsory early retirement compensation package or compulsory lateral absorption in government or PSU as an alternative.
7th CPC Analysis and Recommendations
Service pension for all categories of employees has been fixed at 50 percent of the last pay drawn.
The recommendations in relation to pay of both the civilian and defence forces personnel will lead to a significant increase in the pay drawn and therefore in the ‘last pay drawn’/‘reckonable emoluments.’
It is also to be noted that in the case of defence forces personnel, in particular all JCOs/ORs, the last pay drawn includes the element of Military Service Pay, which is also taken into account while reckoning pension.
The Commission has Report of the Seventh CPC 402 Index also recommended an increase in Military Service Pay.
The increase in pay and MSP will automatically and significantly raise the level of pension of JCOs/ORs, since pension is related to the last pay drawn/ reckonable emoluments.
Therefore the Commission does not recommend any further increase in the rate of pension for JCOs/ORs.

Contact your ex-employer. After retirement there is no increments. Only Dearness allowance may be for every fortnight it may revise.

1. I was discharged from Army due to low medical category (A2 ) (P) on 01 Sep 2006 in the rank of Subedar after rendering the service of 24 yrs. I had to served upto 28 yrs as per my rank profile.
The persons who were also in low medical category were retained in service had served upto 28yrs and getting the Pension benefits both of service as well as disability pension.
2. I am getting less pension (both service and disability) than my equal rank who served 28 yrs service.
3. I was not discharged from Army on my own request but was boarded out as per Army Rule 13 (3).
# The persons who were perforcely boarded out from Army before completing their colour service should also be entitled their both service and disability pension at par as entitled to other persons who were also unfit for Army but retained in the service and served their colour service as per their rank structure.

If pension of JCOs/ORs can not be increased to 75 percent of last pay drawn including MSP then they should consider early retirement package system and absorption in the govt/psus. Reservation in govt job to wards of veterans should be an additional welfare measures.

I’m totally disagree with the analysis and recommendations of pay commission because a civilian employee has an opportunity to serve up to 60 years of age and earn more increments in his pay matrix thus his reckonable emoluments goes up rather than a soldier who superannuate in an early age of 35 to 40 years. Justification given by the pay commission committee of granting MSP to the armed forces does not have sufficient merits for ignoring the compensation to be given for being jobless in an early age No one is looking after the veterans in the right way. After giving their most important part of life to the Nation, they are doing jobs in private companies as security guards and getting very less payments and disregards as well. It is very shameful part of the governance which never be called as good for armed forces.

It has not even improved the pension to such gp of B .So those who have retired from the army as a Hav and who has completed the maximum level of this Rank must be given pension to the next rank of Nb/Sub and should fix the pension accordingly.
As per the supreme court order ,this request have been passed through AFT Chandigarh petition. AFT filed this petition for all the havaldars as per the army order , Then the Hon supreme court gave the order for all. But now we can see only those who apply for this through AFT Chandigarh get this benefit.,It not good .Our request is that all havaldars should be given such privilege then only the pension scale will come in a minimum level.so that this types of havaldars will be satisfied otherwise it will be a type of violation of this supreme court order.

There are many loop holes in the fixation of pension. 1. MSP hAS NOT BEEN TAKEN INTO ACCOUNT. 2. The Notional Pay has not been fixed corrects for those who retired prior to 1986 and where there existed anamolies while fixing the pension and later rectified have not been corrected 3. The rank held at the time of retirement has not been taken into consideration, only the substantive rank has been considered despite the Govt. Order to say THAT THE LAST RANK HELD MUST BE TAKEN INTO ACCOUNT FOR FIXING THE PENSIION 4,
THE TABLES GIVEN LEVEL WISE HAVE NOT BEEN CONSIDERED. 5. OROP tables have not been revised to delete the service criteria and make it uniform on MAXIMUM Service like the service pension etc.
The PPA must sit down and correct relevant circulars/instructions and amend all PPOs and issue fresh corrigendam.

3rd CPC reduced defence pension from 70 percent to 50 percent and civilian pension is increased from 30 percent to 50 percent. This is gallantry award to defence for 1971 war victory. Either there should be separate pay commission wherein defence represent or restoration of 70 percent pay as pension. Those who decides the pay should either serve or visit the forward posts to know condition of living of defence persons. Pay of MPs,MLAs are decided by themselves. This is totally incorrect

As per the circular number C-169 Defence civilian pensioners/family pensioners were revised. What about the armed forces pensioners? They have been given pension as per the formula multiply by 2.57 only. If their notional pay chart may comes out the benefit may works out. Like delinking of 33 years of sevice the circular for armed forces pensioners will be issued very late. I know the project to fix the notional pay will takes some time. Because taking into account of Rank,Grade pay ,Number of increments and MSP.

Because delayed day by day to payments of arrears ..any how my personnel request as an ex hav of Indian Army corps of signals retd 1996 at the age of 33 y … No job being disabled personer ..my I card no value.. Only for liquor so 20 y over I am not used canteen card..no any bank respect as a document… I have to daughters both are married.. By hard way ..because being retd pensioner..no source of big income.. Approximately debits out standings 10 lakhs ..pension pm incl disability..25500rs in that 15 thousands of rs pm paid in the way of interest so balance rs not sufficient in hand to pull peaceful life. 1. All ranks up to Havildar serving 08 yrs in the same rank get next rank Grade Pay which helps them for higher pension. Whereas, all JCO ranks serving 08 yrs not getting the next rank grade pay causing less pension in comparison to NCOs. MSP at the rate of Rs. 10,500/-P.M. to JCO rank will help them to increase in pension as JCO’s are not getting next rank grade pay after serving 08 yrs in that rank.

What made the change from 75% to 33% which was then equal to civil counter part. When British Government was paying 75%. Is it because then Indian Government belived that it is not essential to have military and expenditure is unnecessary. Civil counter part was happy at 70% for exservicemen.
I feel that British Government had respect to military services.But our own Government does not have any and their didst proove my point of view.
It is the only organisation which canot go on strike to corner the Government to get what they want.Imagine this organisation is on strike for few days / weeks.

I hope respective services viz. army ,navy or air force issue a PPO in this regard to every pensioner to know how much was the increase in respective ranks with respect to basic pension after the implementation of OROP and what is the basic pension after Pay Commission. Lower pay is paid to the PBORs considering the following privileges (a) free food (b) free accommodation (c) free medical (d) free uniform etc.,….. All these privileges are treated as allowances. So naturally a soldier feel that they are bit better than a civilian For a bachelor- the pay is sufficient to look after his parents, but his problem surfaces after his marriage. He may not get a chance to educate his children in a reputed school since he has to change his location every three years. After he retires the life turns miserable because he has to pay for everything. His pension does not contain the elements for ration, accommodation, medical care for his children for minor treatment etc. So he is destined to get a job to meet the financial requirement and his job end up in front of an apartment complex or in an ATM as a chowkidar. Is it not the responsibility of the government to consider their problem. In my opinion, either they may be provided with a civilian job till attains 60 yrs or provide the pension containing half of the basic pay and half of all privileges he enjoyed as a soldier.

There exists no unifomity of vacancies among the ranks of Sergeant and above ln the Indiaan Airforce.This leads to difference in pension among personnel with same length of service but belonging to diferrent trades even if qualified in all other respects.This situation compells the less opportuned to quit the Service oncompletion of terms on enrolement.This is ,even today.remaining as ade_moralising factor.This has to be redressed at the earlirst.

Generally Jcos & Or have been ill treated by 7th CPC & OROP. Z group people now graded Y but Y group people have not been given any hike. Hony commissioned.Jcos for all purpose are PBOR but are given high scale without any logic. Earlier if the the difference of pension of a Hony commissioned one and a Jco was 10 per cent, it is now nearly 60 to 70 per cent. Anomaly, complaint and so on fell in deaf ears . We don’t know who could help retired Jco and OR.

It is a controversy that ex servicemen who retired in 2015 are getting less pension rather than who retired before 2013. Sub Retired before 2013 after completion of 30 yrs of service is getting basic pension 12660 after implementation of OROP but Sub who retired completion of 30 yrs of service after 2014 is basic pension is 11970/-. Soldiers retires at early age is due to service constraints as retirement is compulsory service requirements as all eligible soldiers can not be promoted due to unavailable vacancy and they can’t hold the present rank for more than stipulated period. So my suggestion is that, if not possible to give 75% of last drawn pension, then please give 50% of highest pay in the pay in band as pension as retirement is made forcefully to meet the service requirement. If a soldier continued to be in service till superannuation with timely promotion, they could have achieved this pay at the time of retirement. Additionally a soldier when retire, losses all facilities such as free fooding, clothing, travell, children education allowances etc and pay loan for house rent and to be met with the pension alone. Most of the retired soldiers live their life as guards in private houses of rich, shopping malls etc. Is this the regard the government extent to a soldier who protected his motherland by guarding at a hostile environment even at the temperature as below as minus 35 degrees? In the other hand, civilian counterpart retire at the age of 58/60 years could have met all family needs and married their kins and get a support of their kids who are already employed by then.

According to fifth commission report JCOs and ORs was getting 50% of Highest Pay Band pension, now they are getting 50% of the last pay drawn. Army persons retiring begins at the age of 36 years and approximately 95% of army persons retires before 45 years, when there responsibility to their family are increasing. They have to provide higher education for their growing children and make arrangements for children marriage. It is very difficult to army personnel to manage all this after early retirement. Therefore they should get adequate pension to lead a dignified life after retirement..

Respected All, JSM, had rightly sought enhancement of the Service Pension to 75 percent of last drawn reckonable emoluments for JCOs and OR.. Further, in case enhancement of pension to 75 percent of last drawn reckonable emoluments is not granted for JCOs/OR, the Services had rightly sought a compulsory early retirement compensation package or compulsory lateral absorption in government or PSU as an alternative.
This was the considered view of the JSM because JSM was fully aware
about the financial difficulties which are being faced by the JCOs/OR after retirement. Rejection of JSM recommendations merely on the ground that JCOs/OR are being granted Military Service Pay is not justifiable. MSP for JCOs/OR has been increased from Rs 2000/- to Rs 5200/- which is a very
small amount and it is not equal to increase in 25% of service pension. Moreover,
enhancement of Service Pension to 75% has been recommended based on earlier retirement i.e during the peak time of financial liabilities to JCOs/OR and the MSP should not be amalgamated while considering this issue. JCOs/OR who gave their prime youth for the services of nation should not be left economically crippled. After retirement they must be given adequate compensation so that they could lead a dignified life in the society. If they lead a dignified life after retirement this will emulate our youths to join armed forces otherwise youth will demoralise and this will badly impact the quality intake of our armed forces. For the right decision at Govt level, an economic survey of conditions of JCOs/OR at national level should be carried out so that judicious decision could be taken at higher level and good thing could happen soon to mitigate the hardships which are being faced by the JCOs/OR.. Willingly or unwillingly, it’s human tendency to make comparison in every walk of life. It becomes imperative when you are moving shoulder to shoulder your seniors 24×7 and 365 days in a year. Evidently, there is a huge gap in salary between lowest rank and highest rank among the defence forces and so is the case with pension post retirement. Due to working conditions, the PBORs voluntary does not apply for extension of service. As a result a PBOR is retiring at a very crucial phase of his life when he needs financial support maximum to cater growing need of children upbringing & their education.
Whereas, number of officers voluntary deciding to discontinue is very less as things are improved with their length of service. Needless to compare the Salary, MSP, Pay Band etc, including ration scale gaps of a sepoy to a officer at the time of joining and their working conditions & amenities provided with. It would be appreciated, if corrective steps initiated by the Govt. to sync ration scale of a soldier irrespective of a PBOR or a Officer.
Unfortunately, OROP also does not address core issue of the PBORs. Officers draw same pension for same rank irrespective of branch they have served and for the PBORs groups (trades) disparity is still exists post retirement to fix pension. Why this basic issue of OROP is left unaddressed ??? Because, the PBORs are finally represented by a bunch of officers probably who tries to negotiate for themselves at highest level with Govt at the cost of the PBORs.

Unfortunately nobody realises that MSP of OR and JCO is 2000/- Officers are drawing Three times and MNS more than double of OR .50%pension is quite less .MSP is not justied and will not increase pen much as MSP is itself very less .This is because British mindset of Defence officers and their civil counterpart continue and don’t realises conditions of PBORS .
Always shortage of officers is highlighted not PBORS .Officers promotion time is reduced and ORs increased.

But the beurocrats did not open their eyes. Without the sacrifices of our soldiers the civilians can not sleep well. 75% of pay as pension to JCOs and OR is absolutely justifiable. JCOs and OR are retiring early and apparently their salary is much less than Armed Forces Officers and civilian counterparts at the time of retirement. 50% of salary must not be applied to JCOs and OR who have to be separately considered for the calculation of pension as the current pension for this category is very meager. If any solidarity with soldiers, do something to better their standard of living. The present condition is very pathetic.

Do you know what difference in MSP make? for 6th CPC it is 1000 rupees and 7th CPC it is 2600 rupees for JCO/OR. What a huge amount it is to an individual? You are denying 75% pension by making absured analytical data. think about 17 soldiers burnt a live in srinagar and many lost life and body parts during the line of duty in early life in adverse weather condition, terrorist attacks, rescue missions, conflicts, law and peace keeping. Unfortunately, the civil servants sitting as decision making body deciding our pay & allowances in A/C cabins have no idea what the life is all about & can’t even live for a day under those challenging circumstances !
They can have 15000/-pm as high altitude allowances but expect us to live in 15/- per day !
This is the biggest draw back & all cabinet/state assembly so called national law makers unite to increase their pay & allowances by 3-4 times but for us it pain to increase by 3 to 4 % even.

One must understand that the sailors those worked in submarine. Facing submarine borne /related side effect after crossing their 40 years of age. The biological changes due to the confined work environment never reflect during the submarine service. The Biological changes take place after the crossing the age of 40 years. We submariner are not facing such biological changes. It is very difficulty to keep the good sound health after crossing the 55 to 60 years. Need to keep in mind such defense work environment while deciding the recommandations.

a jco when granted hony commission should get full pension even he couldn’t complete 28 yrs service or otherwise he should have not been considered for hony commission. an indl when he is promoted as sub maj and gtd hony commission by virtue of his service profile should also be paid full pension and there should not be any service limit for such hony commission officer’s. this type of service limit should be applicable only to those who have volunteered for retirement and not for those who have been compulsory retired as a sub maj can only serve for 4 yrs which is applicable to Army only. pl do look into the matter deeply and in brief so that everyone gets justice. looking forward for your early response

Under what consideration they should be given pension when they volunteer to become MP or MLA with no qualification of any sort. One must understand the fact that a soldier who worked in glacier lose their memory power, life span, eye sight due to extreme cold, carbon monoxide poisoning and lack of oxygen. Also use of anti malaria tablets like mefoquin affects their memory, body and even adverse effect when a soldier fathered a child. Also high stress leads to induce habits like liquor. No festivals, no social functions like Mariage, house warming etc and absence of self at home leads lots of problems for kids health, education in addition to desperation from wife. The person who made OROP table is quite unknown about the mathematics. Service increasing but pension is not increasing. There is no any yardstick kept in mind while making table. Similarly, PCDA (P) Allahabad shown terms of engagement in the circular No 547, 555 are not as per Army orders/Army instructions. A Sub Maj whose terms of engagement shown as 33 years when he becomes Hony Lt his terms of engagement has been reduced, how it will be possible. This is done only to give benefits to the Govt. No Hony Lt can take advantage of 33 years. Central Bank of India is giving advantage of 33 years but PNB is not giving stating that terms of engagement of Hony Lt is 30 years. This matter is requiring justification by the Govt.

OROP is not fully covered by the chart made by PCDA pension Allahabad. They misunderstand the meaning ie., neautralisation of pension from present pensioners to past pensioners. Still there is variation between past and present pensioners in the rank of sepoy,zNaiks and Havildars and equal ranks of Navy and Indian Air Force. Either they are not having the knowledge of the forces or do not know the calculation. After independence. we are not not freed from all these persons. Who will do this. ??????? AN Indian Soldier.

3. I retired from army on 30 June 2005 and awarded Hon-Nb-Sub rank on 15 Aug 2005 vide Corrigendum PPO No S/CORR/021861/2006 . As of now I am getting basic pension Rs 8425/-, but as per para 11(c) and table 7 of PNB HO GBD Circular No 20/2016 dated 05 Feb 2016 which is self explanatory, my basic pension should be 9429/- ie is one rank high as per table 7 of PCDA Circular No 555 in column “Pension of Nb-Sub Group “Y” where as, I am getting Rs 8425/- which is less Rs 1004/-
4. In this regards a live example of an Ex Hon-Nb-Sub GG Gaikwad ( SBI Vaijapur(03538), Service pension A/C No 11255823579) having 26 Year 24 days service and getting basic service pension Rs 10029/- for your ref. In my case, I served 24 years 0ne day and my basic service pension entitlement is Rs 9429/- and I am getting basic Rs 8425/- which is less Rs 1004/-
5. Regarding my disability pension (PPO No :DE/ 014023/2005, as per above Circular’s table no 76, the basic disability pension should be 5055×20%= 1011/- whereas I am gettng basic Rs 782/- which is less Rs 229/-
6. In view of above all you are kindly requested to award me service and disability pensions as per 11(c), table 7 and 76 of circular sited above at an early date.

Since the day, V pay commission was implemented the salary gap started increasing. If we go through the developments and read the mindset of the persons even within our services, every superior is encroaching the privileges of the juniors. We can quote the example of the Technical Officers in IAF. The major concern was of PBORs but they were awarded with lollipops and officers with the creams. It is clearly seen being in service or even after retirement that Commissioned officers are always selfish but still our PBORs accept them as their leaders. Why cann’t we create leaders among ourselves who will be competent enough to fight for our rights. We are big in numbers so why should we follow them, whereas at every stage they have been cheating with us. It’s time to wake-up and decide who is our representative, those selfish officers or a person amongst ourselves who understands our issues better.

Truly said by everyone that OROP was for officers only jcos and or didn’t got anything out of the hue and cry made for last so many years. Jcos and OR have in fact been denied arreas of pension from 1Jan 06 to 30 Jun 09. However hony commission offers and regular offers got it. I don’t know what our exservicemen organisations are doing. This is a clear cut case of discrimination and needs to be fought legally

The 7th CPC has created a disparity between the same rank.A subedar has not been given service pension as a subedar (Hony Lt) has been given. A subedar granted hony commission of Hony Lt has given more benefits and A subedar has been treated as a Sepoy.. A Subedar becomes Hony Lt with a margin of hardly 0.02 points in his profile and that happens with mercy of Commanding Officer who can not show the mercy towards every JCOs. A subedar (Hony Lt) never apperas in the Indian Lable exam. Hence the difference in pension near about Rs 10,000/- is horrible in the democratic country. Please reconsider the decision taken as the Bureaucrats do not know the reality.

After recommendations of orop the pension slabs for subedars on complications of 28 yes of service which was color service is less then of subedar of 30 yrs. As per army orders the total service for a subedar is 28 yes and two yrs of service is only extension for those who are willing to continued in service. A JCO who willing to service but in medical shoe p2(p) served up to 28 yrs but not extended for further 2 yr. So orop pension for subedar may be fixed same as all subedar 28-30 yrs service.

As of now defence forces have been neglected by successive Pay Commissions under various party led govt in the centre. OROP has been tactically handled by the govt to make fool of all those Ex Smn who comes under OROP. There is urgent need by the Joint Chief of Staff and other Expert Defence analyst to sit and make separate recommendation of Defence forces keeping their working conditions and other aspects taking into cosideration to the Pay commission set up by the Central Govt. CPC officials are not so expert or perfect in analysing the working conditions of the defence forces. This is only possible by the person who actually works under those unhumane/harsh conditions, be it Officers of all the three forces or JCOs/OR. This is need of the hour. Just by giving one or two additional allces will not make any sense. Please give a think . Those pre and post independence defence personnel have given us the basics of the Defence forces works under Command. Even with this minimum basics defence forces works to its fullest possible way. Officers at the top level must keep in mind all are one in defence forces. This disparity shown by the 7th CPC should be discussed with experts in this field i,e former chiefs of three forces and defence experts can do this and which will be acceptable by the defence personnel.

What I understood from the 7 CPC pension calculation is in method One it describes that MS pay will be added to fix the pension. In that method the No of increment earned by most of the defence personnel will be low and not in good health of their pension fixation. In second option 2.57 multiple faction method it is not clear whether the MS pay will be added to the basic pension of 6 CPC and then multiple with 2.57 or multiple the 6 CPC basic pension with 2.57 then add MS pay to fix pension or multiple 6 CPC basic pension with 2.57 only. If somebody clarify it, I shall be ever grateful to him. Also the OROP arrears is namesake, it is still not credited or reviewed. To whom should we complaint now as the SBI is not responding?

It is under stood that the non of the authority is thinking about the “PBOR’s), at the time of 6 CPC also the officer’s decided to take Rs. 6000/- of MSP & rest PBOR’s has been kept in the scale of Rs. 2000/- why it is so ?. If the Ranks & Grades has been marked then on which basis the MSP approving authority have kept JCO’s & OR’s in same category. The officer’s use to keep maintain their ranks & accordingly pay & allowances but as the matter of “PBOR’s” the officer’s are treating the all “PBOR,s” in one category, As we all “PBOR’s” are well known how is the life of (PBOR’s) in Defence.

until1973,the soldiers were paid 75 percent of thei pay as pension. After 1971 war, then the pm Mrs. Indira Gandhi rewarded the soldiers by reducing their pensions 50 percent without touching the pensions commissioned ranks, thus equalling their pensions with civilian employees of central government. She did not bother even to look into the life style of defenc soldiers and other central govt employees. Now, if defence has projected the demand of 75 percent of their pay as pension, the govt should consider the demand sympathetically.

The reply of 7 CPC regarding the enhancement of pension to 75% is absolutely trash. MSP is paid not only to the NCOs and JCOs but officers too. Where as the pension was decreased only to these categories of soldiers as the officers pension was same now as earlier. Again the MSP paid to these soldiers is much below. How can these 7CPC members used their brain in replying to the demand and denying it is a big question. Once Mohinder Amarnath told the selection committee members of Indian cricket as a bunch of jokers, here I don’t want use that words but they need to use their logical brain in arriving at the decision. It is also to be blamed that the higher echelon of defence services never take care of these category of soldiers as they have not seen the life of these people. It is the time that the veterans should be allowed to represent these people as they can present the case with out fear and force.

A solder’s life starts from 4 AM to attend his first parade at 5.30 and ends with a rollcall at 7.30. If he delays he will not get water to bath as the bathrooms are limited and inhabitants are more. After the first parade he takes his breakfast and then proceeds to his designated duties ie an electrician, mechanic, clerk,s,officers and junior commissioned officers (written a few, every one is accounted and deployed efficiently) goes to their respective duties as there are properties, numerous machines and equipments valuing crores of Rupees of Government of India. Who is maintaining these assets and makes sure these are in supreme functional conditions? Every equipments are inspected periodically and tested by these qualified soldiers amid maintaining their physical fittnes and military training. They maintain them with utmost care and makes fit for war and protect them from theft, fire and damages. In field areas they are vigil for 24 hours and in peace they are in training grounds for training for their physical fitness to fight. What I mean to write is that a soldiers life is not comparable to any one but with soldiers. So treat them with honour and let their families live in dignity. For that they needs better pay and perks which is the responsibility of a responsible government. The soldiers are selected physically, mentally and literally and not elected. He takes the Oath for his country and countrymen. Who is daring to fight, lose life, live with an amputed leg or legs, hands, eyes and other disabilities? Who is willing to face terrorists and fight with them for hours and days without food. water and sleep? Some selected only!!! So do not underestimate an Indian soldier. He is a precious stone of mother India’s garland..

Defence forces doing 24 hours a day 7 days a week. No 90 days leave only 60 days. The other 30 days only casual leave very few get in case of some urgency. Sometimes no leave at all if emergency ever if mother is dying to see son’s face before she’s dead!
On civil side 104 days leave being saturdays and Sundays alone and then annual leave and still public holidays. I wonder how many days in the year civil employees work. Even on working days they leave when necessary for home emergencies!
Still more defence forces don’t play with toys in their hands but those are real bullets they use and face the same from enemies.
Again, their life of seclusion children and families thousands of kilometers away and then jungles snows mountains Sans oxygen !!!

The person who has seen both Military life and civil life is the right person to compare both in terms of pay and hardships. A serviceman who after serving 15-20 years in Military if re-employed in civil side can see both of lives and is the right person to compare both. A civilian who has not seen Military life is not competent enough to comment on hardships and compensatory pay. The civilian enjoys luxury life compared to military person who is subjected to 24 hours pressure of work, being in hostile environment, away from home, missing all personal contacts, unable to settle down at one place unlike civilians. If every hardship faced by Military person is to be compensated like civilian, no government is financially sound enough to do that. Whatever facilities provided to military person is just an eye wash but not full/complete compensation.

However Govt has adequately given them pay and other facilities like full clothing, quarters around working place,medical facility to whole family,warrant for travelling, military special pay, other eventuality pay according to work place, leave period almost 90 days, canteen facility, liquour facility, transport facility for their children to attend school, kendriya vidhyalaya school facility which are best in country and so on for their 24 hours work and top that they get high regard from all most all civilians in the country. what else they want more.

Army pers get pay for 24 hours duty and not for 6 -8 hours duty as in case of civilians. Therefore comparing army pers with their counterparts of the civilian cadre is totally nonsense. I have not seen any civilian employee working after the stipulated time frame. In case they feel any emergency to work over time, they claim extra duty pay for that. If the Govt Is not ready to make a reasonable increase in pay and pension of army pers, an extra duty pay for almost 16 Hours per day should be considered without any hitch.

According to judgement of Honorable Supreme Court of India, Government has issued order for revision of pension from 01 Jan 2006 instead of 24 Sep 2012. As per the order only Hon ranks pay has been fixed according to enhance pension order from 24 Sep 2016. However, other ranks have been made fool and old pension has been considered for calculation of pension. The table issued by PCDA(P) Allahabad is completely bogus except to Hon ranks. Government would once against access the same the issue another table as per the order under which PBRO have been paid from 24 Sep 2012.

Since all Subedars are not granted Hony ranks of Lt and Capt, those who are marginally deprived are granted Hony Rank of Subeder Major without any financial benefit; this is wrong and full of discrepancy. As Hony Nb Subs are equated with Nb Sub’s pension, Hony Sub Maj also should get the same pensionary benefit admissible to Sub Maj. GOI and Min Def should get a detailed study to alleviate this long outstanding discrepancy.

Those who are considered for honorary ranks by the respective records of the Indian Army are also rejected by the Army Headquarters due to limited vacancies. Maximum Junior Commissioned Officers should be considered for Honorary Ranks instead of 2% as being considered now a days keeping in view their long distinguished service to the nation..
If we see the officers cadre, now no officer retires less than Colonel Rank due to time scale promotions.
Further in the Indian Army large Numbers of Subedars
are granted Honorary Ranks of Subedar Majors but no financial benefits are given as given to Honorary Ranks of Lieutenants and Captains. Those who are considered for Honorary Ranks of Subedar Majors are very near
to those who are granted Honorary Lieutenants and Captains. Thus injustice has been done continuously by the Indian Army and Govt of India for retiring subedars of Indian Army. A thorough study should be carried by expert committee and justice should be done to the retiring subedars.

Junior Commissioned Officers/Other Ranks retire from Indian Army at a time when there is huge liabilities upon their shoulders such as purchase/construction of house,Higher Education to their children, marriage of their sisters, sons,daughters, looking after their old aged parents and other social responsibilities, Due to their different skill at
military they are not accommodated in civil. Due to not finding space in civil they feel much depressed due to financial burden. That is the cause why they are coming to roads to show their hidden feelings. It is the time at the hands of Govt of India to look into their interests judiciously and sympathetically to boost their moral. If their aspirations are rightly addressed, this will give a positive message to the environment and the young people will be motivated to join the armed forces as well as civilians will also be impressed to see the standard of retired soldiers.
Further Military Service Pay, Basic Pay, Grade Pay are different components and should not be combined to each other while enhancing the pension of defence personnel. All components should be assessed
separately based on their merits.

Once the Govt had released notification for implementation of OROP wef July 2014 and every real sufferer jawans was expecting new orop pension in Jan 2016 and first instalment of arrears in Mar 2016 as declared by Defense minister, then why these few officers (who are sufficently paid and taken care by govt in comparision of their civilian counterparts) continued their protest and got success in stoping this implementation and finally govt constituted panel to take care and now no hope for next 1 or 2 or even more to those jawans in villages who had fought the real war and have been suffering hardships.

The poor widow pensioner and the uemployed poor family living in India will become a homeless beggar because of these seven pay and u people are worried about the 7th pay percent being too small . And I just wish that the Commissioner will just take a look at the poor people of India more and treat us all equally by giving the pensioner the same percentage as they gave to non pension ..for its hard for people like us without a dad who died being a soldier serving our own country :’-(

Every time pay commission is formed the civilian officers defence officers use all their best knowledge to grab the lions share from pay commission and civilian employees are reprasentated by trade unions that also get some flesh with bones Now As no body reprasent the defence personnal (no t officers) jawns are left to their own fate because defence officers are very busy for their own cause and unionism is not allowed in military services so left over bones from defence officers are thrown to the PBORs

Sir, I had served 30 years in Armed Forces, my last rank was Subedar/Clk. I was pensioned out on 31 Aug 2003(A/N). At present my basic pensions is Rs 11970/- pm + DA. Being serving in defence & likely to retire from service in mid next year my age at the time of retirement would be 48yrs. After retirement. I would have lots of liability to do like constr of selter, kids marriage, looking after old age parents. For fulfilling the requirements I again will try to seek Job in civil where no PSU/Govt sectors provide us. satisfactory job. Because precious Young life already given to defend the nation. Instead of devoting max young life ie 30yrs to nation, we get a max pension of Rs 18000/-pm which is really very less for maintenance of daily expdr.
In view of the above, I would like to request to Min of Def, GoI that instead giving pension to the soldier who retire from service before 54yrs of age should adjusted in civil Central govt/state govt admin service with same pay and perk on deputation on request. Pension would be given to the person after completion of 60yrs age.
It will really good for the govt as well as soldiers & defence. Pl think over my suggestions.

I am a per 2006 retire from IAF EXSGT DIPOMA HOLDER having 19 years of service + 2 years of reserve liability, is my question why and how am I not eligible for OROP.
If this is the case mostly 40 to 45% would be out from orop.Once a MP or MLA or rajya sabha member serve a minimum term of two to five years are gettimg
pension and other benifits.
OROP short fall should be sorted put before 7 CPC for defence personal.

There is difference in pension of even post 2006 retiree. A Sep retired as MACP Hav who has put in 17 years of service is getting more pension than a Hav who has put in 21 years of service in total and 12 years in the rank of Hav both of “Y’ Group.

Though the goi had issued orders for payment of arrears of 6th cpc, I have not received any arrears from 2006 1st January when is it likely to be materialized? There after prop arrears to be paid then from 1.1.2016 7thcpc arrears when will we get it atl sat but 2017 end?

7th cpc should process at least 70 percent of last pay drawn as pension to defence personnel.

I am very much annoyed after going through the 7th CPC recommendation because it has given ample importance to the civilians which may hamper the morale of the armed force personnels.Further i have observed ,the committee had turned down the points related to the benefits (pay & pension hike) of defence forces (especially PBORS) which may discourage the new generations to join the armed forces.Anticipating that the members of the commission may not have gone to the defence bases & might have more concerned with the people who are working under them ,interacting with them everyday. It is very much pathetic for our nation as our life savers are not happy.

The pre 2006 pensioners with more than 20 years service will become eligible from 1.1.2016 pending clearance from 1.1.2006 by govt as per CAT judgement.
