Pay Fixation on Promotion or MACP as per FR22(I)(a)(1) after 7th Pay Commission is regulated by the Rule 13 of CCS(RP) Rules, 2016. This Rule regulates the Pay Fixation on Promotion or MACP to all Central Government Employees to permit to fix their pay on the date of promotion itself and also opts to pay fixation from the Date of Next Increment (DNI).
Pay Fixation on Promotion Date: A Government servant is promoted, will first be given one increment in the current level. Then he will be placed, equal to or next higher matrix pay in the promoted level.
Pay Fixation on Increment Date: A Government servant may allowed to fix his pay from the Date of his Next Increment (either 1st July or 1st January) as per recommendations of 7th Pay Commission. A Government servant is promoted, then, from the date of promotion till his Increment Date (either 1st July or 1st January), he shall be placed at the next higher cell in the promoted level. And then, on Increment Date his pay will be re-fixed and 2 increments (One Annual Increment and another Promotional Increment) will be granted in the same level, and he will be placed at the next higher cell in the promoted level.

Sir my post was upgraded in Level -6 from Level -5 as on 8-11-2021 with FR-22(1)a(1). My basic pay was Rs. 40400/- as on 01-11-2021. I have given too an option for fixation of pay.

I ( having Basic Pay Rs. 36,400/- in Level 4 ) have been granted 2nd MACP w.e.f. 30.07.2020 in Level 5 in the post of UDC . I had opted my pay fixed from the date of my next increment i.e. 01.07.2021.
Accordingly, my pay has been fixed twice as follows :
a) Next higher stage of Rs. 37,000/- in Level 5 w.e.f. 30.07.2020 and
b) On DNI i.e. on 01.07.2021 in the stage of Rs. 39,200/- after adding two increments in level 4 and Re-fixed the pay in just higher stage in Level 5 with DNI on 01.01.2022 as per MoF, DoE,O.M. 4021/2017-IC/E. IIIA dated 28.11.19. Currently, my pay is Rs. 41,600/- with DNI 01.01.2024. Now I got Promotion to the post of Assistant w.e.f. from 29.06.23(FN) in Level 6.
My office is in opinion that I should exercise my option from the date of Promotion i.e. from 29.06.23.
My pay will be Rs. 42,300/- ( Just placed in the higher stage) from 29.06.23 and on Rs. 43,600/- on DNI 01.01.2024.

Since your promotion is on 28/7/17 it cannot be given on the same day higher pay in Level 9. Level 7 after 8 only and designation changes higher) As per new rule CCS 10 if promotion comes from July to December it will be fixed only from January next year 2018 in same Matrix Level 7 & DNI on another next year January (2019), So you give increment option from January 2018 then your pay fixed on 1-1-2018 as 66,000 in Matrix Level 7 and DNI on 1-1-2019 as 66,000 same stage (since equal) in Matrix Level 8 onwards and 1-1-2020 as 68000.

It may be your basic pay on 1-1-22 as 38100 ( not 38700) then you will get 2 increments on 1-7-22 that is normal increment & promotional increment (as per the rules CCS 10 six months same basic pay should be required) so on 1-7-22 as 40400 in MATRIX LEVEL 5 & DNI on 1-7-23 as 41100 in MATRIX LEVEL 6.

July increment option is good, then you will get two increments on 1-7-21 in MATRIX LEVEL 5 (normal increment& promotional increment) & DNI on 1-7-2022. Since it your last upgradations of basic pay in service if you’re retiring in between January to June 2022 you will get not increment on 1-7-2022 in that case you will get retirement benefits after 1-1-2023 January increment option is good. On that basis one increment of lower MATRIX LEVEL loss in six months ( 1-7-21 to 31-12-2021) but you’re retirement benefits are higher until lifetime.

i retired in hsg1 scale 6500-10500 in 2002 as per the latest govt.om dt4-01-2019 the grade pay has been increased to 4600 which becomes effective.
as per notional fixation my pension has been fixed as rs 24500/
with upward revision of GP to rs 4600/ from 1-1-2006 what will be my pension as the orders have specified that 6500 pay scale has been merged with the pay of 7450-11500,

Contact your ex-employer/PAO they will prepare the arrears for more than 12years. Your Pension will be fixed in matrix level 7 from 1/1/2016 until the settlement.

If you are retiring this year after July give option from the increment date than it will Rs.50,500/- from this JULY, If you are retiring next year July as mentioned above your option from the joined duty date it will be given.

Answer to JAGAN : You have not mentioned the state. As per the 7th Central Pay Commission it is 14010+2800 x 2.57 = 36005.70 fixed at 37,000 as on 1/1/2016, then up-gradation on 1/7/2016 with one increment of 38,000/- and fixed as Rs.38.700/-

My concern is , will not I am having the option to fix my pay after annual increment and promotion on 1.7.2016 as
12017+4200 = 16270
=> 16270*2.57 = 41813.9 = 42300
As per 25.7.2016 notification
Increment should be optioned from January, 2018, so 2 increments will be given one in July and next in January onwards.
Sir. I have been granted 3rd MACP wef 30 Sep 2018 in level 7. I have given my option for fixation wef date of next increment. At present my basic pay is R’s 49000 in level 6. In accordance with DOPT letter dated 27 Jul 2017, my pay should be fixed as under:- As on 30 Sep 18 – R’s 50500, and on DNI I.e. on 01 Jul 2019 after grant of normal increment from R’s 49000 to 50500 and one increment due to grant of 3rd MACP from 50500 to 52000, my pay should be fixed R’s 53600 with DNI 01 Jul 2020. Kindly confirm whether my presumption is correct or not.
Answer to ANI KUMAR CHANDEL – Your presumption are correct, but fixed as Rs.49,000 and additional increment with Rs.50,500/- in level 6 only as on your pay fixed 3rd MACP in Level 7 as Rs.50,500 only (since it is same amount) from 30/9/2018 to 30/6/2019, since you are completing 6 months from 1/1/19 to 30/6/19 next increment from 1/7/2019 as Rs.52,000/- next DNI will be in level 7 of Rs.53,600/- 0n 1/7/2020. (As you mention 3rd MACP 50500 to 52000/-is not correct)
Sir, My basic pay as on 29 Sep 2018 is Rs 49000 in level 6. I have been granted 3rd MACP wef 30 Sep 2018 and I have given option from the date of next increment, so my pay will be fixed twice as under:- (a). Next stage in Level 7 as Rs 50500 wef 30 Sep 2018 and on DNI ie on 01 Jul 2019, two increments will be granted in lower level ie one normal increment from Rs 49000 to 50500 and one promotion increment due to 3rd MACP from Rs 50500 to 52000, so I think my pay should be fixed in next above to Rs 52000/- ie Rs 53600 wef 01 Jul 2019 with DNI wef 01 Jul 2020. Kindly refer DOPT letter dated 27 Jul 2017. I have also shown my above pay in MACP calculator made by one agency, the calculator is showing my Basic Pay as Rs 53600 with the option from the date next increment. Kindly relook the same advise based on DOPT OM dated 27 Jul 2017. Thanking u Sir.
Answer to ANIL KUMAR : Sorry to inform you that since you got one increment in 7/18 then additional increment was given for MACP moreover the amount of Rs.50,500/- was same in level 6 and 7 so it will not be given. If the up-gradation may be January to June it will be given 2 increments in up-gradation in next level.

Whether this method is applicable in case if the incumbent after completion of 10 years on 24.12.2008 got 2nd macp in grade pay of rd.2800 as udc.he got regular promotion in Feb.2018 in the pay level 6 (grade pay 4200) will he be provided by one promotional increment.

Answer to : RAJAN SHARMA ; No only designation changes from 2/18. Monitory benefits of next MACP changes from 24/12/2018 as matrix level 5 with one additional increment & to change level 6 at your basic pay stage. Again one increment in level 6 on 1/7/19.
As per the rules you have been given correct. Since your basic pay of 39200 & due to MACP up-gradation one normal increment (40400) and addition increment for MACP (41600) and fixed at 42300 in level 6, at stage 7 (GP 4200) on 1/7/2017. This is to inform you that from the 7th CPC in MATRIX TABLE total pay only, not as per Grade Pay (but change table in next GP). Further you give option for increment from 1st January, 2018 then your pay will be fixed as 43600 in matrix table 6 stage 8 on completion of 6 months of promotion from 1/7/17 to 31/12/17. Your next promotion as monitory benefit by next MACP only on 1/7/2027 in MATRIX TABLE LEVEL 7 (GP 4600) if you got designated promotion as vacant post their will not be any monitory benefit.

My due date for 3rd MACP was on 1st April 2017 , my grade pay was 2800.00 and my pay was Rs. 39200.00
On granting macp my pay fixed only giving 3% of increment without adding higher grade pay of Rs. 4200.00 and one annual increment of 3% as on 1st july 2017. My pay fixed as on 01.07.2017 as Rs. 42300.00 and did not accepted my option for fixing pay on grand of MACP as per old scale with grade pay.
Please inform me about submission of option to fix my pay with grade pay difference?
