Let me bring it to your kind notice that in your pay calculator you have taken 2.57 factor uniformly for multiplication for all the levels of employees. This shall not fit into the Pay Matrix correctly. Please note that 2.57 factor is applicable only for the Grade pays of Rs.1800 to Rs. 2800. For Grade Pays from 4200 to 4800 the factor is 2.62. For the Grade pay from Rs.5400 to 7600 the factor is 2.67. For Grade Pay of Rs.8700 the factor is 2.57, For Grade pay of RS.8900, the factor is 2.67, for Grade pay of Rs.10,000 the factor is 2.72. Similarly there is variation in the multiplication factors in the apex scales.
I request you to make necessary rectification in your pay calculator as you are projecting less salary in all the above cases where the factor varies.

I retreat from my observation pointing out defect in your pay calculator in view of the fact that the variation in the multiplication factor for various levels like 2.57, 2.62, 2.67, and 2.72 appears to be only for the new entrants at the entry level and not for the existing employees since uniform factor of 2.57 i.e 32% increase on the VI CPC pay and grade pay need to be taken at all levels which you have done correctly. I regret for hasty comment about your pay calculator.
At the same time I am disappointed that even the VII Pay Commission had erred in discriminating between the existing employees and the new entrants by adopting 2 different formulas in the matter of fixation of pay by applying varying factors at higher rate for the new recruits at entry level.

The pay matrix made is completely wrong. For example if I fix from Rs.55200 of level 8 then in level 9 the fixation will be at Rs 56300 but if in level 10 the fixation will be on Rs. 56100 It means for the same basic after a increment the lower level will draw more salary than higher level. WHAT a blind pay matrix !!!
It is not blind. Each MATRIX LEVEL are having stages that is counted of their promotion/upgradations of basic pay from their joined service. Earlier appointed employee so many years of increments and not got no promotion and appointed in higher designation employees got less service,. how can all are equal.
While glancing at the pay matrix for defense services, I noticed that the starting pay calculation of pay matrix level 10B and also level 11 as per 7th Central pay Commission seems to be wrong.
2. Sir, the salary of an officer gets fixed in this scale (level 10B i.e. Grade pay corresponding to Rs. 6100/- as per 6th Central Pay Commission) after 2 years of regular service in pay level 10 which basically means he gets 2 annual increments and one notional increment accrued due to his promotion.
3. In level 10, The minimum pay has been reached by the calculation as under: –
a) Starting pay as per 6th CPC = Rs. 21,000/- (Rs. 15,600/- + GP Rs. 5,400/-)
b) Multiplying factor: – 2.67
c) Minimum Pay in level 10 = Rs. 56,100/- (Rs. 21,000 x 2.67 = Rs. 56,070/- rounded off to nearest 100)
4. On similar terms, the minimum pay in level 10B should have been reached by the calculation as under: –
a) Starting Pay in level 10 as per old scale = Rs. 21,000.00
b) Basic Pay after 1st Annual Increment = Rs. 21,630.00 (i.e. Rs. 21,000 + 3%)
c) Basic Pay after 2nd Annual Increment = Rs. 22,280.00 (I.e. Rs. 21,630 + 3%)
d) Basic Pay after notional increment on account of promotion
= Rs. 22,950.00 (i.e. Rs. 22,280.00 + 3%)
e) Difference in Grade Pay (GP) of level 10B & level 10
= Rs. 700.00 (Rs. 6100 – Rs. 5400)
f) Pay after adding the difference of GP = Rs. 23,650.00 (Rs. 22,950 + Rs.700)
g) Multiplying factor: – 2.67
h) Actual minimum Pay in level 10B should be = Rs. 23,650 x 2.67 = Rs. 63,145.50 rounded off to nearest 100 i.e. Rs. 63,100.00
i) Pay as per table given by Pay Commission = Rs. 61276.5 (Rs. 22,950 X 2.67) rounded off to nearest 100 i.e. Rs. 61,300.00
5. From the table above, it seems that while fixing the pay in level 10B, erroneously the difference of Grade Pay of Rs. 700/- has not been considered / added.
6. The same is with pay level 11 which is granted to officers after 6 years of continuous service. The minimum pay in pay matrix level 11 should have been Rs. 74,600/- and not Rs. 69,400/- as shown in the table.
I, therefore, request you to kindly depute one senior accounts officer to look into the matter and resolve the issue for the benefit of defense personnel who are presently drawing pay in pay matrix level 10B and are getting less pay due to erroneous calculation.
Sir,I think it is not just to maintain double standards in case of multiple factor for freshers and for those who are retirees…It should be same for both…is’nt it against natural justice
There is no fitment for Grade pay corresponding to Rs.8600/-. Also it is seen that the multiplying factor is increasing in the order of increase in pay band but for pay band IV the same has decreased to 2.57 whereas it would decrease the pay or with no benifit.

Sir, Important that,it is my conclussion & calculation,in the 6th cpc minimum pay 7000+50% DA merger=10500& 1/1/2016 rest 75% DA applied in 10500=7875, therefore total=10500+7875=18375.Now,apply 14.27% pay hike , therefore,total Minimum Pay is Rs.20,997/- say,Rs.21,000/- i.e.,Multplication Facter =21000/7000=3.0 it is accurate minimum multiplication facter and so on.

All Points put forth by Ministry of Labour & Employment have been dismissed without any recommendations. Then how can the staff will be benefited as there is no promotions and there is no cadre restructuring has been done to the employees (Officers cadre has been restructured long back in 80s). This factor has to be looked into by the Govt. while accepting the recommendations.

A Hav comes under PB-1 but who has already been awarded MACP Nb Sub and drawing pay with grade pay 4200/-. In pay matrix of 7th CPC it is not understood that how he calculate his pay as per grade pay or as per entry pay (EP).
