MOD has issued tables of OROP on 3 Feb 2016 as per truncated announcement of OROP of 7 Nov 2015 – Gen Sec IESM

UFESM(JM) has written to Govt to correct the tables without any delay so that the pension of past pensioners is brought at par with the pensions of soldiers retiring in 2016. RHS at JM has entered in 238 day.

It has been decided to continue with the agitation at JM and if required agitation will be intensified further if the Govt does not correct the anomalies pointed out by ESM.

Dear Members

MOD/Bureaucrats have again played a trick on ESM family. 3 Feb 2016 Wednesday is a black day in history of Armed Forces, ESM and India.

Government has yet again rudely reminded Armed Forces Personnel and ESM that they are the stepchildren of India and have no rights in this country. All the perks and subsidies are to be enjoyed by politicians and bureaucrats, pseudo kings of modern India.

They can increase their status, pay and perks at their will and are not answerable to Indians who vote them to power. It is interesting that a MLA or MP will get life time pension even if he has served in his position for one day. Bureaucrats will write any amount of perks for themselves without even taking permission of Indians who pay for luxury of bureaucrats by paying heavy taxes.

But the same bureaucrats will deprive OROP to the Armed Forces Personnel and ESM on flimsy grounds just to show their authority. All political parties including the ruling party promise OROP to Armed Forces Personnel and ESM but when it is time to implement OROP they develop cold feet all abrogate their responsibility.

The unwritten agreement between union of India and Armed Forces is in severe strain today. This agreement writes the duties and responsibilities of GOI and Armed Forces in peace and war.

This agreement stipulates that a soldier will embrace martyrdom willingly to protect the motherland and for safety and well-being of citizen and on the other hand GOI is supposed to look after the well-being of soldier and his family.

And GOI is supposed to ensure that family of a soldier is well taken care and would lead good life even after he has attained martyrdom in serving the motherland. While the soldier of this great Army, Navy and Air Force has lived up-to his solemn oath but the GOI has been lacking in their part of responsibility.

This is a very sad story as widow of a soldier, whose husband had willingly attained martyrdom for this great country, was getting a meager pension of Rs 3500/ only and under this langdi OROP announced by MOD, her pension would be increased to Rs 4070/ only.

Is it not ironical that a veernari is given a meager pension which is even less than an Indian family pays to a maid? It is a joke being played by GOI/bureaucracy with Armed Forces Personnel, ESM and brave widows of this great country.

We the ESM of India beseech the conscience of great Indians and request to take up the issue for correction this anomaly.

NDA Govt had announced approval of OROP for Armed Forces Personnel with great fanfare on 10 June 2014 in their budget but did not have the courage to implement it because of bureaucratic resistance.

However NDA Govt announced truncated OROP on 5 Sept 2015. This announcement had four major anomalies. These anomalies were pointed out to MOD by the ESM agitating at Jantar Mantar.

MOD did not heed to the request of agitating ESM and issued notification of defective OROP on 7 Nov 2015 without correcting any anomaly.

Govt has not corrected even one anomaly out of four anomalies pointed out by the ESM of India. MOD decided to form a one man commission along with this announcement of OROP which is clear acceptance that the announced OROP was defective and would not be accepted by the agitating ESM of Jantar Mantar.

The notification of 7 Nov 2015 also has not addressed the issue of increasing pension of Majors (only less than 1000 alive) with 20 yrs or less than 20 yrs of service as Major to min of pension of Lt Col with MS Pay of Majors and also pension of Nb Sub to be given to Hony Nb Sub.

An appeal was made to Government to approve this as a special case. This has also not been approved by the Govt.

ESM family is convinced that announced OROP is not as per the definition of OROP approved by the Parliament. In-fact the announced OROP violates the definition of OROP and also violates will of Parliament.

This effort to tweak with the definition is in-fact contempt of Parliament. UFESM (JM) has sent an appeal to all Ms P to take the issue with speakers of both houses.

MOD has issued tables of OROP on 3 Feb 2016 as per truncated announcement of OROP of 7 Nov 2015. These tables completely defy the definition of OROP as pension of past pensioners of all ranks will be fixed far lower than the pension of the soldiers retiring in 2016.

Whereas principle of OROP is that past pensioners must have the same pensions as that of soldiers retiring today. Comparison of pensions given to past pensioners viz a viz pensions as per approved OROP are given below

It will be noticed that widows and ORs will get less pension than expected. This ill treatment of Widows, ORs and JCOs is not acceptable. Apart from this notification of 3 Feb 2016 dilutes the definition of OROP and hence is not acceptable.

In view of this it has been decided that our fight at JM will continue as the tables issued by MOD are not acceptable to ESM. Officers table is not given as most of them must have seen the tables and noted their entitlements.

It will be pertinent to mention that GOI has indicated that the funds outgo on OROP is to the tune of Rs 7500/ crore per year. It is surprising that the GOI is ready to spend Rs 7500/ crore and is still leaving the back bone of Armed Forces as unsatisfied and frustrated for a few hundred crores.

This will be affecting morale of serving soldier as today’s soldier is tomorrow’s veteran. Moreover every soldier has a veteran in his family.

And if a serving soldier sees his older generation being treated so shabbily by the Govt, he is likely to lose his enthusiasm to fight to martyrdom and this will not be good for nation.

UFESM(JM) is in constant dialogue with Sh Ram Jethmalani eminent lawyer of India for representing our case to get justice for ESM family. He has very kindly consented to represent ESM free of cost. All possible avenues to find an amicable solution will be explored before going to court.

Court option will be resorted only after first installment of OROP is paid to all veterans and families. Environment will be kept informed about all the developments on the legal case and any other developments on the OROP.

UFESM(JM) has written to Govt to correct the tables without any delay so that the pension of past pensioners is brought at par with the pensions of soldiers retiring in 2016. RHS at JM has entered in 238 day.

UFESM(JM) hopes that environment will question those ESM who were propagating that Govt had approved full OROP on 5 Sep 2015 and agitation at JM must be closed. UFESM(JM) has been proved right that Govt had not given full OROP and hence did not close agitation at JM.

UFESM(JM) requests all ESM to come to JM and participate in their struggle for approval of true OROP as per definition approved by Parliament.

    Sir,
    I No 14804599N ex hav/Clk Haridas Pal Gp Y retired / released with 30% disabiliy pension plus service pension from Army Service Corps on 31 Aug 2007. Before OROP My basic service pension was Rs. 6785/-pm and disability pension was Rs. 2036/-,pm. After OROP my services pension was fixed Rs. 7693/-pm and disability pension was fixed as same before OROP ie. Rs 2036. My arrears of OROP is Rs 13967/- which I got only 2 installment duringn Oct 2016 and Mar 2017. Please let me know the cause and clarify the same.

    I Sadasivan Pillai PK Ex-Havc clk of Mahar Regiment retired /released with 30% of disability pension plus service pension for 15.5 years retired during Aug 1985 as Hypertension. After the retirement I am, suffering diabettes and for this I am taking Insulin every day three times( morning,midday and evening) in addition to certain tabletes. Sir my disability pension is only Rs 1368/- plus its DA. Is there any revesion in 7cpc for old 1971 Indo Pak war attended disabled soldiers..

    EME. Aviation, X group. Qualifying service. 16 yrs, 05 months. 08 days. Retired from service on 31 / 07 / 2000. I did not get promotion to Naik (Record promotion) comparatively very low increase of my basic pension 6292/- to ?????? and one more thing l would say that If I got at least NK promation will be beneficial. Pl consider it. Thank you. JAI HINDU.

    Subedar major (the senior most rank of soldiers/PBORs) normally retires with more than 28 years of most strenuous service starting from the rank of sepoy. logically the pay and allowances of subedar major should be fixed at least equal or more of a Captain(a junior officer).to understand the anomaly in fixing the pay a simple comparison of MSP of a subedar major and a Lt/Capt is adequate.the pay if worked backward to sepoy, then shall give a reasonable pay pack to all ranks.for a better command and control separate pay scales for all ranks are essential unlike in civil employees.special pay/allowances shall however be given to honorary commissioned officers.

    The orop as we knew while in service was as per length of service not rank per pay.So far no man defines what actually orop meant.Other wise the nation may pay heavy morale distress among personnels.The more you stay as maximum length of service/rank(i.e hav-26 yrs) get macp as hon nb sub must be given the maximum pension in that category.Why because he is not getting any service at that age .

    Sir, I am Rajinder Sharma Ex-Chief Artificer under X group service No 191961-A retired from Indian Navy after putting up 19 yrs service and drawing my pension from Central Bank of India Branch Bishna Jammu (J&K) vide PPO No.09/97/B/S/2038/2002 and my pension Account No is 1446373376 have not yet received any arear of OROP and my pension is not adjusted,Kindly help me.

    I am an Ex-serviceman served in In fantry MAHAR REGIMENT in remote areas and attended 1971 Indo-Pak war in frontage . I have retired during Aug 1985 with 30% disability pension after rendering 15.5 years. My getting pension is very less compared with my brother who retired in May 2016. Kindly take action to rectify it and grant justice for we like weterns who attended great wars and not Kargil type dispoutes. We are expecting a favourable action from Modi Govt shortly. Please help us to live as a good Ex-Soldier.

    My kind query is that does really anyone of the concerned department, competent authority reads at all, I suppose , No. No one is given reply of their questions and queries. People facing so many curiosities, clarification, but no one gives any reply or try to solve the problem or query. A lot of Administrative matters and the simple Ex-Personnel’s matters are concerned. At least,queries with justification and refer some originals , those justified queries may please be addressed. Since this is the utmost objective of the concerned Ministry, Department, Dte. Associations are there to look after, serve for our own people! Genuine issues must be addressed properly.

    As per govt order OROP arrears will be given in 04 instalment but so far I have got only 01 arrears ie. also in the month of march -2016 & my present pension is stands of RS- 16359/-, then what about other 03 instalment of OROP arrears & what will be my final pension? pl guide me, My particulars are as follows- I am EX Sergeant- SUJOY DAS, S-n0- 706510-N retired from AIR FORCE- on -31- 03- 2006 & my original PPO NO-0008/14/B/10795/2006.     Sir,
    My date of joining is 30.12.1992 and date of retirement is 31.03.2009 (Voluntary retirement). My rank was Naik, I got ACP-I after completing of 16 years of service (Grade pay increased from 2400/- to 2800/-). Till date I have not got OROP enhanced pension as well as I have not received any arrears of amount.. When I got ACP-I (After retirement) then corr PPO send by my Record office and accordingly my pension revised in year 2011.
    Now my bank manager telling me that, I retired after 2006 and also got ACP-I hence not eligible for OROP benefits. He further told me that, he or his staff has no knowledge of this thing therefore we will send a email to our head office and they will decide about my OROP.
    Sir, i want to know whether I am eligible for OROP or not? my last pay was : 8770(Basic +2800(G/Pay +300 Class Pay). As on today I am getting monthly pension Rs. 12000/-. My contact No. is 09923612387 Central Bank of India, Solapur Maharashtra is the pension distributing branch. Please guide me,

    In indian air force the honorurary commiss is granted only (repeat ) only at 38 and above may be 39 years of service so how and who can justify the pension is same to every one after 33 years of service what is the justification from which country the formula is being applied on us who is representing us is any body can explain simple formula more no of years service put in has to reconnect with when it shown even 0-5 yrs of service cared in the caluculation God let some good sense prevail

    Sir I Retired from DSC service on 01 Feb 2009 and getting first pension from their. I rendered 8 Years 9 months service from Army and 15 Years 5 months service from DSC. After count of former service my total service is 24 years 2 months approximately. Therefore you are requested to intimate what is my correct OROP will be calculated.

    Sir, I retired from DSC on 01 Feb 2009 and getting first pension from DSC only . Firstly I was joined in Army on 19 May 1980 and discharged from service on compassionate grounds on 15 Mar 1989 (Rendered service in the Army 8 years 9 months approximately that is (CFS) count of former service ). Secondly I joined in DSC on 21 Aug 1993 and retired from service on 01 Feb 2009 ( service 15 years 5 months rendered in DSC approx) Total service = former service Army+ DSC service (24 y 2 m = 8 y 9m + 15 y 5 m). As per OROP please intimate, what is my revised pension, and how much pension will be calculated for a month.

    it is not realy one rank one pension govt of india not in favour of defence personel only rs 110 per month increase x gp subedar what a shame people waiting from last 40 years at time of retirement 28 yers waslast limit for how you can give those pesonelrs 400 extera it is not fair thanking

    So, I kindly request you to know about my revised pension as per OROP and approximate arrears,
    Also Basic Pay according to 7 CPC.

    Respected all retd people’s are well known about what respect they have this present govt ruling VIPs about defence especially…..yes it’s true that they removed the hurdle on orop ….but what’s they given to a greater person in defence Junior commissioned officer and honory ranks by the name only… It’s demorelisingy throghn to them to shown the table hike in the orop pension table… shame full to all the Indians and laydown the carrge of defence people jcos means like head masters of school backbones of defence theirs age is more and having more responsibility to lookafter the family properly… No side erans for them ..so please do justice with them ….7032940181 ex hav Khanm a corps of signals reted 1996..

    I have already commented in so many blogspot that if yearly increment is not allowed those veterans who demise from 2nd to 4th year will loose their legitimate incremental benefits which should be avoided by allowing yearly increment. This should be considered.

    Thanks for taking up the case of Majors with a service of 20 years and above. I, as a retired Sqn Ldr with 20 years of service could not get the Wg Cdr rank for lack of vacancies at that time. As per the OROP table of 03 February 2016 and the 7th pay recommendations, the difference in the total pension between a Lt Col and a Major is around Rs 30 thousand.! The government has not bothered to accept the IESM appeal of fixing the Majors [ with 20 years of service ] pension at the level of the minimum pension of a Lt Col with the rank pay of a Major. Now what should be done ? I request you on behalf of all the unfortunate Majors to pursue the matter till we succeed. JAI HIND !!

    The increase for JCOs under OROP is only Rs 100/- to Rs 200/-. This is hurting. Pl justify all. Every pensioner served for nation equal and they should be given equal benefits from Govt.

    Dear Sir, OROP tables publish hore hai . aur kuch koshish karrahe hai ki kuch demands pass karwaneka but Kab se pyment karega koi news men ya paper men nahi ara hai, KOSHISH karo ki Jaldi hamara hath men kuch paisa mil jaye aur Monthly pension bad jaye. Dhanyawad.

    After issue of OROP tables big gap in pension from Captains to Lt col rank has been created as follows:-
    Capt to Maj ( Retd with 22 yrs service) Rs 7255/-
    Maj to L Col(TS) ( Retd with 22 yrs service) Rs 9598/-
    Lt Col (TS) to Lt Col (S) Rs 992/-
    The big gap so created needs to be bridged

    Many Thanks For OROP after almost 40 Years…. Anomalies & Deficiencies
    must be considered Speedily & Favourably …One such important CASE is that of those Lt.Col.s(S) i.e.Selected Grade Lt. Col.s who RETIRED pre-2004
    after service of More than 26 Years But Unfortunately could not get RANK of
    COLONEL(TS) since This New provision implemented in 2004 by the time
    many HAD RETIRED !!!!!! Such Lt.Col.s(S) must be Granted PENSION of
    Col.(TS) More so ,, Since many of them COMMANDED Regiments & Battalions at PAR with COs with Colonel Rank & their Subordinates SERVING
    under them in same UNITS were so Promoted & NOW GET More PENSION!!

    Sir, Difference of 15 years of service gap between two equal ranks (For exemple two Subedar of Y Group) having 15 years service and 28 years service in all the three services is now only Rs. 1345 or near to it which was previously 3336/- Previously after every one year of more service between the two personel of same rank was being given Rs. 280/- or more for every one year excess service up to 13-15 years of service which has now been reduced to Rs, 100/ only for every one year of excess service. ESM should take up this point. Govt can increase the pension of personnel having less service , but should not reduce the benefit of sernior solders who have served 13 years more service in comparison to other who have served only 50% less service.. Govt should check as this big gap has taken place by the OROP planners. This is big issue . This is happening with every JCO/OR in their category and rank.

    If proposed Pension of Hav of Y group 24 years service was 9320 and as per PPO 01 March 2014 was 9320 and as per OROP table 7808 why difference as per OROP 03-02-2016 . Kindly look into matter and take appropriate action immediately.

    I was retired on 31 August 1998, after serving for 29 years and 09 days as a Junior Warrant Officer in II group. At present my basic pension is Rs. 10675/-. The proposed pension was Rs. 11835/- where as the approved pension is only Rs. 10852/-. Where is the formula for serving more than 28 years? A junior Warrant Officer having the service of 22 years and 32 years will get the same rate of pension as per the new table. Is it correct?

    24 yr X Gp Hony Nb sub’s Pension is equal to 24 yr X Gp Nb Sub But 24 Yr Y Gp Hony Nb Sub’s pension is not equal to 24 yrs Y Gp Nb Sub.      

    24 Yrs XGp Nb Sub Pension increased 10.12%. however 24 Yrs Y Nb Sub Pension increased only 0.50%       
                                                              
    While in service Difference between X Gp and Y Gp pay is Rs 1400 (X GP PAY ONLY).  Therefore, diff in basic pension between X Gp and Y Gp should be Rs 1400/2 = Rs 700/- only whereas in some cases diff is more than 1500/-  between  ( X and Y Gp).  

    Huge gap in same rank and same length of service is not justifiable and also against ethos of “One Rank and one Pension” for same rank and same length of service. 

    In some point of bracket of service, pension incr is  0% whereas six months  previous/past service bracket of same rank  pension hike is 4 to 8% more.

    NO change in disability pension of soldiers invalided out upto five years of service.  Service element incr  47 to 65% but disability element incr is 0%.

    There is lot of confusion & i think this is created knowingly to confuse the pensioers the rable shall be simplified so as every person can understand why to confuse OROP in simple norm is that a person of same rank & same no of years of service shall get the latest pension drawn by the latest retired person as simple as that of course of the same group hope that it will be taken care of by the people who are working on this asap

    Naik nd equivalent ranks frim 15 years to 24 years will get da same pension nd there is no difference in their basic pension. It is a major anomaly nd rediculius to read tables. This has to b corrected

    Contribution towards ECHS in the rank of subedar is rs 36000 /- which is equal to contribution of major rank but facilities are different. Why? Medicines are not available for JCO and other ranks.

    The recent promulgation is a farce in the name of OROP !!!!

    ONE rank ONE pension simply implies , without AMBIGUITY , that “a SOLDIER who has retired before , MUST get the same PENSION , in the least , , of a PENSIONER of SAME (EQUAL) GROUP ,, (SAME) EQUAL RANK and SERVICE retiring NOW ,, , on a particular date and the FORMER must NOT draw LESSER pension than the LATTER ” which is NATURAL JUSTICE !!!!

    This PARITY is to ENSURE that AGEING PENSIONERS do not keep GETTING PENSION not LINKED TO the cost OF LIVING and ESCALATING HEALTH COST etc , and suffer to MAINTAIN THEIR LIVING STANDARD , MEETING their HEALTH ISSUES ,etc. by ensuring SOCIAL JUSTICE and ETHICAL EQUITY at PAR , with younger retirees !!!!

    This cannot be that complicated , to ensure a fair dispensation of OROP , unless the sine qua non of OROP is INTENTIONALLY marauded and diluted !!!! Govt must Implement the OROP in principle , as the payout on this , is just like that invested in the other spheres of SOCIAL JUSTICE ,, Education and DEVELOPMENT etc. , from which NO concrete returns are expected . but the ABSTRACT wellness of the community and the motivation it lends to the MORALE of Armed Forces etc. will be IMMENSE !!!!

    ECHS facilities after retirement if jco is ready to pay difference amount in between officer and jco may be granted single room at private hospitals. why should rank structure maintain at private hospitals. who will decide it.

    High Court has given order that JCOs are not addressed PBOR. JCOs are also salute adhikari after that I don’t understand why JCOs treated PBOR in every facilities.

    under the orders for implementing the OROP, the rank for which pensioned has been directed to be considered instead of rank last held or the rank in which last paid. Such orders are once again creating anamoly, since the pre 2006 retirees PBORS, will again be shunked to the rank for which pensioned instead of rank from which retired. Such pension ie. the pension of the rank from which retired was protected under para 5.0 of MOD orders dated 11.11.2008. needless to mention that in case of pre 2006 PBORs, PPO bears the rank, held for last 10 months, for the purpose of pension.
    On the other hand, post 2006 PBORs will get the pension of the last rank held, as per orders of MOD, in vogue dated 12.11.2006, since the last rank held, is the rank for which pensioned in case of post 2006 PBORs.
    Thus a pre 2006 PBOR who has held a rank of JWO for 6 months will not be eligible for the pension of JWo since the rank for which pensioned would be sgt, in his case, whereas in the case of post 2006 retiree JWO, who has held this rank (JWO) for a period of only 01 day, he would be entitled for the pension of JWO, as per the orders of OROP. The orders dated 3.2.2016 passed for for implementing the OROP, are thus contrary to the basic concept of OROP mentioned in para 2 of MOD letter dated 7.11.2015.
