Equivalent Ranks of Commissioned Officer and PBOR in three Services

PCDA Circular 501

The Office of PCDA (Pensions) published a detailed circular on 17 January 2013, which was circulated by the Ministry of Defence letter No.1(13)/2012/D(Pen/Policy) dated 17.01.2013 regarding improvement in pension to bridge the gap in pension of Pre 1.1.2006 and Post 1.1.2006 discharged JCOs / ORs of the Armed Forces will be effective from 24.9.2012.

A table indicating equivalent rank of JCOs/ORs in Army, Navy and Air Force is also given in Appendix Y to this circular for guidance of Pension Disbursing Authority for determining pension admissible as per this GOI, MOD letter enclosed.

    I am an Ex.Cpl. from Airforce – I served 12 years of regular and 3 yrs of reserve service ( 12 plus 3 years) total 15 years in group 3 – On completion of 12 years I was retained in the reserve force due to exigency of service 1962 and 65 war and was discharged from service on completion 15 yrs.and was transferred to pension establishment as a reservist pensioner – Please clarify whether I will be eligible for OROP unlike other NCO –

    General terminology of Personnel Below Officer Ranks in the Armed Forces is JCOs/OR and equivalents. Are the terms and conditions of JCOs/OR and the so called equivalents of other services i.e., Navy and Air Force same ?. Is Rank wise age and service limit applicable to Personnel Below Officer Rank of Navy and Air Force like Army Personnel ?. Is the four years service restriction applicable to MWO of Air Force and MCPO I/II of Indian Navy like Sub Maj in Indian Army ?. In Indian Army, compulsory Departmental Promotion Committee is conducted at 25th year of service, hence is any Subedar Major of Indian Army can avail the two years extension of service granted to all (ALL) central Government Employees during the Honorable Prime Minsiter Shri Atal Behari Vajpayee regime ?. In case, Subedar Major is considered a command appointment, any allowance given to those rank or any other facility given apart from MWO/MCPO.

    Sir, I was retire from AMC on 30 Nov 2008 as a Havildhar with completed 26 years and 17 days, after retirement I received a latter from my Record Office, your are promoted as Honory Naib Subedar wef 01 Jan 2009. IN 6th CPC recommendation who is completed 24 years of service he will be entitled a ACP Nb/Sub Pension (regular Naib Subedar pension) MOD letter says that, The individual discharged from service after 01 Jan 2006 who is completed 24 yrs of service, he will be entitled for acp naib subedar pension the letter recommended by President of India, but my record office not recommended me due to am unwilling for senior cadre course at the year of 1997, on that time I averaged for further promotion, in 1997 running 5th CPC rules, on that time there is no ACP rules in 5th CPC, it is not my fault, who is reading this message i requested you please approach my record office AMC Lucknow-2 (My Army No. EX 13953712A, H/Nb/Sub C Venkat Reddy, Date of entolment 13 Nov 1982 and Date of retirement 30 Nov 2008).

    Whenever pay commissions are announced civilian officers are representing their views and employes are reprasentated by the trade unions military officers reprasentated their case to the pay commission representatives but who is representing or putting the views of plots of military services.

    AT PRESENT, SO MANY PEOPLES RETIRED IN 5TH PAY COMMISSION ARE GETTING HIGHER PENSION THAN HIS COLLEAGUES OF SAME RANK WHO RETIRED AFTER 6TH CPC, HOW IT IS HAPPENING,? THIS should be rectified first.
    I retired after 20 yrs 14 days of regular service in IAF, as a Jun Warrant Officer on 30 Jun 2007. I am getting 16000/ pension p.m. as on today, But I have observed that, my junior,who retired in 2008 Oct,after same service,same trade but he was JWO only for 6 months,still he is getting more pension than me,Where as I was JWO for 3 yrs. Why this discrimination,It must be stopped immediately.

    I am retiree of Jan 1989 as Chief ERA with 15 yrs of service but still to get the revision of pension of 6th cpc & additional gratuity based on DA at that time of the retirement. A letter/application has been sent to RO CABS Mankhurd-68 for the same.

    The new pension as per the OROP is also awaited & the arrears of the same yet to be recieved. Pls clarify.

    Rank Substantive paid for more than ten months. But I was not given the pension of JWO RANK.
    I was given pension of Seargent. How can I have the revised OROP OF JWO.Please guide.

    Sir, I have been retired from I A F as Sgt of iii rd group w.e.f 31-05-1994.I aw given some arrears of pension approximately Rs.80,000.00 during first week of Nov,2015 but after 15 days or so,an amount of Rs. 56,875.00 was taken back without informing me.Reason is not known .Bank is not replying me with satisfactory answers.Can I grt some help from you as why it happened?

    It seems, as per the Govt order that OROP will be re-fixed on the basis of retirees of the base year 2013, OROP will not be affect on JCOs rank. For example JCOs retired pre 2006 or post 2006 are already getting the same pension. However if the Govt re-modified the Basic pension/table then may get something, It could be worked out as under for a Subedar:
    (a)
    Basic pension in 2013 : Rs 11970 plus
    DA @ 80% (01.01.2013) Rs 9576 plus
    Total Basic pension Rs 21546 plus
    Remaining DA 39% Rs 8403
    Total pension Rs 29949 a Sub of Gp Y will get.
    (b)
    As per projected Table Rs 14575 plus
    DA @ 119% Rs 17344
    Total Pension Rs 31919 a Sub of Gp Y will get.

    And if there will be 10% increase in the total it will be
    Rs 28836 for a Sub of Gp Y.

    All figures are approximate. Good luck see what happen.
    I shall clarifiy on receipt of the Govt Table.

    I am 92 years old and at present getting monthly pension of Rs 9198.00 (as on 29/10/2015.)Please inform me the fallowing.
    1.> What should be my pension on date with 20 % extra paid to pensioners after the age of 80 years.
    2.>What extra percentage of benifit I should get after the age of 90 years.
    3.> what should be by present pension after this OROP .

    I Kashmir Singh Number 103610 B served as a Master At arms Naval Police for 16 Yrs and 3month which I signed as my tenure.how my pension will be calculated and I have completed my tenure .     sir,
    i am completed 28 years service and retired as a NBSUB in ‘X” group. the 28 years of service is a color service . now my basic pension is 11500 but proposed basic pension is 11735. please considered the increasing the basic pension those who are serving in defence 28 years of color service. the SUB is also getting pension is same those who are serving 28 years to 30 years because the 28 years of service is color service. due to the above reason please consider the those who are serving 28 years of color service as a NBSUB and increase the basic pension.

    The ‘X’ Gp pers already in ‘X’ Gp Band and also getting the ‘X’ Gp Pay. But the pers of Y & Z Gps are not getting any Gp Pay. Therefore the group Pay should be removed or give all pers of any gp.

    In the table of equivalent ranks against Navy brigadier/Air commadore equivalent is shown as Captain which is wrong.Correct is Commadore.
