Importance of Attendance on Increment Dates: 1st January & 1st July for All Central Government Employees

Rule 10 of CCS (RP) 2016 governs the date of the next increment for Central Government employees who receive both promotional and annual increments on 1st July due to promotion or MACP. Attendance on Increment Dates (1st January & 1st July). Why Every Central Government Employee Must Be Present: Under the 7th Central Pay Commission and the CCS (Revised Pay) Rules, 2016, the Government of India introduced a dual increment system with two fixed dates every year:

  • 1st January
  • 1st July

While employees receive only one annual increment, the date is decided based on the date of appointment, promotion, or MACP. However, an important aspect often overlooked is this:

🔥 A Government Employee Must Be “On Duty” (Not on Leave) on 1st January or 1st July to Earn the Increment!

This requirement is reinforced through DoE notifications dated 31st July 2018 and 29th October 2019, which clarify the conditions for accrual of increments under Rule 10 of the CCS (RP) Rules.

What Rule 10 Says About Increment Dates

As per the office memorandum (OM) dated 31.07.2018 :contentReference[oaicite:2]{index=2}, the increment is granted on either:

  • 1st January or
  • 1st July

depending on when an employee completes the required qualifying service. Most importantly:

To earn an increment, the employee must complete the qualifying service of 6 months and must be present on duty (not on leave) on the date of increment.

This is crucial because the increment date is fixed legally—not flexible—and attendance affects the “qualifying service” calculation.

Clarification from the 2019 Notification

The subsequent order dated 29.10.2019 :contentReference[oaicite:3]{index=3} further explains the increment rules after promotions or financial upgradations. It confirms that:

  • An employee promoted on 1st January or 1st July will earn the next increment only after completing 6 months’ qualifying service.
  • This service period begins only when the employee is on duty on the increment day.

🚨 Why Leave on 1st January or 1st July Can Affect Your Increment

Increment is not automatically granted. It requires:

  • Completion of the qualifying service
  • Physical presence (or duty status) on the increment day

If an employee takes leave on the critical increment date, particularly leave that is treated as “not on duty,” it could affect:

  • The completion of qualifying service
  • Accrual of increment
  • Increment date shifting to next cycle
  • Delay in next promotion or MACP

💡 Key Point: Being absent on 1st Jan/1st Jul may create a shortfall in service, affecting increment eligibility.

Which Types of Leave Can Affect Increment?

Certain leave types are not counted as duty for increment purposes (e.g., EOL without medical certificate, unapproved leave, etc.). Therefore:

Employees must avoid taking any leave that interrupts qualifying service on these crucial dates.

Practical Examples Based on Notifications

Example 1: Promotion on 1st July

As per the 2019 OM (page 1), employees promoted on 1st July receive two increments (annual + promotional). However, their next increment will be on 1st January of the following year only if they complete six months of qualifying service.

If the employee is on leave on 1st July, the qualifying service clock may shift, delaying increments.

Example 2: MACP on 1st January

If MACP is granted on 1st January, as explained in the 2018 order (page 2), the next increment will be on 1st July only after completing the required service period.

Leave on 1st January could delay this cycle.

Why Employees Must Prioritize Attendance on These Two Days

  • Your increment, promotion, and MACP timelines depend on it.
  • The qualifying service calculation is strict under Rule 10.
  • Leave on these days may lead to loss of increment or delay for 6–12 months.
  • HR and Pay Bill sections use these dates as benchmarks.

🚀 Bottom Line: Never apply for leave on 1st January or 1st July unless absolutely unavoidable.

Promotion or MACP Pay Fixation Example

Consider an employee whose current pay scale is Rs. 35,900 in the pay level 5 of the pay matrix table. If this employee receives a promotion on 1.7.2019 and is upgraded to pay level 6, their salary will be fixed according to the existing annual increment rules for CG employees. The process for this is as follows:

Step 1: The employee will receive one increment in their current level 5 on account of promotion or MACP, resulting in a salary of Rs. 37,000.

Step 2: The employee will receive another increment in their current level 5 on account of the annual increment, resulting in a salary of Rs. 38,100.

Step 3: The employee will then be placed in pay level 6, either at an equal or higher value, resulting in a salary of Rs. 38,700.

Step 4: The employee’s next annual increment date will be moved up to 1.1.2020 instead of 1st July 2020.

    I got my 2nd macp in August 2013 nd placed in lavel 8 pay band 4800.then I got promotion in Jan 2017 nd remained in the same pay band nd pay level.the date of my annual increment is 1 july.can I exercise the option of January increment according to the latest order.

    Hello Sir,
    I was appointed on 12th Jan 2012, during the 6th CPC where the increment was in July Only. the first increment was in July 2013 after which I was upgraded on 01/01/2016 with the 7th pay after which I got my regular increments in July every year. secondly is there a need for revision of INcrement as the first increment should have been taking place in 6 months of service? On 12 Jan 2024 i will be completing my 12 years. what would be my MACPs and what is the best option to choose for upgradation ( on MACP or DNI)? when would be by the next increment.
    please guide me.

      It seems you have got 1st upgradation on 1-1-2016 then you may got promotion so between 2022 to 2032 promotion or 2nd MACP on 7/2032. You may note that those you are not got any promotion in 10/20/30 years they will be getting as 1st MACP/2nd MACP/3rd MACP in service respectively.

      JULY 2017. If any promotion or MACP upgradations of basic pay arises as per the month you can change your increment January or July with the six months same (MATRIX LEVEL) basic pay as per the CCS 10.Rules.

    Hello Sir,
    i was appointed on 28th june 2012, during the 6th cpc where increment was in July Only. the first increment was in July 2013
    7810+2400=10210

    after which i was upgraded in 01/01/2016 with the 7th pay with

    8440+2400= 10840 (6th CPC) in year July 2015- Jan 2016

    10840*.2.57= 27800 ( 7 cpc)

    after which i got my regular increments in July every year. secondly is there a need of revision of INcrement as first increment should have been taking place in 6 months of service.

    28 jun 2022 i will be completing my 10 years.

    what would be my MACPs and what is the best option to choose for upgradation ( on MACP or DNI).
    when would be by next increment.

    please guide me.

      As per pay on 31-12-2005 = 10840 @ 3% increment as 330 total 11170 x 2.57=28707 fixed as on 1-1-2016 of 29600, 1-7-17 as 30500, 1-1-17-18 as 31400, 1-1-18 as 32300, 1-7-19 as 33,300, 1-7-20 as 34,300, 1-7-21 as 35,300. Give increment option as per rules July so normal increment as 36400, & promotional increment on 1-7-22 a on 37500 in Matrix Level 4 (GP 2400) & DNI on 1-7-23 as 38100 in Matrix Level 5 (GP 2800) with condition of very good bench march.

      It your next annul increment(DNI) on 1-1-22 you might have been got any upgradation MACP/promotion of basic pay as 22400 in Matrix Level 3. If already got no any other pay fixation on 1-1-2022. If not you give increment January option so you will get 25500 from 1-1-2023 in Matrix Level 4 onwards.

          It seems you are appointed in 7th CPC after implemented, so you give July increment option so normal increment on 1-1-23 as 23100 from july, 23 as 23800 in MATRIX LEVEL 2 & DNI on 1-7-24 as 25500 in MATRIX LEVEL 4..

      If it’s less than 4th upgradations of basic pay in service give increment option to January. So you will get from promotional increment from January 2019 as 47200 in MATRIX LEVEL 6 & from January 20 as 47600 in MATRIX LEVEL 7 as per the rules CSS 10.

      Give January increment option, so normal increment in MATRIX LEVEL 2 as on 1-7-21 of 26800 & from 1-1-2022 as in MATRIX LEVEL 4 as 27100.

      Still your January increment option is good because six months older MATRIX LEVEL basic pay is required so as on 1-7-20 you will get 53600 in MATRIX LEVEL 7 and also same pay on 1-1-21 of 53600 in MATRIX LEVEL 8 & DNI on 1-1-22 as 55,200. Otherwise you will get July option it will be given on 1-7-22. Six months earlier higher pay i gaifull.

        sir , pl suggest we are granted 5400 grade pay to SSO as per railway board recent orders w.e.f 1.01.2016 . MY fixation in 7th CPC in grade pay 4800 was fixed Rs.70000/-
        date of next increment was 01.07.2016 Rs 72100
        whether we are eligible for option for pay fixation after 1.07.2016 how my pay fixation will be benificial.
        my pay in 6th CPC was 22030+4800= 26830 as on 31.12.2015

          Already fixation seems wrong as on 31-12 2015 – 22030+4800 x 2,57 = 81289.00. So give correct figures.

      Exercise option for the promotion from 01.07.2020 with two increment one for promotion and one for increment instead of date of actual promotion dated 01.11.2019 and enjoy the difference of level-8 only till 01.07.2020. Next increment would be 01.01.2021 in place of 01.07.2021.

      For backlog cases dopt issued an order on 29.10.2019 to exercise option within one month of issuing the order. If you submitted the option after issuing of dopt’s order within prescribed time your are illegible for exercising the option on the date of increment in place to date of promotion and next increment will be fixed on following month of January.
