The Railway Board has issued a clarification through RBE No. 35/2023 regarding the Compassionate Ground Appointment (CGA) for the spouse, ward, or dependent of Railway employees who are in posts of Level-7 of 7 CPC Pay Matrix (with 4600/- GP). The Board emphasized that only the GM has the authority to consider and decide on the CGA in these positions, regardless of any timeline. On the other hand, DRMs/CWMs/HODs are allowed to consider appointments on compassionate grounds up to Level-6 of the 7th CPC Pay Matrix.

Attention is invited to instructions contained in para 3 (Ill) (ii) under reference.
2. The matter has been reviewed and the above said para may be read as under:-
“It is also clarified that irrespective of any time line, only GM is empowered to consider and decide CGA in posts of Level-7 of 7 CPC Pay Matrix (having 4600/- GP). DRMs/CWMs/HODs may consider appointment on compassionate grounds up to Level-6 of 7th CPC Pay Matrix.”
