How the multiplication factor was arrived at 2.86? – 7th CPC Pay in the Pay Band

7TH PAY COMMISSION PAY IN THE PAY BAND
HOW THE MULTIPLICATION FACTOR WAS ARRIVED AT 2.86?

Why it was increased by 2.86 times?

The 6th Central Pay Commission, in its recommendations, introduced the concept of Multiplication Factor. The Multiplication Factor was fixed at 1.74 in the recommendations of 6th CPC. The Commission had also explained how the number was arrived at.

But the Central Government chose to change it to 1.86. One of the reasons for this modification was the intense pressure from various Federations of Central Government Employees.

7th CPC Pay & Allowances Calculator July 2017

First we should know about the fixation of 1.74

Basic Pay on 1.1.2006 = ‘1’

50% DA Merger = ‘0.5’

Dearness Allowance (24%) = ‘0.24’

Total = ‘1.74’ (1 + 0.5 + 0.24)

And what basis the Central Government changed as 1.86?

Let us assume the Basic Pay, as of 01.01.2006, as 100%. Let’s take the Dearness pay (post the 50% DA Merger) as 50%.
If you add Basic Pay and Dearness Pay and calculate 24% of it, then you’d get 36%. (100 + 50 = 150 / 24 x 100 = 36)
100% + 50% + 36% = 186%
This number is being taken for calculations as 1.86.

We have also adopted the same method here including the weightage of Dearness Allowance is providing on Transport Allowance…

Basic Pay = 1.0

DA on 1.1.2016 (125% – Including July 2015 & Jan 2016)

For 100% = 1.0

For 25% (1.0 + 1.0 = 2.5 x 20%) = 0.5

Transport Allowance Weightage (DA 125%) = 0.36 (Approximately)

Total = 1.0 + 1.0 + 0.5 + 0.46 = 2.86

    First we should know about the fixation of 1.74

    Calculation for tpt is wrong total will come 2.96 instead of 2.86. please re-examine

    My basic pension was fixed as 8411. from 2009 onwards but as per the latest circular 567/568 pension is reduced to 8330. Is it justifiable ?

    Sir, Pay commission for cetral governament employees are setup every 10 years span,Now in 7th pay recommandations in future pay commission is not required forever,What is the reason we do not know and what sin has done by cge,that is only very well knows by7th pc Charirman only,It is requesting that the Chairman to implement the pay commission when da 100 percercent reached from the date pay commission should be effect.Then some i.e.20 percent may better oerallthe commission in my opinian.

    Good morning sir, I am serving in Army since from Feb 2003. I have following complaints regarding the part ii order publication of pbor which is economically affects due to un settlement of such casualty in time.
    1. Up to the year 2013, Transfer Grant amount for posting of pbor is credited through payslip through just publishing the posting out casualty part ii and the same is considered b PAO. But when I posted out from hissar to Hyderabad in the year 2013, such publication of transfer grant casualty had been closed in the PAO system. In place of it, a Contingent Bill for Composite Transfer Grant has been started. With this new policy, some may credited while most of pbor not credited the amount since 2 years.
    Now again previous system has been started from this year due to non effective of contingent bill system.
    2. If Govt has fixed CEA for its employees children for a particular academic year. Then why to waste so much paper, man power to deal it. all are waste. such system should be immediately replace by auto credit facility.
    3.similarly, clothing issued to pbor is not so good fittings and quality.mismatching of uniform color combinations. Also not getting on completing the life of respective clothing.
    Such system can be closed which are not required and the same amount is to be credited to the beneficiary account.
    Hoping the new modi Govt do some for the betterment of soldiers. such huge loss must be reconcile to save national fund.

    What abt macp. Are the animolies arosed in 6 pay commission attended/justified?. 10 years pay commission is ridiculous. When it is 4 yrs for banks, 5 yrs for state govt, 4 yrs apdcl why 10 yrs for central govt. Even state govt salaries are more better than central govt. Pay commission should take all these point into consideration while recommending pay structure.

    There is more disparity in pay band 1 and pay band 2 grade pays why it is so? And also in case of defence it is even more because military pay which is supposed to be at flat rate for all is having a large gap and the same goes to the allowances also. Some mechanism is to be established to soelrt out these anamolies.

    Today, I am dismayed at the speech of Hon.ble Prime Minister at LAL QUILA . He refered to OROP and the problems faced at different levels in its implementation.. But he utterly failed to raise the issue of universal
    compulsory military service for all able bodied youngmen for a limited number of years to curve negative
    attitude in politica fratinity about national security and Armed Forces.. At least he could start a debate in our country . In our neighbouring country every able bodiedresulting in g individual iether serve in belt force and help guard his countrys frontiers or join a terrorist outfit and help weakening the enimy by terror opration. But in our country armed forces constitute persons who has hirarchy of serving in military or those who has love to serve in most honourable, honest and selfless profession ..By atleast starting a debate amongest those corrupt political leadership of the country whose generations have the dubious record of sympathing with antinationals , Fraususters ,supporting terroists, naxal ,religious fundamentalists. . He could send chills running their spines , The hearts such history sheeter leaders who has history of flouting rules and Laws of the land will shiver at the thought of a hot bullet enering their sons body from accross the border or loosing his head to terrorist and has to be burried of burned headless ..This action of the Prime Minister in starting a debate on universal military service will help enhance patriotism, selflessness, honesty and spirit of sacrifice amongest polotical fretinity of the country in perticular .and masses in general . Than issues like OROP for defence forces will not crop up. at all.

    SIR,
    YOUR ILLUSTRATION ABOUT THE MULTIPLICATION FACTOR OF 1.86 UNDER DURING 2006 IS ABSOLUTELY CORRECT. AT THAT TIME 50% DA WAS MERGED WITH THE PAY AND SHOWN AS DEARNESS PAY . BOTH BASIC 100% AND DEARNESS PAY 50% WAS RECKONED FOR CALCULATING 24% OF D.A. (AS ON 1/1/2006) WHICH CAME TO 36% TOTALING TO 186%.

    BUT UNDER VI CPC 100% OF D.A. NOT AT ALL MERGED WITH THE BASIC PAY AND SHOWN AS DEARNESS PAY AND THERE IS NO PROPOSAL FOR SUCH MERGER BEFORE IMPLEMENTATION OF 7 CPC RECOMMENDATIONS. BUT YOU HAVE TAKEN 100% AS BASIC + 100% OF DA (OUT OF 120% OF D.A. AS ON 1/1/2016)AS DEARNESS PAY TO ARRIVE AT 200% AND MULTIPLIED BALANCE 20% OF D.A. ON THE BASIC AND 100% ASSUMED DEARNESS PAY(NON EXISTING) TO ARRIVE AT 40% TOTALLING TO 240% BUT IT COMES TO ONLY 220%( 2.20 MULTIPLICATION FACTOR ONLY BECAUSE 100% DA NOT MERGED AS D.P).

    FURTHER IT IS NOT AT ALL CLEAR HOW YOU HAVE ARRIVED AT 0.46% FOR TRANSPORT ALLOWANCE TO ARRIVE AT 2.86%. THEN WHAT ABOUT FITMENT BENEFIT WHICH YOU HAVE TOTALLY LEFT OUT WHICH EVERY PAY COMMISSION GIVES? THERE IS A NEED FOR RECALCULATION OF YOUR PAY SCALE CALCULATOR ACCORDINGLY.

    1..Honorary and awards monetary benefits always given all individuals or their close relative if they are not alive.
    2. all the awards and hon ours always be recommended by the competent authorities on their devotion of the duty and exemplary work done by them their field
    3 .The honorary ranks as Hony Subedar,Hony Subedar Major, Lt and capt are given to armed forces(JCOs) after retirement are not getting monetary/pensioner benefits so far why?where as it is considered on their performance during their service period.
    4. It is requested that the personnel who all are getting Honorary ranks after retirement may please be given same monetary/pension benefits of the honorary ranks .

    Indian army me sabse jada problem me hain cook inka kam morning me 3:30am se start ho jata hain kabhi bhi koi weekly off nahi hota hain. Sare kam aaj ke badle kal ho sakte hain par ye aisa kam cahe koi bhi paresani aa jaye kitni bhi aadhi ho tuffan ho cook ko kaam karna hi hota hain chahe tapman 50 degree hi kyo na ho prantu cook ki paresani kishi ko nahi dikati pay bhi sabe kam hain agar sena me cook ki post pe kam kar loge se puchoo to vo kabhi kishi ko sena me cook banane ki salah nahi dege average 80%
