No. First ANNUAL INCREMENT means on completion of 12 months. So as per the rules you are eligible increment from July 16 onwards as per your basic pay in the eligible MATRIX LEVEL stage.

Govt. Servants, who were appointed before implementation of 6th CPC i.e. before 01.01.2006 got an additional increment to normalise the anomaly created due to single increment date. However, employees, who were appointed after 01.01.2006, remained looser as date of increment got deferred. Someone joined in January, got increment after about 18 months. Now, as Govt. notified for 2 increment dates, all such employees (2006 and later recruits) must be given the benefit of 1st increment on 01.01.2016 and not on 01.07.2016

Old and new employees are eligible for increment in January / July as per condition laid down in revised pay rule 2016. The pay arrear calculator should be incorporated for increment in January /July.Before this all the employees were increment in July. When both months are included , should be incorporated.

One increment should be granted to an employee who stands to retire in between January and July as he completes six or more months since the last increment I.e previous July.
