Stagnation Increment in 7th CPC – Clarification issued by Finmin on 7.10.2016

Revision of pay of employees stagnating at the maximum of the Pay Band and Grade Pay or scale in pre-revised structure under Central Civil Services (Revised Pay) Rules, 2016.

OFFICE MEMORANDUM

Subject: Revision of pay of employees stagnating at the maximum of the Pay Band and Grade Pay or scale in pre-revised structure under Central Civil Services (Revised Pay) Rules, 2016.

The undersigned is directed to say that consequent upon notification of Central Civil Services (Revised Pay) Rules, 2016, representations have been received regarding provision of additional increments in the revised pay structure on 01.01.2016 in case of employees who had been stagnating at the maximum of the Pay Band and Grade Pay or scale in the pre-revised pay structure.

2. The matter was examined in this Department and it has been decided that in case of persons who had been drawing maximum of the applicable Pay Band and Grade Pay or scale, as the case may be, for more than two years as on 01.01.2016, one increment in the applicable Level in the Pay Matrix shall be granted on 01.01.2016 for every two completed years of stagnation at the maximum of the said Pay Band and Grade Pay or scale.

Grant of additional increment (s) shall be subject to condition that the pay arrived at after grant of such increment does not exceed the maximum of the applicable Level in the Pay Matrix. Illustrations:

3. After fixation of pay on 01.01.2016 as indicated above, the date of increment shall be regulated as per the provisions of Rule 10 of Central Civil Services (Revised Pay) Rules, 2016.

    We ,from wr ,filed a case against Stagnation problems.all suggestions are welcome ,case is in progress as7th cpc says ,here are no Stagnation. All the scales are open ended.

    In AICTE I have reached the Max pay level of Rs 21820/July 2018 and my retirement date is 31 Jan 2024. I am not getting any Increments.

    Sir I am in last level of the pay matrix…will I get annual increment or increment will be given once in 2 years.Please clarify….
    Also what is stagnation increment….please explain sir

      In the 7th Pay Commission there are 40 stage pay are in each MATRIX LEVEL, so the stagnation pay does not arise in 40 years if in service. Increment is given every one year on completion of service from 1st July to 30th june.

    Sir, one Teacher working in cadre of Senior Professor in state University (Andhra Pradesh) is drawing Rs.2,24,100/- in the Academic Level-15 (UGC Revised Pay Scales-2016) w.e.f. 01-07-2020 and increment is due w.e.f. 01-07-2021. Is he eligible for stagnation increment w.e.f. 01-07-2021. Requested for procedure for sanction of stagnation increment.

      Now there’s no stagnation increment for 40 years in MATRIX LEVEL. stages. Check your bench mark?

    Sir my increment fall in the month of October every year and retirement is in September 30, therefore my pension will include 1 increment or not,

      No. As per the increment rules one year completion of service and also next day you should attend duty.

    I am drawing 218600+ 19400 NPA since july 2016 in stage 14 , got no incement on 1st july .as it was top of scale (npa restricted due to ceiling of 237500)
    Will i get a stagnation increment on 1st july 2018.ie 218600+6400+19400.

      No,Stagnation increment is always applied on next pay commision if stagnated in current pay commision.For ur case stagnation increment will be applicable in next pay commision (if u have service left till that). Besides u are on top of scale in current pay commision ,so no stagnation increment applicable for u.
