Recently, a reader’s query was published in Swamy’s News publication.
“After getting one promotion under ACP or MACP, and a subsequent regular promotion, will the employee qualify for another pay fixation?” This was the question’s summary.
An employee is given promotion under MACP only if he/she didn’t get any, under Regular Promotion. The pay is fixed based on 3% increment and Grade Pay difference. So, when regular promotion is given, the pay is revised only if there is a difference in the grade pay.
If another pay fixation is given, it would only result in confusion between Seniors and Juniors.
Let us assume that an employee named X gets a hike in basic pay from Rs. 2800 to Rs. 4200, after a regular promotion.
His Basic pay 12200 + 2800 = 15000
After promotion 12650 + 4200 = 16850
His junior, an employee named Y, gets a promotion from Rs. 2800 to Rs. 4200 under MACP.
His Basic pay 12200 + 2800 = 15000
After MACP 12650 + 4200 = 16850
Incase of getting regular promotion, no change in basic pay and no need of pay fixation.
If a second time pay fixation is given, then the Junior will draw a bigger salary than the Senior.

Sir, I joined Esic hospital as a radiographer on 30/11/1999. I got my 1st MACP w.e.f. 30/11/2009 retired on 30/09/2019 after superannuation completing service 19 yrs 10 months, without any promotion during my service. Kindly suggest why I should not get my 2nd MACP or at least one promotion during the entire service. Kindly reply.
Sir i am appojnted kn 15 oct 2001. I got promoted through the exam as an assistant cashier on 8 Mar 2006.
Thereafter got a compassionate transfer as LDC.
When will be my 1st and 2nd MACP? Pls, clarify.

Sir, I have joined in South Western Railway as SSE/Signal (GP 4600/-) on 12.12.2008 and absorbed into Railways after successful completion of Training on 18.02.2010. Thereafter, I have joined in Southern Railway as SSE/Drawing(GP 4600/-) on 24.09.2012 through proper channel (still maintains same service register). Now, I have completed more than 10 years of qualifying service for MACPs in railways. Now, railways rejected my request for MACP stating that i should complete 10 years of service in my present cadre. Is it justifiable???

Your kind notice that I joined on 08.04.1997, I got 1st Macp one.9.2008, (only Rs100 i.e. my GP was Rs.1900/- and just after I gave depttl examination and joined as LDC on select list 2012, and not get any benefit, In 2017 I got 2nd MACP and my GP Was Rs.2000/- only, Just I got promotion on SSA,CSCS adhok basis on 1.1.2021, now my Basic pay is 34000/- what will be my Basic pay on 1.1.2021 Rs34300/- or giving one increment in old Rs.1000/-+next higher in Level-4 35300/- Pl. Clarify for fixation.
Since you got promoted from 1-1-2021 your designation will be as LDC but as per rules from 1-7-2021 as 2 increments (one normal 35000 /36100 in MATRIX LEVEL 3 (GP 2000) & DNI from 1-7-2022 as 36400 in MATRIX LEVEL 4 (GP 2400).
After getting MACP (2009), Steno-Ds were given NFSG in GP 4200 w.e.f. 22.06.2011- recent order (with grade pay difference – no pay fixation, as they already got 3% increment unde MACP). Whether they will get pay fixation in their subsequent regular promotion as PAs w.e.f. 05.08.2011 (only GP difference given).
Please clarify anybody that after getting MACP, no pay fixation for NFSG. However subsequent regular promotion whether they are eligible for pay fixation or not…
Yes, fixation is there i.e basic pay + new GP = Total basic pay. Next increment basic.pay + GP = total × 3% = basic pay.
A person promoted before 7cpc will increase grade pay from 2800 to 4200 from pb-5 to pb-6. But with multiplication of 2.57 the growth is 3598. While in 7cpc increment is approximately 1300.this creates a vast difference which will be for the total service which is not at all justified
In which way the anomalies created by 6th pay commission have been addressed ? The pay matrix is only a two dimensional extension of pay band as enshrined in 6th pay commission. It is only a new version of 6th pay commission. The PB-IV in sixth pay commission created a big gap and resulted in creation of an elite pay band an envy of those who could not make it for various reasons. The cost of living has incresed many times over and above the relief provided by 5th and 6th pay commission. The house rent and food inflation have increased in cities other than Delhi where govt, accomodation is minimal. So how it is justified to treat it at par with rates prevailing in Delhi ? Besides cost of items of daily need is higher in other cities where many factors contribute to inflation.Besides every department favours new employees and ignores old employees who can’t leave due to pressure from family etc.
