Minimum Qualifying Service for Promotion and Relaxation in Qualifying Service for Promotion

For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006 the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission.

Eligibility for promotion

It is necessary to fix suitable standards for promotion from one grade to another, including minimum length of service in the lower grade. As far as possible, the minimum length of service in the lower grade prescribed as a condition for promotion to the higher grade should not markedly be different from that prescribed by other Departments for promotion to similar grades involving the same nature of duties and responsibilities.

The qualifying service for promotion from one grade to another is necessary so that there is no premature promotion or undue jump in pay and also to ensure that the officer has sufficient opportunity to demonstrate his competence/potential for holding the higher post. The period of qualifying service varies from post to post depending upon the scale of pay and the experience, required for manning the higher post. Broadly, the following qualifying service for promotion from one grade to another may be followed:

    post A to B require qualifying service in the post A to be 5 yrs subject to vacancy and similarly B to C require qualifying service in the post of B to 5 yrs subject to vacancy.Can a person holding the post of A after 11 years promoted to B after vacancy occurred.Can that person promoted to post C if vacancy occurred after a month.

      From the 7th CPC no group of post (Designation) changes no monitory benefits, only through on completion of every 10th year as MACP is only upgradation of basic pay to next matrix level, it has monitory benefit,
