Sub: Reservation in promotion to Persons with Benchmark Disabilities (PwBDs) – Clarification with regard to the concept of own merit.
Reference is invited to Circular No. EP-19-2022-17 dated 24.05.2022 adopted therein DoPT OM No. 36012/1/2020-Estt. (Res.-II) dated 17.05.2022 for compliance.
2. In continuation of same, DoPT vide OM 36035/02/2017-Estt{Res} dated 27.09.2022 has issued clarification with regard to the concept of own merit – reservation in promotion to PwBD employees which has been forwarded by DPE vide OM No. DPE-GM-0043/2014-GM (FTS1899) dated 17.01.2023. The same is being forwarded for information, guidance and compliance by all concerned.
3. This circular shall also apply to promotions through Limited Departmental Promotion Examination (LDPE) under Accelerated Promotion Scheme (APS).
4. This issues with the approval of Competent Authority.
