NJCA decides to go on indefinite strike from 1st Week of March 2016

NJCA MEETING DECISION

INDEFINTE STRIKE FROM 1ST WEEK OF MARCH 2016

Meeting of the National Joint Council of Action (Railways, Defence and Confederation) was held on 08.12.2015 at JCM National Council Staff Side office, New Delhi. Detailed deliberations on 7th CPC related issues (including Gramind Dak Sewaks and Casual, Contract and daily-rated workers) was held and a Common charter of demands was finalized.

It is further decided that the NJCA shall go on indefinite strike from the 1st week of March 2016, if the Government fails to reach a negotiated settlement with the staff side before 1st week of February 2016.

A letter intimating this decision will be given to the Government shortly along with the common charter of demands. Letter to Government and charter of demands will be published in the website within two days.

    Why our rulers think govt servents especially group C D staff are slaves when they change their thinking attitude than only we will get better pay .one thing all political leaders want 2 lakhs+allowance and extra benefit in our political system corruption by this they become much rich but we become much poor so MINIMUM pay should be not less than RS 26000 so do not agree with stupid 7th pay recommendation

    1) govt. should follow the fitment formula by multiplying basic pay X 2.86 in all categories instead of 2.57 .
    2) HRA should be calculated as 30% of basic pay.
    3) Maximum 4 promotion/upgradation should be followed in a service period.
    4) One upgradation must be followed after 10 years of service in the same grade subject to stipulation not exceeding 4 promotion/upgradation.
    5) Apex Group C post specially Rs. 5400/- Grade Pay in Sr. Section Officer(Accounts) in Accounts Department under Pay Band II in 6th P. C. must be upgraded to Pay Band III under Grade Pay Rs. 6600/- Group B Gazetted in 7th P.C.

    Sir this a good decision but 3 months time is very long i.e. 1st March because pay commission report was submitted lately as against the stipulated time for the resons best known to the pay commission itself . The report was scheduled to be submitted in the month of August 2014 later it was decided on September 30 but due to Bihar election and OROP issue submission of report got extended to 31st Dec by the Central govt but luckly though Pay commission report was submitted earlier than 31st Dec still it is two and half month late of actual date in August . And now the report is with lot of confusions , flaws and and not as expected by the employees after 10 long years in the amidist of glaring prices of day to day . Therefore my opinion is that as there are lot of confusions magics in pay report it may take long time for govt to rectify the mistakes made by so called pay commission in further consultations with members 7th CPC. Emplyees are very near to get their pay revised by govt i.e.1.1.2016 and if indefinite strike starts from 1st March , it looks like the emplyees on our own agreed to extend and push further the implementation process and futher delay by govt for implementation in the name of negociations will go upto 3 more months i.e. may be June or July 2016 . So in the light of my suggestions if Central govt employees unions like NJCA and along with other should think and prepone the date of indefinite strike as the pay revision issue is not new and numerous time on relevent occasions various employees unions Demanded/requested Central govt through their charter of demands. So it is bettervto prepone the strike by one monthe i.e. 1st February ( i have no knowledge of labour laws / strike notices time frame

    FIRST TO DISCUSS ABOUT THE FEASIBILITY OF THE ENHANCEMENT OF THE PAY IN THE 7TH PAY COMMISSION WITH THE MANAGEMENT / GOVERNMENT, THEN SUBMIT DETAILED REPORT BY FOCUSING ABOUT DAY TO DAY NEEDS AND ALSO ABOUT THE NON-ENHANCEMENT OF PAY BY NEXT COMING 10 YEARS AND ALSO TO THE OTHER ALLOWANCES AS ADMISSIBLE TO OTHER DEPARTMENTS. THEN FURTHER COURSE OF THE ACTION TO BE TAKEN BY THE UNION. PLEASE TAKE THIS IN A POSITIVE WAY.
