The Department of Public Enterprises (DPE), Ministry of Finance, Government of India has released a consolidated guideline regarding Double Transport Allowance, Additional Transport Allowance for CPSE employees with disabilities. This Office Memorandum is dated 13 January 2026 and compiles all previous instructions issued from time to time.
📌 Objective of the New Guideline
The primary purpose of the revised guidelines is to ensure that Persons with Disabilities (PwD)
🔍 Background & Reference Orders
The latest OM consolidates several earlier DPE and DoE instructions, including:
- DPE OM dated 10.07.2018 – Allowance outside 50% ceiling for PwD employees.
- DPE OM dated 03.08.2017 – Cafeteria approach on perks/allowances.
- DPE OM dated 21.02.2022 & 16.03.2023 – Clarifications on Transport Allowance.
- DoE OM dated 07.07.2017 – Rules for Transport Allowance for disabled employees.
🚘 Key Feature: Double Transport Allowance for PwD Employees
- PwD employees are entitled to receive double the normal Transport Allowance to facilitate daily commuting.
- This decision is applicable in accordance with DoE’s OM dated 07.07.2017.
- Effective date: 21 February 2022 (retrospective implementation).
💡 What Does “Double Transport Allowance” Mean?
Whatever the standard Transport Allowance payable to an employee, a PwD employee will receive twice that rate as per entitlement fixed for their grade, without restriction under the cafeteria ceiling.
📤 Additional Transport Allowance – Exempt from Perk Ceiling
Another major relief for PwD employees:
- The Additional Transport Allowance payable to PwD employees is to be kept outside the 35% ceiling applicable under the cafeteria approach.
- This ensures that employees do not lose out on other entitlements due to the ceiling limit.
📁 Amendments Made by 2026 OM
The new OM modifies earlier paragraphs relating to transport allowances:
- Para 3(vi) of DPE OM dated 10.07.2018 amended.
- Para 9 of DPE OM dated 03.08.2017 amended.
These changes legally formalize the provision of Double TA with effect from 21.02.2022.

All CPSEs have been directed:
- To fix reasonable Transport Allowance rates under the cafeteria system.
- To factor in double/additional allowance for PwD employees while calculating the 35% ceiling.
- To implement the updated guidelines immediately.
- To inform all employees and administrative divisions about the revision.
