Dopt Orders on MACP – Granting of MACP benefits as and when the employees become eligible

MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees.

Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

Subject:-MODIFIED ASSURED CAREER PROGRESSION SCHEME FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES-instructions regarding,

This Department on the recommendation of Sixth Central Pay Commission in Para 6.1.15 of its report and in supersession of previous Assured Career Progression Scheme, vide O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009 introduced the Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008.

MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees.

2. As per para 6 of DOPT’s O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year – preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half.

Accordingly, cases maturing during the first-half (April-September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January.

Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.

3. It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees.

Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

    Sir, I have been granted,, 2 “nd macp on, 11 July 2017, whether I can opt for pay fixation from the date of mACP in pre revised pay scale ie as per,, 6th cpc and then Pay fixation of 7th cpc from 11 Jul 17

    I join my service in 25/10/1999 in the grade pay 1900/- as per 5th CPC my i
    1st macp due in 24/10/2009 but till date i dont get same

    on 10/8/2010 i got promotion on 4200/- grade pay as per my promotional hierarchy

    sir

    i want to know can i get 4200/- grade pay in macp due on 24/10/2009 as per my promotional hierarchy

    I had been appointed as Lower Division Clerk in KVS in Feb 1997 on Direct Selection and I have joined on 24-02-1997 forenoon as LDC . Granted 1st MACP w.e.f. 01-09-2008, the gradepay is raised from Rs.1900/- to 2000/- then I got selected in KVS as Upper Division Clerk on direct selection with gradepay Rs.2400/- in the year 2010. Now,I have completed 20 years regular service in KVS from 1997 to 2017 . During this entire period of 20 years in KVS , I had got only 1st MACP w.e.f. 01-09-2008 instead of ACP and one promotion on direct selection in 2010 in the same department.
    Kindly confirm, whether I am eligible for 2nd MACP w.e.f. 24-02-2017 and in which gradepay will be fixed in 2nd MACP w.e.f. 24-02-2017.

    I have a crimal case pending agaist me but is not chargesheeted by the court till date . Am i eligible for MACP

    I had been appointed as Jr. Stenographers in Gr. Rs.1200-2040 (RPS) in 1988. Further, I had been promoted to Sr. Stenographers / Steno Grade-I in scale Rs.1400-2600 (IVth Pay) / 5000-8000 (RSRP) / PB-II Rs.9300-34800 (NPS) + Grade Pay Rs.4200/- w.e.f. 14.06.1994. Sir, I have now completed 28 years of Railway service. During this entire period, I had got only one promotion on 14.06.1994. Further, I got the Ist MACP (Grade Pay Rs.4600/-) in 2008, instead of 2004.

    Sir, as per the guidelines, even though the MACPS Scheme is continuing to be administered at 10, 20 and 30 years as before also.

    Clerical / non-ministerial employees of various other Departments / Divisions of Central Railway including Western Railways have given MACP scheme in terms of above criteria. However, Stenographers of Stores Branch are deprived of giving MACP / promotion in time; unfortunately I have not been given MACP w.e.f. June, 2004.

    Sir, according to the above, am I eligible for Ist MACP in June, 2004 and 2nd MACP in June, 2014 respectively at par with OS / Chief OS / Technical Staff or the Ist MACP got in September, 2008 is correct. Kindly confirm…

    I am servicing in ordnance factory khamaria,jabalpur.My basic pay is now 6580 plus g.p 2400.What is my pay after 7th CPC.
