Dopt Clarification on LTC – Eligibility of Home Town Concession- Frequently Asked Questions

Subject: Central Civil Services (Leave Travel Concession) Rules, 1988- Clarification regarding eligibility of Home Town Concession- Frequently Asked Questions.

The undersigned is directed to say that this Department receives a number of references from Government servants/ various Ministries/Departments seeking clarifications regarding the eligibility of Government employees in respect of Home Town LTC. The point of doubts raised and their clarifications are as under :-

S.No. / Query / Clarification
1. Whether the employees whose Headquarters/ Place of posting and Home Town are same, are eligible for Home Town LTC?

No. Government employees whose headquarters/place of posting and Home Town are one and the same are not eligible for Home Town LTC.

2. Whether the employees who are not eligible for Home Town LTC may avail the Special Concession scheme of conversion of Home Town LTC to travel to North East Region, allowed by DoPT’s 31011/3/2014-Estt.A-IV 26.09.2014?

No. Employees whose Home Town & Headquarters are same are not eligible for Home town LTC and hence, the question of conversion of Home Town LTC to travel to these places under special concession scheme does not arise.

3. Whether the employees residing in cities / towns outside Delhi which fall under other states of National Capital Region (NCR) are eligible for Home Town Concession?

Yes, Cities/Towns which outside Delhi and fall in other states of NCR are not to be treated as Delhi Headquarters. Hence, the Government employees whose headquarters are Delhi and reside in cities/towns outside Delhi falling in other states of NCR, are eligible for Jammu & Kashmir & Andaman & Nicobar Islands as eligible for Home Town Concession.

    If an officer’s hometown (Gurgaon) and headquarter (Faridabad) is in different cities of NCR, and from the same state (Haryana), can he/she avail LTC in lieu of hometown?

      No. The home town (PLACE with address) should be intimated first and recorded in service book.

    Sir, I taken home town ltc and leaving headquarters with my family and self but on return back I came only single (self) and family stay in home town. Can i eligible for home town ltc family railway ticket from headquarters to home town and return only myself

      You are eligible for self home to headquarters LTC claim only.

    fresh recruiter joined in Central govt service in February 2013, weather LTC for the year 2021 can be availed in the year 2022 in lieu of home town conversion to North east against the extended relaxation to visit N& E from September 2020 to September 2022

    I am a defence personal posted in Delhi , my hometown is Kanpur . my parents who are my dependents can travel on LTC from Kanur to Delhi and Back.

      They can avail 2018-2021 for All India LTC or home town 20-21 within 2022.

    I would like to know about LTC clarification under NER concession.
    A person was posted in North Eastern Region (Guwahati). He opted to avail LTC once a year to visit the last place of posting where his family was residing (Delhi) and his family to travel once a year to visit the Government Servant at the station of posting. Presently LTC block year 2018-2021 is running. During the year 2018, family of Govt. Servant visited to N. Eastern region under NER concession (Guwahati) i.e. place of posting of Govt. Servant, but Govt. Servant did not avail LTC for the year 2018. Meanwhile, during the year 2018 he was transferred from Guwahati to New Delhi where his family was residing. The home town of the Govt. Servant is U.P.

    It is requested to please clarify now for which LTC the Government Servant is entitled.

      If the government employee is a bachelor, he can avail every year LTC home town.

    I am not avail any LTC to home town last two year. What I am eligible to avail visit to J&K in lieu of home town LTC during 2018-2019. Please clarify

      If you are already declared home town as J&K you can avail. it. If not, you can avail All India LTC Block 2018-21 at J&K & back.

      Yes, if you are completed one year service you are eligible for ALL INDIA LTC 2018-2021. & one HOME TOWN also.
