Minister of State for Finance said in the Lok Sabha on 30th August 2013 that “some Central Government Employees Associations have been demanding for the merger of 50% Dearness Allowance with Basic Pay and for constitution of 7th Pay Commission. The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage.
Government accepted this recommendation vide its Resolution dated 29.08.2008. The recommendations of the previous Pay Commission i.e. 6th Central Pay Commission, were given effect from 1.1.2006. The setting up of next Pay Commission is considered normally after a gap of 10 years between two successive Pay Commissions. Hence the question of delay does not arise.
Dearness Allowance to Central Government employees is revised twice a year w.e.f. 1st January and 1st July, calculated on the basis of percentage increase in All India Consumer Price Index for Industrial workers”.

The below information was submitted by the Minister of State for Finance Shri Namo Narian Meena in Rajya Sabha on 7th May 2013 that the 5th Pay Commission had recommended that Dearness Allowance should be converted into Dearness Pay each time the Consumer Price Index increases by 50% over the base index used by the last pay Commission. Accordingly the Government issued orders on 27.02.2004 for merging of 50% of the DA with the basic pay w.e.f.01.04.2004.
The 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage. Government has accepted this recommendation vide Resolution dated 29.08.2008. Hence the question to merge DA with basic pay does not arise. However, the rate of DA is being revised at periodic intervals.

Minister of State for Finance said in the Rajya Sabha on 7th May 2013, the 6th Central Pay Commission had recommended not to merge Dearness Allowance with basic pay at any stage. Government has accepted this recommendation vide Resolution dated 29.08.2008. There is no time frame/date prescribed for announcement of Dearness Allowance. The revision of rate of Dearness Allowance is announced by the Government as and when approved by the Cabinet.

The below information was submitted as written reply for a question in Parliament on 14th December 2013 as follows…
A number of representations have been received from Associations Organizations of Central Government Employees/Pensioners and individuals demanding merger of 50% of Dearness allowance Dearness Relief with basic pay/pension respectively. The demand has been considered by the Government and not agreed to since the 6th Central Pay Commission has not recommended as such.
The 6th Central Pay Commission did not recommend merger of dearness allowance with Basic Pay at any stage. Government accepted this recommendation vide Government of India Resolution dated 29.08.2008.
Sir I am complete 20 years service in corps of EME and now I will be voluntere retirement in Mar 2017. Now my basic pay is 11200 and Band pay is 2800. Kindly let me know what would be my pension when I am retired.
7th pay commission report has totally disappointed the Pensioners.
Avoiding 50% DA merger will be of no use and wasting time by setting pay commission.
hardly 8000-9000 hike is being considered out of which 20% amount will go to income tax as tax limit has not been revised.
I’m of the opinion that instead of setting pay commission and marginal benefit recommended, govt could have straightaway given a hike of 20-40% on the basis of 6th CPC.
The 7th CPC has misleaded central Govt employees and pensioners.
Sir, I retired from Min. of Communication (OCS) in the year 1990 (Technical resignation) converted into VSNL I was drawing basic pension as 787/- 4th cpc anx revised in 5th cpc as Rs.2396/- 5th cpc x and further revised in 6th cpc as Rs,5416/- . I have earned 11 increments in the scale PB-I x my grade pay at the time of retirement was Rs.2800/- x Sir I want to know my pension as on 1.1.2016 (upon implementation of 7th CPC. thanks ????

SOME STATE GOVERMENTS DIDNT PROVIDED ACTUALGRADE PAY ACCORDING TO 6TH CPC. e.g for pay band there is no GP between 4200 & 4600 but gujarat gov provided 4400 how this will be reflacted in 7tyh cpc ?

Namasthe ! Hope and wish you are doing well.
Earlier also I have sent you e-mail regarding
non-granting of increment to the officials who are retiring
on 30th June on attaining superannuation on plea that
the official is not on duty on 1st July. Though the officials
render their service for entire 365 days in that year are being
retiring without increment is highly injustice.
You are kind to reply me that this issue is under active examination.
Hope this issue will be brought to the notice of 7th CPC by you sir.
Please provide me e-mail address of 7th CPS so that we also
try to bring this to their notice.
But taking up this issue by you have high impact.
