IRCTC E-Tickets Against E-Passes
The Ministry of Railways, under the Government of India, has recently issued an order to all Zonal Railways and the Managing Director of CRIS regarding the verification of e-tickets that are booked through the IRCTC app/portal against the E-Passes/PTOs generated in the HRMS application. This directive is labelled as No. 2021/TG-V/5/1/E-Pass and was issued on March 13th, 2023, from New Delhi. The Principal Chief Commercial Managers are expected to comply with this mandate.
E-Pass Facility for Railway Employees
When traveling on a train, it is mandatory for Railway personnel and eligible family members booked on E-Pass/PTO to present their e-ticket either in digital or print form. Failure to do so will result in a penalty equivalent to ₹ 50/-, as applicable in case of e-tickets. It is also mandatory for at least one passenger on the E-Pass/PTO to carry a valid proof of identity, failing which all passengers on that ticket will be treated as traveling without a ticket and charged accordingly, with the same prescribed proofs of identity needed for undertaking journeys in reserved classes.
Step by Step guide for e-Pass on HRMS
Passengers with waitlisted physical tickets issued from PRS counter against E-Pass/PTO can undertake the journey if there is any vacant accommodation in the eligible class, including higher classes. In this case, the E-Pass/PTO will be considered used for that leg of the journey unless the PRS ticket is canceled within the prescribed time limit as stipulated in Refund Rules. If all passengers are waitlisted at the time of preparation of the first reservation chart, their names will be dropped from the chart, and they will not be authorized to travel, charged as traveling without a ticket, and the provision is applicable for fully waiting list e-tickets booked on E-Passes/PTOs.
Online E-Pass & PTO for Railway Employees under HRMS
The E-Pass/PTO will become valid for further bookings in such circumstances. If there is a travel requirement on E-Pass/PTO after the preparation of the first reservation chart in a train with RAC/WL, unreserved tickets must be issued from UTS/Station Booking Counter for undertaking the journey in unreserved compartments or available classes. If vacant accommodation becomes available, berths/seats will be allotted as per the entitlement of the E-Pass/PTO holder. The E-Pass/PTO will be considered used for the journey leg up to which booking has been made in UTS/Station Booking Counter.

HRMS should provide an intimation of these provisions at the time of issuing E-Pass/PTO, and a message should be sent to railway personnel when issuing E-Pass/PTO/e-tickets. Passengers traveling with E-Pass/PTO without booking a valid ticket will be treated as traveling without a ticket and charged accordingly.
