7TH CENTRAL PAY COMMISSION AND SEPARATE MILITARY PAY COMMISSION

Hon’ble Prime Minister of India

1. The Central Government has announced that Prime Minister has approved the constitution of the Seventh Central Pay Commission.

We Defence veterans are heartened that a separate Military Pay Commission is likely to be set up in line with the commitments made by the Government in 2009.

2. We are however worried that this, much needed refinement would be typically hijacked in implementation, by the Civil services Bureaucracy.

In fact newspaper reports (Quote TOI report dated 26 Sep 2013)–Defence ministry officials on Wednesday acknowledged that “everybody had agreed’’ that there will be no separate pay commission for the armed forces but held that the “modalities’’ on how to give representation to the armed forces in the seventh CPC would be decided at a later stage) already indicate the intention of the MOD officials to scuttle a separate Military Pay Commission.

We therefore demand that:

(a) The Military Pay Commission (MPC) be headed and staffed entirely by members serving and retired – of the Defence Forces.

(b) Over the nearly seven decades since independence the economic status and relative standing of the Defence Forces personnel in relation to their counterparts in the Civil Services has progressively been brought down; mostly through translational anomalies introduced in issue of implementing instructions by the Civil Services personnel.

To guard against this, it is suggested that the MPC be additionally tasked with the entire exercise of revision, including issue of implementing instructions consequent to the approval of the MPC recommendations.

(c) To compensate the Defence personnel for their unusual life full of hardships and early retirement, and to make military service an attractive career, there is need to legislate that their pay would be guarded to have edge over their counterparts in Civil Services, for relative years in service, at EACH stage.

The other countries of the world package their Defence personnel 15 -20 percent higher than their Civilian Counterparts.

3. We also strongly recommend that the Chairman of MPC and CPC should be common. This will ensure that Chairman is fully in picture about the demands and requirements of both sides so that there is no discrimination.

Also while some bureaucrat members from MoD and MoF be part of the MPC, there must be a senior Military representative on the CPC who can co-ordinate with the service HQs.

4. We hope the above will be truly integrated in the orders for the 7th CPC as and when it is issued.

    Hi,There must be criteria for the fresh reqruitment in police or other administrative post in every state that atleast 5 yr service is must in army as basic eligibity,so the new reqruits must learn the dicipline, honesty,responsibility and dedication to the nation.

    Please refer my earlier comments on MACP to PBOR of the Army dated 14 Feb 16.
    2. Supplementary comments on physical assumption of strips / badges of rank by PBOR on grant of MACP are as per succeeding para.
    3. If a man joins Army as an officer and serve for 26 years there, he will definitely be promoted to the rank of Colonel and physically wear badges of rank & get pay & perk of Colonel rank. It means, he gets four regular substantive promotions at the end of 3rd, 6th, 13th & 26th years of service. It has been done on the recommendations of AVSC committee 2004. However, the same was need of time as compared to civil services & to boost morale of officers. Really, it proved a morale boosting tonic for officers.
    4. On the similar lines, other ranks (ORs) were given three ACP/MACP promotions at the end of 8, 16 & 24 years of service.
    5. It is very much clear from para 3 & 4 above that an officer of army gets three regular substantive promotions (captain, major & Lieutenant Colonel) only in 13 years of service whereas an other rank (OR) gets mere three MACP on completion of. 24 years of service. And in these three MACP, he is not authorized to physically wear strips/ badges of that particular rank. Only one increment & grade pay of that rank is given to him. Therefore, there is a big disparity amongst Other ranks (OR).
    6. Moreover, there will be no extra financial loss to govt on physical assumption of strips / badges of rank by PBOR on grant of MACP.
    7. However, a separate pool of vacancies can be kept at regiment level to maintain rank & file structure on account of MACP promotions.
    8. MACP individual should be provided with all the pay & allowances and facilities which are applicable for that rank as in the case of officers.
    9. Keeping, in view the above, I honestly request to chairman & members of the 7th CPC to include my above point. And permission for wearing of strips / badges of rank on grant of MACP be give to PBOR in the larger interest of jawans. This will definitely boost the morale of jawans & will also remove the trench amongst jawans & officers on the basis of time bound promotion.

    Indian naval fleet reservist are not included in the revision of pay scales while implimenting orop
    as per the notification released by the concerned ministry.Iam a reservist pensioner ppo N/S/483,/80 dt.1/11:/80 aged 76+ will the pcda navy concider thr cases oof reservist to increse thierpension to the lowest
    rank.There are very low numbers. inthe reservist category .Thankyou sir.

    NO one can sacrifice their lives except army person.militran are better than us who got a lot of amount to sacrifice their lives for a worth mission. When a ‘foji’ died PM says that we proud on the indian army. Now where is there proud? Think about us yr? Army had a lot of expection wid this pay commision. Give then a satisfaction. Give like for this comment and fwd whole over to ‘foji bro’.

    As per our constitution, the value of life is equal of both rich and poor, top brass and worker. in such criteria, it is not understood why officers are getting very high MSP allowance in comparison of pbor,who are actual sufferer of climatic condition and always have risk of life.I request honorable Prime Minister to look in to as you know better what is poor and what is powerty.

    Government will never know the problems of pbor, they face many types of problems like demoralization, harassment under pressure family problems,mentally torcher etc……but government never wants to know about this problems….they faces such like problems….after that he is always ready to give his life for this government……but the value is nothing…..u have the responsibility to take care for our country but country have no responsibility for us or like us……they know only high profile people like Indian army officers not pbor…….please government took attention for us to save the hopeless soldiers……

    Sir I am fully agree. Whatever projected, it should be agreed by the government, because projection is always done from the top level of forces who knows if one rupee increased for co/jawan, we(officers) must get mammoth hikes at all not considering that sitting in air conditioned luxurious offices can gulp more money in the names of PBOR(POOR) ! So there is no problem because even if no hikes in salary they cannot do anything being a disciplined force. The MSP must be rationalised same for all rank of defence forces. Infect PBORs are more affected by rules and Hardship of defence services. Even new and junior officers demands for ACs for their offices. Every work is done by PBORs even drafting. Thay just sign..

    sir in Indian Air Force All Y group Air Man after complition of 8-10 years of service should be upgrsted in X Group. There is no deference in Neture of duty, educational qualification and selection procedure in X and Y group Air Man. Then why X Group Air Man are getting more pmt than Y Group Air Man

Will their any seperate commission is required. What a time cosuming and hectic home work from part of the Govt. Pity on 7th PAY Commission.

    As said the cadre is different and as per their enrolment/commission, they have been fixed their pay scale/grade pay. But the allowances which are called as military service pay, hard laying allowance and risk allowance must be equal for everyone who is serving in armed forces. The risk, hard laying and serving in services is same for all the persons and therefore they must be equal.

    Dear veterans,
    In my opinion, decision by central of not forming separate military pay Commission is quite applaudable and practical as we saw in the 5th CPC how the things became for non commissioned ranks.
    Opposite to that, the 6 CPC did much better for “other ranks”………Now when 7 CPC has given recommendations you will definitely find that reasonable equality will prevail in pay/pension fixation.

    The category of Officers, JCOs and OR are different and as per their enrolment/commission, they have been fixed their pay scale/grade pay, hence the following should be uniformly :-
    1. Allces:– all the allces should be uniformly equal for all category such as Field Allces/high altitude allce, TPTL, MSP etc like DA which is equal for all categories.
    2. Prom : Prom of JCOs/OR should be time scale to ensure all should be benefitted before their retirement.
    3. Monetary allces in lieu of clothing should be implemented as every category are aware that they are wearing stitched cloth from market.
    4. CEA : CEA should be directly credited in the IRLA of the Indls on producing certificate from school authority in support of part II order only.
    5. Group of all trades either should abolished or should be properly categorized as per their works field such as Technician/Clerk should be in X category, trades men should be in Z category and except above category all should be in Y category.
    6. Study leave should be granted to JCOs/OR for their higher study once in his service.

    In Indian Air force around 8000 Non combatant Enrolled is working as slaver ,No promotin .no proper pay, No MSP & allowances We enroled the air force as NC (E) for trade duty .In Army & Navy isproviding Rank as per service to the trade man ,why not in Air force sir, All rule and regulation is equal to Us .Kindly rectify the same and help us After 30 – 35 years we are getting Only Rs 9000- 10000 pension.

    Respected sir ,
    I am a retired Sub Maj and Hony Captain. I retired after completion of 25 yrs and 3 months. I am not retired as a valuntier . In Army , when ever a JCO become sub Maj , count down will start for his retirement and he should be retired after 4 years from his promotion date. Thats why i retired early . this is not my mistake. I am a National level sports man . But this rule is not effect for Navy and Air force.
    In OROP there is not any column/ scale for retired Hony captain after 25 year. Then how will they fix the one rank one pension for people like me .?, I am not a valentier for retirement. . Hence you are requested to give a fixed scale for people like me .

    Eligibility age of dependent sons of government servant are required to be enhanced by the 7th CPC from 25 to 30 years for getting the benefits of CGHS, LTC etc. in view of shortages of avenues of employment for them.

    I m combatant member of indian armed force.First and foremost thing in present that our soilders are not feels proud that they are serving their country Due to lack of technologies in armed forces , uniform which is issued you all knows,payment in this modern era, living in facilities and all other things….as everyone knows about the condition of our forces.. so plz if someone who is having the power plz do something..jai hind

    I have completed 17 year 11 months 27 days in indian Army and i have served one renk in 9 years half months in 6th pay commission declared if you have service in one renk in 8 years then you will automatically promoted in another rank but i have served next rank i.e. ACP Nb Sub but now i have draw my pension in Hav. Please tell me in this OROP I will benefited the same or not
