REVISION OF PENSION OF AUTONOMOUS BODY PENSIONERS — FINANCE MINISTRY’S STAND

Regarding Revision of Pension of Autonomous body Pensioners , Finance Ministry has clarified as follows —

Central Government does not issue any instructions regarding implementation of recommendations of the Central Pay Commission PERTAINING TO PENSION IN RESPECT OF EMPLOYEES OF AUTONOMOUS BODIES. In view of this , NO ORDERS REGARDING IMPLEMENTATION OF RECOMMENDATIONS OF 7th CPC IN RESPECT OF EMPLOYEES OF AUTONOMOUS BODIES IN THE MATTER OF PENSION ARE TO BE ISSUED BY FINANCE MINISTRY. The appropriate decision is to be taken by the concerned Autonomous Body in consultation with the concerned Administrative Ministry in keeping with the practice on the previous occasions and also in the light of the Rules and Regulations/Bye-laws governing the service conditions of respective Autonomous Bodies.

    dear sir,
    usually the there will not any separate order from the ministry Mhrd for Nits. The pension Ministry order is sufficient.But the Mhrd will sanction and issue orders for required funds.Now this time the MHRD itself issued an order not to implement the the Vii cpc orders.. the part played by the Mhrd is become very clever.the ultimate sufferer is Employees and pensioners of Nits.At least the Prime Minister should show his interest for the welfare of Nits. Now I plead your Kindness to look at this condition of the Nits Pensioners sympathetically and do the needful.

    I am of the view that the Finance Ministry of GOI clarified its stands according to which in consideration of previous precedence it is the liability and responsibility of concerned Administrative Ministry to initiate necessary action in respect of the autonomous bodies which are under the said Administrative Ministries’ nodal control. In discharging this statutory liability of the concerned Ministry they should be proactive in extending the revised pension entitlement for their autonomous organisations and in case of any financial deficit the GOI should be approached by them. The concerned Ministry cannot evade their lawful obligations on any pretext whatsoever. Such dead lock situation never happened earlier. It is apprehended that certain foul players within the Ministry concern are indulging to confuse and mislead the entire issue by way of discriminatory orders from time to time. All should jointly voice against such discrimination and expose the tainted faces.

    Totally bad governance. Withholding legitimate rights are a blot to democracy. Autonomy status given for independent functioning. The employees were assured while granting Autonomy that they will be treated at part with Central Government Employees. The trust is being broken. Apart from grieving, the pensioners of Autonomous bodies should unite together to fight for the right guaranteed under article 19(1) of the Constitution through litigation.

    It’s a delaying tricks. See the orders pertaining to Central Government Employees wherein only serving employees were mentioned. When hue and cry raised some day later the Finance Ministry had issued orders detailing the approved recommendations for pensioners by the 7 CPC by the Government. Similarly if detailed orders in respect of approved 7 CPC recommendations of pension to the pensioners are not issued by the Finance Ministry with adequate funds payment is not possible to pensioners of Autonomous Bodies. If the stand taken by the FM is persistent it may lead to litigation to settle the matter. The Government in it’s wisdom is also not releasing the DA dues wef 1-7-2016 & 1-1-2017 through this misconception.
