Subject: Meeting with Hon’ble RM Shri Rajnath Singh to stop Corporatization of Ordnance Factories
Dear Brothers & Sisters,
After the meeting held between Addl Secretary (DP) and Federations on 16.08.2019 on the Corporatization of Ordnance Factories, we (all the recognized federations) sit together to analyze the situation. It was decided that BPMS should try to reflect our views before Hon’ble RM.
Accordingly, today (17.08.2019) a meeting held with Hon’ble RM Shri Rajnath Singh ji and BPMS (Shri Sadhu Singh, B R Naresh Kumar, Virendra Sharma and myself) at his residence at 09:00 AM. We submitted a memorandum to him (copy enclosed) and requested to resolve the matter.
After going through the memorandum and our oral submissions Hon’ble RM said that the matter is in advance stage, however, he would re-consider it in consultation with others and communicate accordingly.
Kindly keep in mind that we all the 03 Federations & CDRA are struggling to achieve the common goal through consultation as well as agitation, hence, you are requested to continue our agitation programme as communicated through BPMS Circular No. 13, dated 16.08.2019.
With regards,
Brotherly yours,
M.K. Singh

REF: BPMS / RM / Corporatization / 193 (8/2/M)
Dated 17.08.2019
To,
Shri Rajnath Singh Ji,
Defence Minister,
Govt of India, New Delhi.
Subject: Request to stop Corporatization of Ordnance Factories.
Hob’ble Sir,
At the outset, we are very much thankful to you for sparing a few moments to consider our request on the subject matter.
Sir, the entire workfoce of the Ordnance Factories are totally demoralized and there is a total discontentment prevailing in all the factories due to sudden decision taken by the Government to Corporatize the Ordnance Factories.
In this regard, we, the representatives of stakeholders, have already reflected our concerns before the Addl Secretary (DP) Min of Defence during the meeting held on 14.08.2019 & 16.08.2019 but to no avail till today.
It is worth to mention here the then Hon’ble RM Shri Manohar Parrikar ji assured BPMS that Ordnance Factories would not be Corporatised but the functioning of OFB would be strengthen with greater autonomy in order that OFB become more productive and efficient in their functioning.
Therefore, you are requested to intervene into the matter and constitute a committee to study the alternative proposals given by the federation to achieve the task in the present set up as Govt Organisation and the decision to Corporatise Ordnance Factories should be put on hold and a written agreement between DDP and Federations may be signed in this regard.
Thanking you,
Sincerely yours
(MUKESH SINGH)
General Secretary
