Gist of the meeting held with JS (E) DoP&T on 13.03.2015

A meeting was held between the delegations of Bharatiya Pratiksha Mazdoor Sangh and the JS(E) of DOP&T Mrs Mamta Kundra. The Director of DOP&T Honorable Mudita Goel was also present in the meeting.

In the delegation of Bharatiya Pratiksha Mazdoor Sangh, Mr P Mohan Rai, Mr Sadhoo Singh, Mr Mukesh Kumar Singh, Mr Gopal Dwivedi and Mr Virendra Sharma were present.

1. Granting of MACP 3rd 4600/- grade pay to Master craftsman holding the posts prior to 01.01.2006
Officers have stated that, MCM to Chargemen in an equal grade pay of Rs 4200/- is a Promotion, hence a grade pay of 4600/- cannot be provided. The delegates of BPMS state that the SRO that containing the orders for MCM to Chargemen states that it is not a promotion but a Transfer of Post. Therefore they should be given a grade pay of 4600/-

Finally the official authority stated that the benefits of Promotion within the same grade pay can be provided by giving one increment.

2. ACP and MACP orders were released on 19/05/2009 stating that the employees due for ACP between 01/01/2006 and 31/08/2008 will be given the benefit of ACP and provided Trade Test relaxation.

Officials state that if the proposal comes through the Ministry of Defence it will be considered, and has always been done similarly. The employees who pass their Trade tests in the first attempt, they will receive the benefits on the day of Promotion.

3. 5 percent quota for giving jobs to the dependents of Deceased employees has to be reviewed.
Officials have stated that serious efforts have been taken for the review.

4. Officials have advised that the structure of the Industrial workers under the Ministry of Defence has inconsistencies which needs to be discussed by the federation with the Defence Ministry and taken up to the Seventh Pay Commission and efforts be taken to clear the Structural Anomalies of the Industrial workers.
