Husband and Wife Govt Servants – CEA and HS

We both my husband and me are Central Government servants. My query is regarding CEA. We have 3 children my husband reimburse one elder kid CEA. So, My question is, Can I reimburse for my other 2 children’s?

we both husband and wife are Govt servants. we are availing children’s education allowance and fee from my wife department. But from last six year my department also gives me a Children’s education allowance. After notice this I had applied for return the CEA to my department and get the clearance certificate and not to give me a CEA in feature with a specific reason. Bur HR department of my office reply me that there is no specific rule to return the CEA.
so please be guide me that under which rule/provision/regulation I can refund the CEA to my department and under which head they can accept/deposit my refunded amount.
You may get the declaration from your spouse office that I am availing the CEA from my wife office so I need not required. Because it should be availed in any one of them only.
