OFFICE MEMORANDUM

Subject- Grant of Transport Allowance to Central Government Employees – Extension of benefit of Transport Allowance at double the Normal Rates to Deaf and Dumb Employees – Implementation of the Order of the Apex Court – regarding.

The undersigned is directed to refer to Order dated 12th December, 2013 of the Hon’ble Supreme Court of India in Writ Petition (Civil) No. 107/2011 of Deaf Employees Welfare Association & Another v/s Union of India & Others, and to say that in compliance of the said judgement of the Apex Court, it has been decided to extend the benefit of Transport Allowance, as admissible to blinds and orthopaedically handicapped employees in terms of para 2 (i) of Ministry of Finance, Department of Expenditure O.M. No.21(2)/2008-E.II(B) dated 29th August, 2008, to deaf and dumb employees of the Central Government also, with immediate effect, subject to the condition that the recommendation of the Head of ENT Department of a Government Civil Hospital is received by the Head of Department and fulfilment of other conditions mentioned in Ministry of Finance, Department of Expenditure O.M.No, 19029/1/78-E IV(B) dated 31st August, 1978 read with O.M. dated 29.08.2008.

2. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, this Order issues in consultation with the Comptroller and Auditor General of India.

    In the seventh pay commission’s recommendation there is cited clearly for giving double TA to hearing impaired and defined there about physically handicapped but the expenditure deptt what’s will be doing now. …….. I will filed a case against the expenditure deptt in CAT Principles bench in this regard there is not other way

    In the sixth pay commission the expenditure deptt haven’t give the double TA to hearing impaired whereas the proposal was actually accepted by the implementation committee. The expenditure deptt was ordered only for giving double TA to blind and orthpaedically handicapped. It was totally wrong and the deaf and dumb employees welfare association go to the supreme court in this regard and supreme court ordered in WP no 117 of 2011 for giving double TA to deaf and dumb employees . But the deaf (hearing impaired ) haven’t benefited in this matter. Which is totally wrong

    The expenditure deptt and the dopt ko ye pata nahin hai ki disability Kya hoti hai . There is clearly defined in service rules and disability act 1995 that the physically handicapped means the blind orthopaedic and the hearing impaired
    There isn’t defined the deaf and dumb

    Saree hearing impaired are idiot hain CAT principles Bench me double TA nahi dene ke khilaph case karna chahiye against the expenditure department there is not cited anywhere in the supreme court order that deaf Hearing impaired will be not eligible for giving double TA. Deaf and dumb employees means all deaf person and all dumb persons why the expenditure deptt adding and viewing the deaf and dumb employees. There is not cited anywhere in service rules the dumb word but the benefits taking the dumb

    The expenditure deptt rejected my request regarding provide double TA to me I am also a hearing impaired 78db 83 db contact me on facebook or through my whatsapps no. Or give me your email Adress We will filed a case against the expenditure deptt in supreme court in this regard hearing impaired are not benefited and the Rajavardhan Reddy is only think for the deaf &dumb the hearing impaired are not in unity please collect money collected the deaf on hearing impaired association we have to build

    I am a Central Govt. Employee having 55% Hearing Handicapped, only hearing handicapped employee.Am I eligible for draw Transport Allowace at double rate . I recd double rate tpt from office on march 15. After one year My office says that only deaf and dumb employee (together) are eligible for draw Transport Allowace at double rate . Stop the double rate tpt from august 2015. Also my office says that recovery the extra amount (from mar 14 to july 15).. what i will do. Iam poor family. Its injustice.

    Deaf &dam date of issued RB.letter kab se ya koun sa year se dene ka date hai Department nahi bol pa rahai pl aap koun year se doubal hogai aap date ko batane ka kripo kare.2008 ya 12 Decm.ya13/4/14ye tino mai koun sa date hai

    I am a Central Govt. Employee having 60% Hearing Handicapped, only deaf employee.Am I eligible for draw Transport Allowace at double rate My office says that only deaf and dumb employee (together) are eligible for draw Transport Allowace at double rate How can I get T.A at double rate.

    I am Atamprakash store keeper in Air force department . I am hearing impaired only and loss of 90db . Only hearing impaired are entitle for double TPT or not . The ministry of Finance has issued a letter [21/(2)/2011-E2nd (B)(Pt)] to all department only those person are admisable who suffer both deaf and dumb means hearing impaired are not eligible . What to do for this.
