Government Committee for consideration of issues of 7th CPC recommendations

713 . Shri Neeraj Shekhar

(a) whether Group of Ministers including Union Minister for Finance had assured the representatives of various trade unions/JCM to set up a Committee to consider the demand of revision of Minimum Wage and Fitment Formula under 7th CPC with a mandate to finalize its report within four months;

(b) if so, the present status of the Committee;

(c) the reasons for the delay in report by the said Committee even after elapsing of more than four months;

(d) whether the Committee on Allowances has finalized its report;

(e) if so, the details thereof along with the salient recommendations thereof; and

(f) if not, the reasons therefor?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI ARJUN RAM MEGHWAL)

(a) to (c): In pursuance of the assurance given by the Union Ministers to the representatives of the National Council (Staff Side), Joint Consultative Machinery, meetings have been held by a group of senior officers with them to discuss their demands in this regard.

(d) to (f): The Committee on Allowances has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report.

    Í think the msp of jco rank must be equal to jawans they are not doing anything for army they are Just creating problems for jawans they are like agents of army officer they must be abolished from Indian army

    l retired after 32 yrs of glorious service of Indian Air Force. I found jco and equivalent in other services are assigned with more responsibilities and risks but
    neglected by the officers and purposely humiliated
    because they are having more practical knowledge and smarter ideas than these officers. interests of Officers are always considered on priority and ors and jcos are neglected resulting disproportionate hike in salaries and gap is increasing after each pay commission .such huge disparities among Defence Forces have brought the morale of Jawans and jco down to a great extent.As per my experience a junior Officer’s salary should be quite less than the highest rank of jco and equivalents.

    Army personnel on DCRE can be given full benefit of CGEGIS in the civil services after joining in the Central Govt.

    We donot want to comments as we donot know the real stadup of7pay com.due to the following:
    1.actual pay fitment policy
    2.anomali problem may come later on.

    How do you fix the pay in the ,,7cpc who has got promotion in April if the basic pay was as follows
    January Rs.23470
    April on promotion 24070 (only difference of grade pay added whereas increment opted from the DNI July 2016)
    1July 2016 Rs.25510
    So how will the pay be fixed in the 7cpc.

    Sir, military service pay for the junior commission officers in the defence forces, it should be equivalent to commission officers. Reason junior commission officers in the defence are a back bone of the forces due to the long service experience, they are capable of doing .supervision, maintenance of the costly equipment in the inventory of the defence with the correct accountability and transparent and giving proper feed back to the hier authority , and responsible for the investigation of the auditors and investing team during the inspection as and when required. It’s a stressful jobs. Commission officers has to pass the instructions and want feed back in the air conditioning office. Sir jawan and jco live in the stress during working and accommodation conditions compare to the officers. Military service pay is for a stressed work .during the war disability and the shahadat happened to the jawan and jco in the percentage with the statics available in the defence forces. Hence , I request military service pay to be given as per the responsibility and those works in the stress conditions. Pl justified and accord on the priority.

    What’s the current status of dearness allowance and non practice allowance of central govt doctors or medical officers who get their salaries as per 7th CPC?
