Fixation of Pay on promotion in 7th Pay Commission

Staff Side suggestion

Fixation of Pay on promotion : In the case of Promotion from one grade to another in the revised pay structure, the fixation is presently done as under:-

(a) One increment equal to 3% of the sum of the Pay in Pay Band and Grade Pay will be computed and rounded off to the multiple of 10. This will be added to the existing Pay in the Pay Band.

(b) However, the Pay so fixed must not be less than the minimum of the Pay Band to which he is promoted.

(c) The individual so promoted will get the Grade Pay assigned to the cadre to which he is promoted.

Exception to the general rule is,
(a) When promotion takes from PB 4 to HAG scale of Rs.67000 – 79000, after adding one increment, pay in the Pay Band and existing Grade Pay will be added. To the figure so arrived at a sum of Rs.2000/- will be added. The pay so fixed is subject to a minimum of Rs.67000 and a maximum of Rs.79000

(b) The promotion from the Grade of Under Secretary/equivalent to the Grade of Deputy Secretary/Equivalent. The pay of the other will be fixed by granting an amount equal to two increments. i.e., 6 % of their Basic Pay. The figure so arrived at, a sum of Rs.1000 i.e., the difference between the Grade Pay of Under Secretary and Deputy Secretary (7600-6600) will be added .

We suggest, the financial benefit on promotion must not be an insignificant amount. In most of the Departments promotion is based upon a qualifying Exam or skill test or effect after very many years of the stipulated residency period in the Feeder Cadre under the Recruitment rules. After undergoing the rigours of the exam/test or after prolonged period of service in the feeder cadre, if the financial benefit is pittance, if only brings about a sense of desperation and frustration. In most of the field formations, the promotions are accompanied by transfer from one place to another. The financial benefit he received on account of promotion officer gets washed away in the increased expenses involved in setting down at another location.

We suggest that the benefit on promotion should be:
“Two increments in the feeder cadre with a stipulation that the amount of benefit so arrived at must not be less than the difference of the minimum of the scale of pay of the feeder cadre and the minimum of the scale of the cadre to which one is promoted .

    Hi,
    I am in level 11 with basic 78500 and on 1july 22 promoted to level 12. My increment date is january.
    Please guide me to choose pay fixation date as 1. date of promotion or 2. date of next increment.

    Sir, I got promoted from LDC to UDC on 01 Jul 22. My Basic Pay in LDC was Rs 23,800/-. What will be my basic pay on promotion and when I will get the increment?

      If your pay as on 1-7-22 with increment of July 22 you give January increment option so from 1-1-24 24500. In MATRIX LEVEL 4 & DNI on 1-1-2024 as 25500 in MATRIX LEVEL 4 onwards.

    Sir,
    I have promoted Postman to PA on 11 April2022.from grade pay 2000 to 2400 and my basic pay before promotion is Rs25200.
    so please let me suggest after promotion what should be my basic pay. ?

      Give JULY increment option so you will get 2 increments as promotional increment , normal increment on 1-7-22 as 26800 In MATRIX LEVEL 3 & DNI on 1-7-23 as 27100 in MATRIX LEVEL 4 onwards.

        I give may2022 salary PA minimum basic Rs25500/- only Already my postman basic salary Rs 25200/- department give only 300/- rup include in my salary he said tell me your basic pay over 25500/- then you have given one increament in basic so you have given minimum pay of PA Basic salary and he said that you have no option choice of pay fixation as date of increament and date of promotion pls sir you have guide to me my what’s up no 8805293756 pls sir any order of promotion pay fixation pls send to me

        R/Sir,
        As per your comment department of post not given to benifit of promotion he increases only 300/- rup in my basic salary
        I am postman level -3 now current basic of postman is 25200/- only now I get LDCE promotion as a postal assistant level -4 but department give level -4 Minimum pay Rs 25500/- only my postman to PA basic salary difference Rs 300/- only benifit of promotion
        As per 7cpc rule department gives one increament in level 3 and level 4 nearest amount
        But sir department not give me promotion benifit I request to you sir pls guide to me pls sir send to any order of this my what’s app no 8805293756

            R/sir, As your last comments, I am not a new recruits employee my last designation is a postman, and promoted as postal assistant through LDCE exam postman to pa promotion. Not my service break in postman cadre and not any disciplinary action on me otherwise department not give to me promotion. Thanks

    i have promoted on 1st july 2020.from grade pay 2800 to 4200 and my basic pay before promotion is 38100 Rs.
    so please let me suggest after promotion what should be my basic pay. ?

      Increment option January. On 1-7-20 as 39200 & DNI on 1-1-21 as 39900 in MATRIX LEVEL 6.
