X, Y, and Z Classification of Indian Cities PDF 2025

Tier-1, Tier-2, and Tier-3 Classification of Indian Cities 2025: The Indian Government has implemented a classification framework for all urban areas, sorting them into three tiers for House Rent Allowance and two categories for Transport Allowance available to employees of the Central Government. These classifications are commonly known as Tier-I, Tier-II, and Tier-III cities in India.

This approach also extends to city segments according to their population size. For House Rent Allowance, urban areas are further divided into X Class, Y Class, and Z Class cities. Regarding Transport Allowance, these cities fall into either Higher TPTA cities or Other Places. This classification system is essential for determining the allowances allocated to government employees based on their assigned locations.

These particular cities have been selected due to their elevated living costs and transportation expenses, justifying the need for special consideration for employees stationed in these urban locales.

In contrast, those cities and towns that do not qualify for the Higher TPTA classification fall into the ‘Other Cities’ bracket. This systematization is crucial for determining suitable transport allowance rates for employees, reflecting their workplace’s geographical setting.

Tier-1, Tier-II, Tier-III and Tier-IV Classification in India 2025

The Reserve Bank of India (RBI) utilizes a classification system based on population to categorize various centers into six distinct tiers, reflecting the density of their inhabitants. This approach provides insight into the demographic layout of different regions.

In this system, Tier-1 centers are those with populations exceeding 100,000, characterizing them as key urban centers. As we descend through the tiers, Tier-2 includes populations from 50,000 to 99,999, indicating notable urban areas. Tier-3 captures populations between 20,000 and 49,999, representing flourishing semi-urban communities. Tier-4 consists of populations ranging from 10,000 to 19,999, denoting smaller semi-urban sections. Tier-5 covers populations from 5,000 to 9,999, reflecting smaller localities. Finally, Tier-6 pertains to areas with fewer than 5,000 residents, showcasing the tiniest settlements.

Beyond this tiered framework, areas are also classified according to their population categories. Rural centers are defined as having populations up to 9,999, representing remote and sparsely populated regions. Semi-urban centers encompass populations from 10,000 to 99,999, highlighting areas in transition from rural to urban lifestyles. Urban centers are characterized by populations between 100,000 and 999,999, depicting lively urban settings. Lastly, Metropolitan centers include those with populations of 1,000,000 or more, indicating densely populated urban regions with vibrant economic and social activities.
