This new digital portal simplifies access to a variety of government services, making them not only easier to navigate but also far more affordable for the public. Citizens can now apply for crucial documents like an Encumbrance Certificate for their property or a Marriage Registration Certificate from the comfort of their own homes. Gone are the days of wasted time and money spent on trips to government offices. This initiative signifies a significant advancement toward a more efficient and user-centric administrative process in India.

The PEARL Suite is an extensive online application platform available at keralaregistration.gov.in, aimed at improving the property registration process. This program has been implemented in 41 Sub Registrar Offices (SROs) throughout the Trivandrum district of Kerala, with operations based at the State Data Centre.

Residents can now effortlessly submit requests for a variety of services online, such as:

  • Encumbrance Certificate
  • Marriage Certificate
  • List Certificate
  • Certified Copy
  • Reissue of Marriage Certificate

The launch of the PEARL Suite has notably increased transparency in the registration system, giving citizens greater control and simplifying their access to services. With online options available, the risk of corrupt practices has decreased, reducing the necessity for physical visits to SROs. Furthermore, the introduction of E-stamping has eradicated the use of fake stamp paper, leading to a significant rise in state revenues. The system also provides Encumbrance Certificates with Digital Signatures that can be accessed from anywhere. Additionally, centralized data on property transactions has equipped the State Government with essential insights for enhanced decision-making and governance.
