One Rank One Pension – Notification issued by Ministry of Defence on 26.2.2014

Dear Shri Rajeev Chandrasekhar jee,

I am in receipt of your letter dated 3rd March, 2014 requesting to issue the notification for implementation of One Rank, One Pension (OROP)’
order as announced in the budget speech by the Hon’ble Finance Minister.

In this regard, I had convened a meeting with my officials On 26th February, 2014. A copy of the Order issued by the Ministry of Defence along
with a Copy of the Minutes of the Meeting is enclosed herewith for your ready reference.

Subject: Implementation Interim Budget, 2014-15 Announcement on ‘One Rank One Pension’ – reg.

Finance Minister in his Interim Budget Speech on 17th February, 2014 announced that the Government has accepted the principle of One Rank One Pension for the defence forces. In pursuance of this Budget announcement and the decision taken in the meeting chaired Hon’ble Raksha Mantri on 26.02.2014, it has been decided to implement the principle of One Rank One Pension for all ranks of defence forces prospectively from the financial year 2014-15.

2. Accordingly, CGDA may out the modalities in consultation with Service Hqrs, (who turn may consult ex-servicemen), Department of ESW and MoD(Fin) and take necessary action to implement the same.

Minutes of the Meeting Chaired by Hon’ble Raksha Mantri on 26.02.2014 at 3.00 P.M. in Rank One One Pension’.

A meeting haa been convened by Hon’ble Raksha Mantri on 26th February 2014 to discuss the modalities for implementation of the Government’s decision for giving ‘One Rank One Pension’ (OROP).

2. The Hon’ble Raksha Mantri, Defence Secretary, Secretary (ESVV), the three Vice Chiefs and other senior officers from the Services Hqrs, FA(DS), CGDA and the concerned Joint Secretaries of the Ministry attended the meeting.

It was noted “One Rank One Pension (OROP) implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed
on to the past pensioners. This implies briding the gap between the rate of pension of the current pensioners and the past pensioners, and also future enhancements in the rate of pension to be automatically passed on to the past pensioners,”.

During the course of the meeting, the Hon’ble RM reaffirmed the Government’s commitment to implement the OROP and that sufficient funds would be made available to ensure its timely implementation. He specifically indicated that the FM had also clarified that the figure of Rs.500 crores
made available was only indicative and even if more funds are required, the same would be made available.

5. He directed that CGDA may initiate necessary steps in  consultation with the three Services, MOD Finance and Department of ESW to give effect to this decision. He also emphasiged that family pensioners and disability pension would be included. Ex-Servicemen may also be appropriately consulted as required by the Services.

6. Secretary (ESW) may issue necessary orders in this regard.

    Non implementation of orop adversely affected the morale of serving military personnel because they will also stand on esm row forefuture. A majority of esm sitting on hunger strike since 14 jun 2015. But any cabinet minister encluding defence minister not yet came meet. It denotes that how much our PM, following promise of orop.

    Got can start this with Lowest rank i.e sepoy to Havildar and equivalent in other forces….They are more in numbers but amount to paid will be far less…..

    Govt must announce date for OROP and least it can announce On account or pro rata basis amount in Ex service man ‘s account so that they can believe This Govt as were betrayed for long……..
