The National Scholarships Portal is a one-stop solution for student applications, processing, and disbursal of scholarships. It is a SMART System, which is Simplified, Mission-oriented, Accountable, Responsive & Transparent, that enables faster and more effective delivery of funds directly into beneficiaries’ accounts, without any leakages. It is part of the Mission Mode Project (MMP) of the National e-Governance Plan, providing a common electronic portal for various Scholarship schemes by the Union, State, and Union Territory Governments.
Objectives of the Scholarship Program: Ensure timely disbursement, provide a single portal for schemes, create a transparent database, avoid duplication, harmonise schemes & norms, and apply DBT for benefits. Simplified process for students: all info avail under one umbrella, a single integrated app, and the system suggests eligible schemes and reduced duplicates. Standardization: master data for Institutions & courses, Scholarships processing, DSS for Ministries/Departments, and MIS system for monitoring every stage of distribution.
Scholarship programs for Scheduled Tribe (ST) and Pre-Matric categories
The scholarship programs for Scheduled Tribe (ST) and Pre-Matric categories are ongoing initiatives. In 2008, the Central Sector Scheme ‘National Means-cum-Merit Scholarship Scheme’ was introduced to grant scholarships to commendable students from economically disadvantaged sections and prevent them from dropping out in class VIII, encouraging them to continue their education in the secondary stage. As of April 1st, 2017, the scholarship amount has been raised to Rs. 12000 per year from its previous amount of Rs. 6000 per year. This scheme remains active. The Ministry of Social Justice and Empowerment’s Department of Empowerment of Persons with Disabilities (Divyangjan) started implementing the Pre-matric Scholarship for Students with Disabilities (School Children) in 2014-15. Changes and revisions made to the Pre-matric scholarship program since inception are outlined below:
Revision of Pre-Matric Scholarship Schemes from 1st April 2016
- Book Allowance for day scholars from Rs.750 per annum to Rs.1000 per annum
Modifications made in the Pre Matric Scholarship Scheme from 1st April 2018 are given below:-
- Parental Income ceiling: The parental annual income ceiling has been enhanced to Rs.2.50 lakh per annum from the existing ceiling of Rs.2.00 lakh per annum.
- Maintenance Allowance: The maintenance allowance has been enhanced from Rs.600 to Rs.800 per month for hosteller and from Rs.350 to Rs.500 per month for day scholars. The maintenance allowance is being paid for 12 months in a year instead of 10 months.
- Disability-related allowances: Disability allowance in the range of Rs.2000 per annum to Rs.4000 per annum depending upon kind of disability introduced.
Department of Social Justice and Empowerment (DoSJE) Schedule Caste (SC) Division and Backward Class (BC) Division: The scholarship schemes for SC and BC are continuing schemes.
National Means Cum Merit Scholarship Registration Portal 2023
The RTE Act of 2009 mandates the Government to provide free and compulsory education in elementary classes (I to VIII) for all children. As a result, only students studying in classes IX and X are eligible for the Pre-Matric Scholarship Scheme offered by the Ministry of Social Justice & Empowerment and the Ministry of Tribal Affairs. Starting from 2022-23, the Pre Matric Scholarship Scheme of the Ministry of Minority Affairs will also cover only classes IX and X. Therefore, the INO/DNO/SNO may only review scholarship applications for classes IX and X under the Pre Matric Scholarship Scheme of the Ministry of Minority Affairs.
