MACP to Teaching Staff of KVs (Kendriya Vidyalaya School)

One of the conditions for granting MACP is that the previous ACP must have been implemented! Kendriya Vidyalaya Sangathan teachers do not opt ​​for ACP and hence they are not eligible for MACP.

MACP to Teaching Staff of KVs (Kendriya Vidyalaya School) and Non-Teaching Staff

 

One of the conditions for grant of the Modified Assured Career Progression (MACP) scheme is that the earlier Assured Career Progression (ACP) scheme should have been implemented/adopted by the autonomous/statutory body. Since Kendriya Vidyalaya Sangathan (KVS) had chosen not to opt the earlier ACP scheme for their teaching staff, the question of grant of MACP to teaching staff does not arise.

Senior Scale will be granted to the teaching staff of KVS after completion of 12 years service in the respective cadre and Selection Scale will be granted after completion of 12 years service in the senior scale. However, the number of posts in the selection scale for the teaching staff will be restricted to 20% of the number of posts in the senior scale of the respective cadre.

The Senior Scale and Selection Scale will be given after screening regarding their satisfactory performance by an appropriate Departmental Promotion Committee.

Selection scale will be granted to Primary School Teachers (PRTs) and Trained Graduate Teachers (TGTs) subject to their attainment of higher qualification laid down for TGTs and Post Graduate Teachers (PGTs) respectively. However, this condition has been waived off for the miscellaneous categories of teachers of KVS.

KVS has informed that all the teachers are getting their Senior Scale in time, though some teachers may not eventually get the Selection Scale due to non-fulfilment of the prescribed criteria for the same or their retirements preceding the date of eligibility.

Having regard to the prescribed criteria for grant of selection scale, the details of eligible teachers during the current year, post-wise, is as under:-

KVS has informed that representations had been received from recognized staff associations for waiving off the condition of 20% for grant of Selection Scale to teachers and these representations have been considered and disposed off from time to time. No fresh proposal is under examination in this regard.

This information was given by the Minister of State for Human Resource Development Shri Upendra Kushwaha in a written reply to a question in Lok Sabha on 15.3.2018.

    (1)My 1st appointment as on 25th August 1988 in pay scale of 1200-30-2040 as PRT.
    (2) 2nd appointment as on 25th January 1994 in scale pay of 1400-40-2660.as TGT and pay is fixed Rs1400/that is initial pay of the post
    After implementation of 5th cpc my pay as on 1st April 2004 is 6700/ in scale pay of 6500-200-10500 after giving 1st time bond promotion without giving any increment.
    (3) on 12th Oct 2006 ,promoted as PGT in the same corresponding scale. After implementation of 6th cpc this scale falls under grade pay of Rs 4800/ and got one increment in same grade pay.
    (4) After completion of 8 years of continuous service as PGT my grade pay has been changed to 5400 (6thcpc)i.e. from L-8 to L-10 (7thcpc).as on 12th Oct 2014.
    Time bond promotion for PRT was 10-10 years ,FOR TGT 10-8 Years and for PGT it was 8-8 years.

    My service book has been verified by account and pension department.
    But now government has decided to switch off from time bond scheme to MACP w.e.f. 1st September 2009.
    (1) in what way my pay should be fixed.
    (2) I have two appointed post which of them are taken for count for MACP .

    Sir, I joined as PST in level-6 in the year 2006, after a long delay I was given a selection grade in the year 2022. At present, my scale of pay is 55200/-. May I know what will be my next fixation of salary please?

          If you’re not got 3rd fixation then give January increment option then 1-1-2023 as 56900 in MATRIX 7 & DNI on 1-1-24 as 58000 in MATRIX LEVEL 8 onwards.

    Good morning sir, just Arunachal Pradesh government implemented m.a.c.p order as 7th c.p.c..my joining date was 6th September 1996, the first senior scale date 6th September 2006, and 2 nd m.a.c.p/ selection scale on 6th September 2016. On 6th September 2016 basic 60400, level 7. Now we opted option 2 from D.N.I 01/07/2017, so under granted 2nd m.a.c.p/ selection scale 01.07. 2017 in level 8, basic 64100..M.A.C.P rule 10 of c.c.s.(R.P.) rule 2016, after qualifying 6 month period increment date 01.01.2018=66000 and so on. please clarify above fixation is true or false. please suggest from your side.

    As per 7th c.p.c. 01.07.2016 basic 60400 in level 7, g..p 4600, my selection scale i.e after 20 years fall on 6 Sept 2016 in level 8 G.P. 4800. As per Option 2, D.N.I. 1.7.2017 basic 6200, again 1.7.2018 64100 and so on. My question arises when changing one level to another, why one increment not provided against level change, as per option 2 date of next increment, after completing 6 months why annual increment not fixed on 1.1.2018 instead of 1.7.2018..why violate 7th CPC., option 2 under FR22(1)a(1) of CCS (R.P) rule/ para 6 of the ministry of the finance department of expenditure letter dated 28.11.2019. .please clarify what facts matter

      Read CCS RULE 10, as per this six months pay should be same.. As per competition of 20 years in September 2016 you give January increment option so that your pay will be fixed on 1-1-2018 62200 in MATRIX LEVEL 7 professional increment and DNI on 1-1-2019 62200 (since equal stage) in MATRIX LEVEL 8. onwards.

    i had joined as a TGT in K.V. on 04.12.2007 and i was considered on 04.12.2019 for Senior Scale. my basic was Rs. 64100 on 01.07.2019 in L-7 and KV sangathan has fixed my basic as Rs. 64100 as on 04.12.2019 in level -8. I want to know whether my basic has to be fixed as Rs. 66000/- or not.

      Since the pay upgraded in level 8 – 64100 was same as per rule the fixation “either equal to or next higher” it was fixed.

    my appointment date is 23-09-1994, have taken ist time bond promotion on dated 23-09-2006 on a scale of 9300-03%-34800 GP-4600/- then I was promoted as tgt on dated 23-09-2012. But I have not taken any scale. Now I am promoted as a headmaster on dated 23-02-2017 in the gp-4800/- My question is that my entry pay scale as on 23.09.2006 will be fixed Rs17140as per 6th pay fixation schedule 2 rule. and MACPA rule beneficial for me and how.

      Your promotion on 23-09-2012 that you may note that from the 6th CPC there’s no pay scales for the post/Designation, Grade Pay only changes from the ensuing increment from July. As per your question basic pay on 23-06-2006 was 12540 plus 4600 since it is fixation.

    02)Date of Senior Scale Sanction w.e.f. 27.08.1995(After completion of 12 years service(5000-150-8000)Fixation granted.
    03) Date of Promotion as TGT on 26.05.2010(5000-150-8000)No fixation)
    04) after merger scales 01.01.2006 as TGT(5500-175-9000)
    05) No ACP or MACP drawn till on date of retirement on 30.06.2020
    06) How to eligible MACPs please clarification

      Check up 2nd pay fixation on 1-1-2006 basic pay plus new GRADE PAY as 4200 & 3rd Pay fixation on 26-5-2010 with GRADE PAY from 1-7-2011 for promotion. Totally you got 3 upgradations of basic pay fixation in service i.e. 1) 1st ACP as one additional increment in that scale on 27-8-1995 2) on 1-1-2006 as additional GRADE PAY 4200 with basic pay 3) on 26-5-2010 as promotional benefits with next basic pay with Grade pay as 4600 from 1-7-2010, so your are not eligible for 2nd MACP & 3rd MACP. (Those who are not getting 3 upgradations of basic pay they will be given)

    I am appointed Daily Rated Clerk on 22.02.1988 after absorption regular post of Peon on 08.10.1990 and retired on 31.01.2020:-

    1st MACP granted on 09.08.1999
    2nd MACP granted after completing 20 service on 08.10.2010(excluding 50% of Qualifying Service)
    3rd MACP not granted due to lack of regular service

    in this connection, 50% qualifying service for 1 year 3 months 17 days
    Regular Service 29 year 3 months 25 days + CLR Service 1 year 3 months 22 day: Total qualifying service 30 years 7 months 17 day/61 half of the months for eligible pension and Pensionery benefits at the time of retirement.

    Note: I can possibly add daily rated 50% qualifying service for eligible 3rd MACP or not pl. clarification?

    I have been working as TGT(SS) going to retirement due in the month of June,2022, undergone fistula surgery on 14/10/2021 on emergency i.e during mid term vacation from 12/10/2021 to 24/10/2021. As I couldn’t join the duty on 25/10/2021(reopening day) I intimated the same matter to our Secretary, CAO and Principal through mail, requested for 15 days commuted leave. Again as the surgery wound isn’t healed, daily dressing is going on, I requested the authorities to extend the leave upto 20/11/2021. I joined on 22/11/2021. Our authorities are saying to apply for leave from 14th onwards, though that date is falling in vacation. I mean to say that I am losing my vacation. Is the same rule followed everywhere? Kindly justify my query.

      Get the Medical certificates & Fitness certificate from the Doctor. On the basis of that they will treat the leave period as comutted leave if available in your account.

    I joined as PRT on 20/06/1989 with Pay scale:1200-30-1560-40-2040.
    As per 5th pay commission, my pay was fixed @4300 in the pay scale:4000-100-6000 as on 01/01/1996.
    As the pay scale changed to 4500-125-7000 on 19/06/1998, my pay was fixed @4750 from 01/01/1996.
    I got promotion on 22/01/2001 in direct recruitment and pay fixed @5675 in the pay scale:5500-175-9000
    On 31/01/2006, my pay was 6550, but fixed @ 12190+4200(GP) as per 6th pay commission, in the pay scale:9300-34800 which is given against 7450-225-11500 of 5th pay commission.
    Again changed to 4600(GP) from 01/07/2010 and my pay was fixed @12190+4600(GP).
    After 12 years of service as TGT, I was given, Senior scale with a pay fixed @16700+4800 as on 01/07/2013.
    As on 30/07/2016, my pay was 18021+4800.
    But ,as per 7th pay commission, my pay was fixed at 60400/-.
    Now the present pay is 70000 as on 01/07/2020
    My queries are…
    1) Entry pay for TGT in 6th commission is 12540+4600…but I was given 12190+4600
    2) My juniors are drawing more pay.
    3) If MACP is implemented,
    then what would be my pay at the time of retirement, that is on 30/06/2022.

      Entry pay is only for new recruits. You’re not eligible for MACP since you got 5 upgradations of basic pay fixation in service. MACP is for those who are not getting promotion as 10/20/30 years they only given 1/2/3 MACP upgradations of basic pay respectively. Have you got 25 years verification service are done are not if it will be verified by your Pay & Account Officer of your records you will get changed in your basic pay before your retirement.

    Sir, I got 2 fixations entier service only. On 1.1.1996 merger scale from 5000-150-8000 to 5500-175-9000 w.e.f 16.6.1994 instead of 1.1.1996 senior scale

      There’s no pay scales in the 4th CPC pay scales of 5000- 150-8000 on 16-6-1994, at that time 1400/1600-2000/2660.. 5th CPC starts from 1-1-1996 only both the scales are mentioned in 5th CPC.

    I was appointed as a SGT on 16.6.1982. On 16.6.1994 I was granted senior scale GP 4200/- and 1.1.96 change GP 4600/-.On 12.8.2001 I was promoted from SGT to TGT in
    the same grade pay 4600/- No increment no pay fixation. On 30.6.2014 I completed 30 years service but no selection scale. I should have been given either one increment at the time of promotion or selection grade on completion of 30 years service. What should be? Please reply.

    I was appointed as an SGT on 16.6.1982. On 16.6.1994 I was granted senior scale GP 4200/- and 1.1.96 change GP 4600/-. On 12.8.2001, I was promoted from SGT to TGT in the same grade pay 4600/- No increment no pay fixation. On 30.6.2014 I completed 30 years of service but no selection scale. I should have been given either one increment at the time of promotion or selection grade on completion of 30 years of service. What should be? Please reply.

      Mention your basic pay with scale of pay on joined date & your last basic pay? Because as you said the grade pay was introduced in the 6th CPC from 1-1-2006. As you mentioned in 1994, 1996 & 2001 there’s no grade pay.. In my opinion you got 1st ACP as additional increment in the scale of of pay & 2 promotions on 1996 & 2001, these seems you got 3 upgradations of basic pay in service, so it was treatment as 10/20/30 years as ( Grade Pay of 2800, 4200 & 4600) respectively. One employee will get only 3 fixation in service as per the rules.

    My sister has been promoted to Senior Scale w.e.f.13/09/2019 in KVS. Since Kendriya Vidyalaya has chosen to adopt ACP Scheme.On date of promotion, her Pay Level has been changed i.e., from Level 6th to Level 7th in Basic Pay 50500/- which is matching to the basic pay in Level 6th. She has not been allowed any promotional/notional increment on her promotion. She has just been allowed only normal accruing increment on her DNI i.e., on 01/07/2020.
    Please clarify whether she eligible for any promotional increment or not. Please fix her pay on her promotion. She was drawing Basic Pay Rs.50500 at the time of her promotion.

      What’s her pay fixation of service? Why she hasn’t given January increment option? If her fourth fixation in her service no any other pay f until retirement. DNI on 1-7-21 of 52000/- only.

      It will be decided by your promotion date & giving your option increment on basis it will given in the ensuing year to the MATRIX LEVEL of basic pay.

    I was appointed as a TGT on 31.7.1992. On 31.7.2004 I was granted senior scale G. P. 4800/-. On 26.11.2010 I was promoted from TGT to PGT in the same grade pay 4800/- No increment, no pay fixation. On 31.7.2016, I completed 24 years service but no selection scale. I should have been given either one increment at the time of promotion or selection scale on completion of 24 years service. What should be? Please reply.

      As per you mentioned GP you might have joined in service 5th CPC scale (equipment to 6th CPC GP as 4200) so first promotion in GP as 4600 & 2nd promotion as GP 4800, so your 3rd promotion or 3rd MACP upgradations of basic pay whichever is earlier on completion of 30th year as on 1-1-2022 in MATRIX LEVEL 9 as per 7th CPC RULES.
