OFFICE MEMORANDUM

Subject: Journey to Headquarters on LTC in respect of dependent family members of the Government servant – Clarification reg.

The undersigned is directed to refer to this Department’s O.M. No. 31011/14/86- Estt.(A-1V) dated 08.05.1987, which inter alia provides that the Govt. servant and the members of the family may claim LTC independently, however, reimbursement in such cases will be restricted to the actual distance travelled by the family or the distance between the headquarters/place of posting of the Government servant and the place visited/hometown, whichever is less.

2. Restriction of reimbursement to the distance from the Headquarter/place of posting creates an anomalous situation where the Government servant seeks to avail of LTC in respect of members of the family to the Headquarters/place of posting either from the Home town of the Government servant or from anywhere else. For illustration, a dependent child of a Govt. servant (posted in Delhi) staying and pursuing studies in Mumbai may visit a Government servant at his Headquarters/place of posting (i.e. Delhi) on LTC, however, reimbursement in such case shall be admissible for distance between the Headquarters and place of visit (which in this case is Headquarters itself), which shall be NIL in this case.

3. To resolve the issue, the matter has been considered by this Department in consultation with Joint Consultative Machinery – Staff side and Department of Expenditure. It is clarified that full reimbursement as per the entitlement of the Government servant shall be allowed for journey(s) performed on LTC by the family members from any place in India to Headquarters/place of posting of the Government servant and back. When such journey is performed from the Home Town, the LTC shall be counted against ‘Home Town’ LTC and in case the journey is from any other place in India, then it shall be counted against ‘Any place in India’ LTC.

4. The provisions of this OM (para 3) will have prospective effect.

    I availed LTC to Kanyakumari for the block year 2018-19 in respect of myself, wife and two children and my mother. During the visit my mother was picked up on the way from my home town (Bangalore) to Kanyakumari. On return journey, we all came to Delhi. I am stated that the HOO did not allowed since my mother did not accompany the family from Delhi for availing LTC. Please clerify.

    Sir, I and my family availing home town LTC with pre sanction Earn Leave .At home town felt sick.
    When I felt relief from my illness ie 31st Oct 2018 and I took fitness from the competent medical
    authority at my hometown on 31st Oct 2018 at 12.40 pm and accordingly the doctor certified my
    fitness for reporting to duty on 1st Nov 2018. I .commenced my journey at my hometown on 31st Oct at 4.20 pm and
    it took 27 hours journey from my hometown to duty place and I could report for duty on 2nd Nov 2018(working day).
    Sir, this condition which leave applicable for one day journey period?
    ie :- Earn Leave + commuted medical leave with medical certificate+ ?(Journey period)

      This is to inform you that journey period is allowed in the official duty with T.A. allowance. Not in the case of LTC in personal purposes. Better you change your HOME TOWN in your place of duty. So that H.R.A & Transport allowances are given for duty place not in the home-town. If any R.H. on that day it can be permitted, otherwise it will be treated as EOL.

    sir,
    pl clarify my family avail ltc 80 fare (hometown conversoin) my g.pay 4200 . delhi to chennai by air.(to & from) own booking . chennai to portblair by air india booking by m/s ashoka travel ltc 80 fare to and from. my office given to me delhi to kolkta local train basic fare and kolkta to portblair online august list of fare .my question is this i have booked ashoka travel and paid tax ,gst charges.why given from kolkta

      sir,

        Since you are in pay level 6 in the 7th CPC are not entitled for air travel. If train services are not you should travel by ship in lower class. Luckly they have restricted your journey at KOLKATA.
