Office Memorandum

Subject: – Freezing of Dearness Allowance to employees drawing CDA pay scales at current rates till July, 2021-regarding.

The undersigned is directed to forward herewith a copy of the Department of Expenditure (DOE)’s OM No. 1/1/2020-E.II(B) dated 23rd April, 2020 regarding freezing of Dearness Allowance/Dearness Relief of Central Government employees and Pensioners, for bringing the same to the notice of Central Public Sectors Enterprises (CPSEs), under your administrative control for necessary action.

    It is quite unfortunate that the increased DR 4% of Ex-Servicemen are withheld till next June 2021. Poor Ex-Servicemen who struggled in the war fields during the 1962 Chinese aggression, 1965 and 1971 Pakistan wars had undergone much troubles and sacrifices. Most of them are very aged and are expecting their call from the top for good due to illness and aged problems. As such it is cruel to curtail the increased DR from their Pension for such a long period. There are so many other ways to meet the financial needs of the Country in the present stage, rather than making the poor old age stricken Jawans more poor who are waiting for their final call from above. Some of them may not be even alive till July 2021.
