Fixation of Pay on Promotion / MACP in 7th Pay Commission

The Benefit of Promotion brought down more by 7th Pay commission

Getting Three Promotion in a span of 30 years of Government service is not an easy task.

To ensure this, 5th Pay Commission introduced ACP scheme to give Financial Upgradation for those who are not getting Promotion in twelve years.

Sixth CPC has made some changes in the scheme and ensured three Finacial Upgradations through MACP Scheme.

But the recommendation of sixth pay commission for granting of MACP in Grade Hierarchy lead to many troubles. It recommended to grant 3% increment and Difference of Grade Pay on account of Pay fixation on Promotion/MACP.

Since there is very less amount of difference between successive Grade Pays, it seems that Promotional benefit are very less. Further the difference between Grade Pay and Promotional Hierarchy created many anomalies.

And demands were laid before 7th pay commission to resolve all these issues regarding MACP and 7th pay commission was expected to recommend for grant of MACP in 8, 16 and 24 Years instead of 10, 20 and 30 years respectively. But no change has been recommended by 7th Pay commission in this regard.

The different thought process of 7th Pay commission exposed in its recommendations in respect of MACP.

The illustration given below is the example for that…

Assuming two Govt. servants ‘Á’ and ‘B ‘joined Govt Service on same day and ‘A’ gets Promotion in October 2015 and ‘B’gets Promotion in February 2016, the Pay Fixation to be done for their Promotion is given below..

    0n 30.05.2017 I promoted LDC to UDC in the grade pay of rs.2800 and and pay band is Rd 13870 what promotional benefit in my service but kvs has no benefit given to me I have been getting same salary in seventh pay commission

    Sir I draw basic pay RS 11400 grad pay RS 2800 in pre revised pay now I am promoted in grade pay RS 4200 on 24/7/2016 and opted to second option seventh cpc . Pse clarify whether my pay fixed in 7th cpc

    सर मैं सोचो पायलट शन्टर बेसिक पे 35300और ग्रेड पे 2400था मैं लोको पायलट गुडस् मे नवम्बर से प्रोमोशन मिला जो कि पायलट गुडस का शुरूवात बेसिक 35400और ग्रेड पे 4200 है। मुझे किस श्रेणी के बेसिक पे मिलेगी।

    I am promoted grade pay rs.4200 on 24/7/16 I draw rs 11400 and grade pay rs 2800 in pre revise pay how can my pay fixed, I opted second option for fixation of pay of seventh cpc. Pse clarified

    I got promotion on 25/12/2017 (gp 4800) .
    my pay 62200/-
    I qualified appendix 3A Exam..

    while fixation how to consider qulificaiton pay & difference of grade pay?

    I was in level 7 and basic pay was Rs.62,200/- on July 2016. Now, I got financial up gradation under IInd. MACP w.e.f. 10.11.2016 in level 8. My quarries are that –

    1. What basic pay will be the fixed on 10.11.2016 ?
    2. Can I opt Jan. 2017 & so on for further increment ?
    3. If not, next increment on July 2017 will be admissible to me ?

    Query: B is senior than A in service in the Indian Railway. A & B both ware in the scale Rs.9300-34800 GP Rs.4200. After 7th CPC fixation at present A’s pay is Rs.38700 and B’s pay is Rs.39900.on April’17 both are getting promotion through the same panel to Higher grade (i.e GP Rs.4600 of previous system).
    What will be the comparison of their pay after promotion?

    Sir I got operation on 25 DEC 2015 due thyroid and was on leave till 14 jan 2016.I was got UDC promotion on 1 Jan 2016. But I assumed duties on 15 Jan 2016. Pl intimate me whether I am eligible for increment on 1 jul 2016. But they have not given me increment stating that I was absent on 1 Jan 2016. And also I have not got any pay of 7 the pay commission as we have opted for pay fixation. Pl advise me

    I was senior clerk as on date : 01-01-2016, my pay scale 7640+2400 GP and I was reverted as a junior clerk on date : 26-06-2016, my pay fix 7360+1900.

    my promotion date : 02-11-2015, how to pay fix as on date : 26-06-2016 and 01-07-2016 in 7th pay commission.

    Please clear this a employee who got MACP 4600 in 6th pc on promotion to 4800 grade pay in 6th pc gets only difference of grade pay is only 200 in 7th pc there is no grade pay so how to fix pay of the employee who got MACP 4600 in 6th pc and promoted to 4800 grade pay in may 2016

    A is senior than B both pay as on 01.01.16 is 17990 including GP 4200 both are due for MACP, A got MACP on 15.06.16 and B got MACP on 01.07.16 in GP4600 now as per seventh pay commission as on 01.07.16 the basic of A will be RS 49000/- and basic of B will be Rs 50500/- it means junior become senior and senior become junior please look into the issue and resolved immediately

    1) I joined DDA on 12.5.1986.as Junior Engineer (Pay Scale 425-15-500EB-20-700/-) -3rd CPC

    2. 4th CPC :
    a) I was granted higher pay scale of’ Rs. 1640-60-2600-EB-75-2900 wef 12.5.91 & fixed Basic at Rs. 1760/- wef 1..5.93 vide EO no. 68 dated 24.5.93.

    3. 5th CPC :

    a) I was granted Pay scale of Rs. 5500-175-9000 & basic fixed at Rs. 5850 wef 1.1.96

    b) I was granted 1st upgradation (payable on completion of 12 yrs service) under ACP Scheme in the pay scale of Rs. 6500-200-10500 & fixed Basic at Rs. 6700 wef 9.8.1999 . DOI of next year August of subsequent years

    4. 6th CPC :

    a) I was granted Pay scale of Rs.9300-34800 plus GP of Rs. 4600/- & Basic fixed at Rs.14700 /- plus Grade pay Rs.4600 wef 1.1.2006. Next DOI : July of subsequent years

    b) I was granted 2nd Financial upgradation under MACP Scheme in next Pay Grade of Rs 4800 & Basic fixed at Rs. 17140 plus Grade pay of Rs. 4800/- wef 1.9.2008.

    c) I was promoted as Assistant Engineer in September, 2009

    c) My promotional hierarchy is : Junior Engineer – Assistant Engineer – Executive Engineer (Pay Scale 15600 to 39100 plus GP 6600/-) – Superintending Engineer (Pay Scale 15600 to 39100 plus Grade Pay of Rs. 7600)

    Now I want to know

    1. When my 3rd MACP falls due ……….. (In my view May, 2016)
    2. How my pay will be fixed after grant of 3rd MACP under 7th CPC (I opted revised pay structure (7th CPC) wef 1.1.16

    on 01.01.2016 my basic pay with pay band is 17990 ( 13790 + 4200 ) .
    as per 7th PC my pay fixed 47600 as on 01.01.2016.
    i got increment on 01.07.2016 in pay band 4200 is Rs 4900.

    Now I got MACP on 15.06.2016 to pay band 4600.
    what is my fixation on 01.07.2016 without option & how much get extra amount

    I have been promoted as Junior Accounts Officer in PB2- Rs.9300-34800 + GP4600 from the post of Superintendent PB2- 9300-34800 + GP4600 on 1.0.08.2016. While fixing my pay as per 7th CPC the pay fixed in the post of Superintendent w.e.f 1.1.2016 with D.N.I .01.07.2016 at Rs. 58,600 in level 7 of Pay Matrix. Since, my promoted post is in the same Level 7 , While fixing my pay in the promoted post whether my pay is fixed at Rs. 60,400/- in level 7 or Rs. 62,200/- in level 7

    3% pay increment on 1st ACP for my pension revision on MACP is disallowed by the PAO, GSI, Lucknow. He has granted without this pay increment in contravention of departmental administrative approval and as it has been granted to my counterparts at GSI, Nagpur. DOPT has advised the Hon’ble Secretary, Mines to resolve my grievance expeditiously and in case there is any doubt then clarification can be obtained from DOPT.. ADG & HOD, GSI, Lucknow has approved decision of the PAO in suppression of his previous approval. GSI and PAO are not ready to seek clarification from DOPT. 4 years of indecisiveness, 16 registered PG Portal grievances have failed to resolve this uncertainty. I invite expert comment please.

    MY QUESTION IN THE ABOVE ILLUSTRATION IS THAT IF B TAKES OPTION TO FIX HIS SALARY FROM JULY 2016 AFTER FIXATION OF HIS SALARY AS PER FIXATION RULES IN 6TH CPC THEN
    PAY AS ON 30/06/2016 12200+2800= 15000
    PAY AFTER GRANT OF INCREMENT DUE TO PROMOTION 450
    ANNUAL INCREMENT AS ON 01/07/2016 470
    PAY AS ON 01/07/2016 13120+4200=17320 ( AS New Grade P would be 4200)
    MULTIPLYING BY 2.57 17320×2.57= 44512 as per pay matrix level 6 B’s pay would be fix at rs. 44900/ w.e.f. 01/07/2016 next increment on July 17. please comment.

    1. Sir, my pre revised basic pay (including grade pay of Rs.5400) as on 1/1/2016 was Rs. 28810 and my MACP is due in November 2016 in the grade pay of Rs. 6600. Can I get my pay fixed in the revised pay structure with effect from November 2016 as I will be getting a benefit of one step up by that way.

    2. My junior was drawing pre revised pay of Rs. 28780 as on 1/1/2016 and his MACP is due in Dec. 2016. If I opt for pay fixation in the revised structure from Jan. 16 and My junior opts for pay fixation from the date of grant of MACP in Dec. 2016. Will I get the benefit of stepping up of my pay at par with him in Dec. 2016.

    My request is whether MACP is to be given on promotional grade pay or next grade pay level as per 7th PC. If it is in promotional grade pay level, what will be fixed to those who have got MACP in sixth PC? The ppay parity should be clearly explained to those who have got MACP in 6th PC. Otherwise they will have to loose their level of pay to their juniors. Please clearly explai n.

    I got my 3rd MACP in 8-Jul-2016. If option is provided from 8-July-2016, then arrear is not eligible for me, but in MACP the increment is eligible from 1-Jan-2016 option.Whether i am eligible to get arrears or not?

    DOPT;s orders are still awaited for those pensioners who are drawing 1/3rd restored pension and had drawn lump sum at the time of permanently absorption in CPSU. This may kindly be looked into so that such pensioners may also get pension in the month of August,2016 as per VII pay commission.

    The fixation formula of those pensioners who are drawing 1/3rd restored pension who had drawn lump sum at the time of absorption in Central Public Sector Undertaking in public interest has not yet been finalized. The Govt. orders of VII pay commission in respect of such pensioners have also not been issued.. This may kindly be done at top priority so that such pensioners may also get their pension as per VII Pay commission in the month of August,2016

    My MACP falls in May’ 2016. On 01.01.2016, my Basic pay was Rs.24150/- (Rs.19550 + GP Rs.4600/-). I gave my option for MACP fixation w.e.f 01.07.2016 i.e. before the notification for declaration for fixation of 7th CPC. In the month of July’2016 after giving the benefit of MACP, my pay has become Rs. 25830/- (Rs.21030 + GP Rs.4800/-. But yesterday I came to know that my pay has been fixed in Rs.25080/- ( Rs.20280 + GP Rs.4800/) from May’2016 that means I directly loss Rs.750/- from my basis as per the fixation of 7th CPC. What will be my BP as on 01-01-2016 and after MACP on 01.05.2016 ? What is the best option (Option for Jan’16 or July’16) in my case for getting better financial benefits ? . May any knowing/concerned authority explain how to fix the pay ? Please reply.

    Anamoly is… my junior is getting more pay since 4th pc as he became udc in the early 90s thr’ deptl. Exam in jaipur. He got reversion to ldc and joined here. He was given pay protection. he again became udc by writing dept. Exam in 2011. I became udc in 2008. Whether i can ask for pay fixation on par with my junior whose pay is more in pre revised as well as after 7th pc.?

    Basically ACP was devised for the lower staffs who are devoid of timely promotions so that they are at least financially benefited and according they were given the financial benefit which is actually due on promotion which was obsoletely correct and good going as everyone was getting their due in time . But on introducing the MACP along with the 6th CPC the entire lot at the lower level got effected.
    for eg; An LGC in the grade pay of Rs 1900/- gets the revised grade through MACP of Rs 2000/- after working hard for 10 long years instead of getting Rs 2400.- the grade pay of HGC. The difference/ gap in the grade pay of the staffs in lower level is that narrow that they are hardly benefited through the implementation of MACP. The Govt Staff/ officers at PB-3 and above Level is always benefit as the gap between the gay pay is good enough and more over they get time bound promotions.
    None of the staff /officers at the lower level in PB-I and PB-II are Happy with the implementation of MACP.

    It would have been appropriate if ACP in 8, 16 & 24 years is implemented and the financial benefit of the post in next hire racy on actual promotion is provided

    I promoted in May 2016 from grade pay 4800 to 5400. My basic pay was 27520 in lower post I/c grade pay. My pay fixed Rs. 28850/-as on 01..7..2016 . what option will I give for DNI?

    In Given Example, Clearly Mr. B, on recurring basis losing the date of increment by 6 months. The BP that should he get in the month of July-2016, he will get in January-2017, that is also curtailment of his annual increment which was due from july-2015 to july2016.Is it not contradictory to the service rule? as he is losing 1 increment without any punishment,
    Also he has availed MACP, prior to notification and has also drawn Revised basic on 01.07.2017 in OLD scale.Since he has already opted to have GP benefit on February and MACP increment benefit on July-2016, although he has opted to take effect from date of MACP, his basic should be fixed as:
    1. Revised BP on Date of MACP=a=Equivalent (Drawn BP*2.57)
    2. Revised BP as on 01.07.2016 : a +MACP Incr, + Annual Incr.
    Next Increment date: 01.07.2017
    It will make both A and B’s Basic equal which follows general Service Rule and Rule of Arithmetic.

    I promoted from GP-2800(level 5) to Rs. 4200(level 6) on 01-01-2016 . I wish to choose option –II ( I want to choose my revised pay(7th CPC) w.e.f. 02-01-2016 i.e, next day of my Promotion date) as mentioned below as this is beneficial to me and my pay will be gained six month higher pay than I opted for option I.

    Option –I:- (if I choose my revised pay (7th CPC)w.e.f. 01-01-2016 i.e, on my promotion
    date)
    i) as on 31-12-2015 my basic (BP+GP) is Rs. 16500 (13700+2800)
    ii) as on 01-01-2016 in revised structure my basic will be Rs. 16500 x 2.57
    = 42500 i.e, Rs. 42800 in level 5 & pay will be fixed at Rs. 43600 in level 6
    iii) as on 01-07-2016( next increment date) pay will be fixed at Rs. 44900 in level 6

    Option –II:- (if I choose my revised pay(7th CPC) w.e.f. 02-01-2016 i.e, next day of my Promotion date)
    i) as on 31-12-2015 my basic (BP+GP) is Rs. 16500 (13700+2800)
    ii) as on 01-01-2016 (on promotion) in pre-revised structure my basic will be
    Rs. Rs.18400 [BP+GP=Rs. 14200+4200]
    iii) as on 02-01-2016 (next day of my promotion) in revised structure(7th
    CPC) my basic will be will be Rs. 18400 x 2.57=Rs. 47288
    i.e, pay will be fixed at Rs. 47600
    iv) as on 01-07-2016 pay will be Rs. 47600 in level 6

    Please inform me whether I can opt for option II & be benefited as mentioned above. Please guide me.

    I promoted in April 2016 from grade pay 4200 to 4600. My basic pay was 18870.00 in lower post/grade. My pay fixed Rs. 20430/- w.e.f. 1..7..2016 . what option will I give for DNI?

    Juniors have promoted. In 18 yrs services I got one promotion and they got two promotions. Further at the existing 28 yrs services they are about to get the 3rd MACP as per MACP SCHEME.Therefore kindly intervene the matter for the proper justice. Thanking you Sir fervently.

    Sir I was granted MACP of Grade Pay Rs. 2800 in Nov 2015 and pay was fixed after giving increment Rs. 11290 + Grade Pay 2800 = Rs. 14090. Thereafter i was promoted to Grade Pay 4200 on 01/04/2016, as such my new pay after promotion is Rs. 11290 + Grade Pay Rs. 4200 = Rs. 15490 and as per 6th CPC i am entitled for increment in July 2016.

    What will be my option for fixation in 7th CPC and what will be my matrix pay

    My case is also same to rajiv I am also promoted on 01.04.2016 from 2800 to 4200. Ananya gives comments to opt for 7th CPC w.e.f 01.07.2016. Yes there will be little loss in arrear but my basic will increase, if it is true. But in the Explanation-1 of para no. 5 of gazetted notification it is mention that “the option to retain existing pay structure under the provisios to this rule shall be admissible only in respect of one existing pay band and grade pay or scale”. So, promotion means change in grade pay or scale that means we can’t opt on 01.07.2016. so, please clarify if we can opt for 1st july than it will be beneficial.

    what will be hra and ta. whether hra will be based on the pay as on 01.01.2016 or 01.07.2016. whether ta will be 1600 or
    1600+125% DA on 1600 i.e. 3600 or
    1600 + 119 % DA on 1600 i.e. 3504 when a person.

    Sir My basic pay in 1-1-16 Rs.10,660+GP Rs.2,400/- and i got MACP on 8-3-2016, and after getting MACP my basic pay fixed in 1/7/2016 Rs.11,470/- + GP Rs.2,800/-. Please clarify after 7th cpc what i s my basic pay in 1-7-2016.

    Dear Rajeev, I think you should opt for 7th CPC w.e.f. July 2016 on opted pay fixation. There would be little loss of arrears of salary but you would be gaining more interms of opting 7CPC w.e.f. july 2016.

    The employees who get promotion/MACP between 2nd of Jan and 29th of June, the will be given an increment on promotion and their next (regular) increment will be due on 1 Jan of next year,

    Do such employees can opt fixation of the pay on promotion/MACP after having their regular increment (July) as provided under 6PC.

    The anomaly will be remain because Mr. B have lost difference of grade pay on fixation as per 7th pay scale. As per 7th pay commission only 3% increment will be given on promotion. Then what is benefit on promotion because the same increment will get on existing post. The anomaly is to be resolve by Admn. to bring equal to the both employee A & B.

    There are some other example which contain anomaly. I promoted in April 2016 from grade pay 4200 to 4600. My basic pay was 19010.00 in lower post/grade. My pay fixed Rs. 20770/- w.e.f. 1..7..2016 . Now as per 7th pay commission, 19010×2.57= 49000/-. On fixation on promotion= 49000×3% increment =50500/- While option is given for fixation w.e.f. 1.7.2016 on existing pay scale i.e. 20570×2.57=53600/-

    In other issue my junior appointed later to me and promoted in 2 steps. Now we are both in same post/grade. Whether my pay can stepped up equal to his basic pay. at present on fixation ?.

    Mr B will be given option before fixation of pay in Feb. If he opts to fix it from 1st Jul, then the calculations would be different. Mr B will first be given two increments in old scale, the resultant amount would then be multiplied by 2.57 factor and then its equivalent or higher amount would be located in the next level.

    If i was promoted on 31.3.16
    my pay on 1.1.16 is Rs.5860+GP 1800
    I opt for promotional benefit from 1.7.16 ,so I got 2 increments on that date.Am, I can opt july 1 as my 7th cpc option date
    If so can I get Rs.(6330+1900)×2.57

    The promotional benefit in between 6 th pay commissions and 7 the pay commission affected in pension…. Mathur had no basic idea to solve this problem… If he multiply the factor with band pay then this ammonolysis not come…to save high grade pay employees mathur done this work…now it will be rectify by getting ratios system…..6 is to 1 will be rectify the anomalies., in getting promotion from 2800g.p. to 4200…..

    My grade pay is 4600 in macp of VIth PC in the railway accounts department. As per VIIth PC, MACP would be given on hierarchy basis. When there is no 4600 grade pay in the promotional cadre, next higher grade pay is 4800 only, I want to know whether my grade pay would be changed into 4800 grade pay level ( i.e. from level 7 to 8) automatically or not ? If yes, how will it be fixed? Please clarify. Thanking you.

    I have a question.
    Will there be any salary benefit if someone get promoted in 5 years?
    I mean how will they define what should he get when he gets promoted from LDC to UDC in 5 years.

    Will there be only post benefit or will there be also financial benefit?
    As I’ve seen in 7th Pay Matrix they have defined almost 28 years of service, but I don’t understand what will happen when someone has completed 10 years of his service, when there is no grade pay system, how and what benefits he is gonna get?

    The anomaly in pay fixation on promotion needs to be addressed. Because same employee will get less pay on getting promotion as per 7th CPC calculation than 6th CPC…….Anomaly….Defective Commission Report.

    I am also govt officer but would want to say without any prejudice that without any efficacy test giving 3 promotions in service span is not a good logic as many of our colleagues after 25 of service even are able to write their leave application in English. If they are given a chance to serve in a grocery/ration shop they surely get kicked off, till now they are not able to get 7000/-P.M. But fetching 55000/-p.m.This happens only in my INDIA .ARABIAN HORSE N DONKEY IN ONE LINE .HAA HHA .
