CREATION OF THE POST OF CHARGEMAN IN MES
1. It is to intimate that the creation of the post of Chargeman in MES has been a persistent demand from various Federations. This HQ had therefore initiated a casse with Ministry of Defence in Feb 2007, that is, before 6th CPC recommendations came into force. Now Ministry of Defence has returned the file saying that the sme be re-examined inthe light of present scenario.
2. It is to be noted that the post of Chargeman is proposed in the Pay Band-2 with grade Pay of Rs. 4200, i.e the same grade Pay as that of MCM. Moreover, in MES the post of JE is already there as a supervisory post to supervise and mange the work of Industrtial Staff. The grade pay of JE too is Rs. 4200. It is thus evident that if the post of Chargeman is created in MES, there will be three posts with equal grade pay. i.e. Rs. 4200/-, and hence a clash of interests and problem of seniority ar e aclear possibility.
3. In view of above, you are requested to offer your comments on the following aspects:-
(i) Is the posst of Chargeman reqired in MES as there is already the supervisory grade of JE to which eligible industrial employees can get promoted?
(ii) What would be the nature of duties of Chargeman vis-a-vis MCM and JE?
(iii) What will be other modalities so as to prevent any clash of duties and seniority among MCM, Chargeman & JEs?
(iv) How will the issue of MACP for MCM and Chargeman be resolved ?
4. It is requested that your comments on above points and also on other points as your deem fit may please be forwarded so as to take further necessary action in this regard.
