There is no specified official website for Central Government employees. The Department of Personnel and Training (DoPT) is the one of the official website for Central Govt employees. All orders, clarification, circular and instructions on all service matters are finalized and issued by this department only.

And another website is Department of Expenditure (DoE). This department issued gazette notifications, amendments, circulars about all allowances including Dearness Allowance and bonus ect.,
