House Rent Allowance Calculation from Basic Salary for Central Government Employees
Calculating the House Rent Allowance for Central Government Employees is a crucial task. It’s important to follow the Income Tax Exemption rules on HRA to avoid any discrepancies. The HRA rate has been revised after the 7th Pay Commission. According to the guidelines, HRA is an allowance given to employees to cover expenses incurred in renting residential accommodation based on their job level. The 6th CPC recommendations stated that HRA should be paid at a rate of 30% for X category (population of 50 lakh & above), 20% for Y category (5 to 50 lakh), and 10% for Z category (below 5 lakh) cities. However, the 7th CPC has recommended a reduction in rates to 24% for X category, 16% for Y category, and 8% for Z category cities.

In order to maintain a standard of living for employees in various cities, the minimum rates for HRA have been established. These rates, which vary based on the class of the city, will not fall below Rs.5400/-, 3600/-, and 1800/- for X, Y, and Z class cities, respectively.
As the Dearness Allowance (DA) surpasses the 25% mark, there will be a revision in the rates of HRA for cities classified under X, Y, and Z categories. The revised rates will be 27%, 18%, and 9%. In the future, when the DA crosses the 50% threshold, there will be yet another revision, with the rates being further revised to 30%, 20%, and 10% for cities categorized as X, Y, and Z respectively.
Central Government employees who are posted in cities such as Faridabad, Ghaziabad, Noida, and Gurgaon can now receive HRA at the same rates as in Delhi (classified as an ‘X’ class city). Similarly, those posted in Jalandhar Cantt. can get HRA at the rates of Jalandhar (classified as a ‘Y’ class city), while those in Shillong, Goa, and Port Blair can get it at the same rates as Chandigarh (classified as a ‘Y’ class city). Furthermore, Panchkula and S.A.S Nagar (Mohali) can also receive HRA at par with Chandigarh.
The previous allowances associated with CILQ, FAA, and SNLQ will no longer be in effect as an independent allowance. The qualified employees will now be subject to the updated guidelines for Housing intended for personnel below the rank of officers (PBORs).
According to the 7th CPC Report, it is advised that while calculating HRA, additional components such as NPA and MSP should not be taken into consideration.
