OFFICE MEMORANDUM
Subject:- Travelling Allowance Rules – Implementation of the Recommendations of the Seventh Central Pay Commission Consequent upon the issuance of this Departments O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA), various references are being received in this Department seeking clarifications regarding admissibility of Composite Transfer Grant (CTG) and TA/Daily Allowance (DA).
2. The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that admissibility of CTG and Transportation of personal effects on Transfer and Retirement will be regulated as under:-
i. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have been shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.
ii. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge on/after 01.07.2017, the employee will be eligible for CTG at revised scale of pay. As the personal effects would be shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.
iii. In case of retirement, if an employee has retired prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

Sir,
I joined in IIT 3 months ago and I have applied for transportation charges for shifting my household items but administration said that i am not eligible. because my earlier job was contractual in state govt institute. They have asked 5 years of experience in govt/contract in the notification. Please tell me whether I am eligible to get these benefits are not.

If the transfer orders were issued you can take as advance.
What is the rule for luggage transport allowance to retired railway employee
CTG is for after retirement given to settle is transport allowance to his/her home town of luggage for all the central government retires.
I have shifted my luggage by road on pt trasfer from kapurthala to mathura by road. I have hired a truck through an agency. payment made to him and cash receipt taken bearing PAN number. Now audit asking for GST number and tax detail. Pl guide me as to how replied to audit to get my payment. Transporter does not have the GST number. Please help me
Try to give the owner’s signature with their vehicle registration No. in his letter head in printed. In his he is also having their State CST No. In it. It is one of proof. for AUDIT.

My quarry is with ref to composite transfer grant (CTG ) on transfer. . .
1- Police pers of level 1 to 4 are entitled 1500 kg luggage @Rs. 15/-per Km
2-he has submitted claim 6000kg@rs.50/-per km as he has been granted non functional upgradations
3- office opined that grade and rank is determined with ref to entitlement. Although he is getting higher pay due to non functional upgradation. His pay changed but level not changed
===please clarify claim can be admitted as per para 1 or 2 above.
I have been relieved on 09/06/2017 and joined new place of posting on 24/07/2017. I shifted my personal effects in June 2017. Hence I can claim transport allowance at pre revised rates i.e. as per 6 the CPC. But Composite transfer grant 100% will be of basic pay of May 2017 or not. If not that on which months basic pay I can claim. Please advise with related order.
