Pay Fixation in the New Pay Structure : The fitment of each employee in the new pay matrix is proposed to be done by multiplying his/her basic pay on the date of implementation by a factor of 2.57.

The figure so arrived at is to be located in the new pay matrix, in the level that corresponds to the employee’s grade pay on the date of implementation, except in cases where the Commission has recommended a change in the existing grade pay.

If the identical figure is not available in the given level, the next higher figure closest to it would be the new pay of the concerned employee. A couple of examples are detailed below to make the process amply clear.

According to the calculator an employee in level 4 with basic pay 35300 promoted to level 5 pay fixation shows 37000…but an employee wit basic pay 35300 get promotion from level 4 to level 6, fixation shows 36500, which is 500 less than level 5. In level 4 after 35300 all cell have this difference when fixed to level 6..

I am working as a upper division clerk since 17.9.2007 and my pay at present is fixed at index 10 level 4 i.e. 33300/-. I am supposed to get the annual increment in July 2017 and then my pay will be fixed at index 11 level 4 i.e. 34300/- from July 2017. I am supposed to get the MACPS benefit on 17th Sept. 2017. After MACPS my pay will be fixed at index 8 level 5 i.e. 35900/-. My office does not have any post in the grade pay of 2800/- so I am supposed to get the promotion from grade pay of 2400/- to grade pay of 4200/- in the month of April 2018 and then my pay will be fixed at index 3 level 6 i.e. 37600/-. Am I right? If so, what option should I opt for at the time of promotion to get the most benefit in 7th CPC.

My pay have been fixed Rs.30,500/- Basic Pay under the 7th Pay Commission fixation. After my regular promotions on 3rd August, 2016, I have already got difference of the Grade Pay (2400-2000=400) in my Basic Pay i.e. 11,560+400=11,960/- to till date.

I have noticed that my pay has not been fixed correctly under 7th Pay Commission because after my regular promotion to the post of UDC on 3rd August, 2016 the difference of the GP 400/- is not included in my initial pay Basic Pay 30,200/- (After annual increment as on 1st July, 2016) directly fixed me on next corresponding Level 4 and Index 7 i.e. Rs.30,500/-.

It is my humble request to kindly clarify that the difference of the Grade Pay of Rs.400 may be included in the initial pay and then go to the next Corresponding Level 4 Index 8 i.e. 31,400/- from the date of my promotion i.e. 3rd August, 2016. Kindly examine my pay calculation and help me to draw correct basic pay.

It is suggested that either the pay of senior may be stepped up at par with the junior from the date of his MACP/fixation of pay OR the senior may be allowed to opt the 7th CPC from 01.07.206.

Sir, “X” got 3rd MACP in PB-2 with GP 5400 in November-2015.His pay fixed following MACP rules in Nov-2015. Later “X” got promotion to PB-3 GP 5400/- in March-2016.As per 7th CPC pay on 31-12-.2015 x 2.57=75789 which in Level-9 fixed as 77900 As “X” got promotion after MACP his pay is not fixed by giving increment. Here MACP rule clearly says no pay fixation would be available and only difference of GP would be made available and MACP rule clearly says that GP of Rs 5400 in PB-2 GP of PB-3 shall be treated as separate for purpose of grant of upgradations under MACP scheme. In March-2016 at the time of promotion without fixing pay only level chenged to -10 .As usual “X”office granted increment .But local PAO is notin July-2016.accepting increment. Is “X” has to forgo increment for 201-16. When 7 th CPC also agreed for MACP of 6th CPC. What is the wrong of fixing Pay level-10 in March-16 without giving increment as the cource of Normal promotion. For 3rd MACP pay is fixed in Nov-15 is “X” is not eligible for annual increment .What is the correct procedure for MACP in NOV-15 Regular Promotion in March-16. Pay fixed in NOV-15 only .Benefit of pay difference giving at the time of promotion is it wrong. Comment on it.

Shri A has been granted 3rd MACP w.e.f. 16.12.2015 in the PB Rs.5200-20200+2400. His pay in the pay band Rs.5200+20200+2000 is Rs.10570+2000=12570. His pay in the 7 CPC has to be revised now. 12570×3%=Rs.380. Therefore Rs.380+10570=10950+2400(GP) = 13350 as on 16.12.2015. As per 7th CPC Rs.13350×2.57= 34309.5 rounded off to Rs.34310/- to be fixed in the level corresponding to the grade pay of Rs.2400/- in Level 4 cell 12 @ Rs.35300 or @ Rs.34300 level 11 may please be clarified.

    My annual increment date is 1-July-2016 as (BP-28620 + 860 = BP-29480.

    1. before 7 cpc all assistant grades of CSS/CSCS and its encadre were granted the grade pay of Rs.4600/- and automatically given one level high. the all other cadres and general central services were neglected and granted only the grade pay of Rs.4200/-. and 2. the promoted persons after the cut off date 1/1/16 has not taken up in any way and not at all affected for fixation of the new basic in the 7 cpc yet. The FR 22 and the options given were granted on 1/7/2016 only and which was not affected in fixation of new basic pay as per the notification issued for the implementation of 7 cpc. pl. take up the matter and put before the implementation cell of the concerned for proper implementation of the 7 cpc without discrimination and bias. thanking you sir.

My MACP date was due on 20.12.2015, which is still not sanctioned and is under process. whether I can opt MACP on 01.01.2016/02.01.2016 for the purpose of fixation in 7th CPC. If, yes, how my pay will be fixed and what will be my basic pay in Jan-2016?. My Basic pay on 20.12.205 is 28540 (including GP of 4800). I will get MACP of GP-5400 (in 9300-34800/-). Kindly, advise.

what about the Assistant Grade Pay upgradation and Level concern. The promotional cases, why the arrears of the lower grade of the period in between 1/1/16 to 1/7/16 is not elegible. the 2.27 of the variation in that grade is justifiable I think. If the case of UDC from 1/1/16 to 30/4/16 the pay areears after 2.27 is to be given to the concerned.

    Well done admin.
In case of promotion from 2000 to 2400 GP, the calculator asks to fix your pay already exercised on MACP from 1900 to 2000 GP. Good effort, I appreciate your work.
    Thank you.
