Military Service Pay (MSP)

The defence forces personnel, in addition to their pay as per the Matrices above, will be entitled to payment of Military Service Pay for all ranks up to and inclusive of Brigadiers and their equivalents.

The Commission recommends an MSP for the four categories of Defence forces personnel at ₹15,500 for the Service Officers, ₹10,800 for Nursing Officers, ₹5,200 for JCO/ORs, and ₹3,600 for Non Combatants (Enrolled) in the Air Force per month.

MSP will continue to be reckoned as Basic Pay for purposes of Dearness Allowance, as also in the computation of pension.

Military Service Pay will however not be counted for purposes of House Rent Allowance, Composite Transfer Grant and Annual Increment.

Taking note of the specific problems faced by Defence Forces personnel (viz., Army, Navy and Air Force) on account of rigours of military life, the VI CPC recommended an additional, separate element of pay for the Defence Forces called Military Service Pay (MSP).

The VI CPC also intended, it was in fact so articulated, that the edge previously enjoyed by the Defence Forces, over the civilian scales would be replaced by the MSP.

“The edge enjoyed by the Defence Forces over the civilian scales will, after suitable enhancement to meet the genuine aspirations of the Defence Forces, be given as a separate element called Military Service Pay.”

This Commission has received several requests from various entities, notably the CAPFs, for grant of a pay akin to the MSP. The Commission has taken note of these demands as also the contention of the Services.

The very fact that various segments of government employees continue to raise this demand suggests that there is need to examine, re-assess and spell out conclusively what the Military Service Pay seeks to compensate.

The Commission, after careful consideration of the matter, notes that there are exclusive elements that distinguish the Defence forces personnel from all other government employees.

The intangible aspects linked to the special conditions of service experienced by them set them apart from civilian employees.

Defence forces personnel are expected to conduct full spectrum operations in operational environments which are characterised by extreme complexity and may include force projection outside India’s territorial boundaries.

Defence forces personnel are trained for war like situations with highly sophisticated war machinery.

They have to keep themselves posted in modern warfare. The military institutions are a key symbol of national pride.

Further, the superannuation of defence personnel, particularly Other Ranks (ORs) at a younger age, is also a factor that has been considered.

The Commission has therefore taken a conscious decision that the Military Service Pay, which is a compensation for the various aspects described above and for the edge historically enjoyed by the Defence Forces over the civilian scales, will be admissible to the Defence Forces personnel only.

    If we caculat the MSP the govt only increase 1500/- only because you are getting 4500/- at present. Govt are making fool to all army persons

    All ranks should be deal with equal allowance to boost the moral of Indian soldiers…….why?
    1. In fact, the weather doesn’t separate whether you are an officers in the Indian army or not! So in terms of high altitude field service the challenge face by all ranks are similar. The soldiers will face all kinds of difficulties as that of their superior officers. But it doesn’t mean that the officers will be treated equally with a soldier hence they are already being given command, sustainable banker and regular special services like separate room, food and sheltered.

    2. In terms of technical training and courses provided by the army; the same welfare should be provided. Technically trained soldier is very low in the Indian army due to distinctive separation between soldiers and officer’s. In this 21st century the British drills seems very old. We can no longer treat soldiers like that of the British treating the Indians like their puppet. If the administration and rules has not been amended I fear that a sepoy mutiny may occur sooner or later…..which is aready visible in some battalion level between soldiers and officer’s due to the law which is not necessary to command troops.

    3. UN peace keeping force should also be enhance with similar allowance as that of foreign countries.

    Officers now a days should think twice before taking command. Dynastic laws and prejudice in the Indian army as well as corruption should be checked by means of transparency; and media should be given access to some extend. Many qualified and educated soldier are recruited and visible now.
    When I conducted and survey and meet soldier 70% says soldier did not involve in what they are trained to do so.

    The above few mention difference between the two ranks should be modified and checked and forwarded to higher authority. If you say you love your motherland you must think about the welfare of your troops; money comes after! A Good Father take care of his Son in every aspect of his life; but these days the commander of the Indian army swallow and distribute the left out. …….Whyyyyyyy learn from a developed countries how they treat their soldiers….
    Those soldiers who involve in UN Peace keeping forces knew how they were being treated with their own eyes. We can no longer treat soldiers like that of the British treating the Indians like uneducated.
    So my dear colleagues officers let us rethink all those command and payment during the British era then and now. This days the love for a country’ your own country ‘ parish into thin air. …..
    So let us thrive to be a true soldier for our tomorrow. …….!!!!!@!!

    MSP for the Jco should be enhanced to Rs10400/PM at least as per their Duties& Responsibilities.

    Msp should be equal for all rank other wise no need of msp …what a great misfortune of our country BSF nd other para military forces are not given msp while a nurse who live nd work in AC getting it 10800 Rs ….

    The MSP of a Sepoy and that of a Sub Maj is same. How can this be justified at any level. Army has broadly categorised in three segments, Officers, JCOs and OR. Accordingly they enjoy their status, respect and responsibility. The entitlement of CILQ is also of three categories. The case should be projected with appropriate authorities to justify the amount of MSP. The Nursing Officers on other hand do not face much hardships and compared to JCOs and OR but they are enjoying a good amount of MSP.

    jco in defense forces are intermediate link between officers and junior personnel. many times technically they are more sound on practical aspect. keeping MSP less than nursing officer is highly unjustified

    There is a category of officers most of them from emergency commission & Short Service commission re-employed in NCC as permanent commissioned officers held Military ranks like Armed Forces Oficers. Their pay & allowances were governed under the same S/A/I applicable for Army , including all perks like medical, married accn etc. TillVth CPC they recd same pension like Army officers though calculation was under CCS Pension rule.Pension being the e nd product of your pay last10 months, All was well till Vth CPC but we all retired before 2004 and come VIth pay all hell has fallen on the entire cadre of 400 odd officers. Most of us are war veterans again participated in 1971 war while we were posted in NCC .
    I as a president of the organization which we created as AFNVA fighting for our rights for the past 10 years have yet not succeeded, inspite of the fact that Hon. Def. Min.Hon. RRM both are in full knowledge of the case and I along with the delegation of veterans called on both the Ministers who were fully satisfied with our claims and given suitable instructions to their respective staff officers after investigation.,but all the Lt Cols & Majors are still getting lower pensions to the JCOs of Army who at one time served under them when they commanded the units. These veterans are mostly in the age group of 75 to 87 years & so called our younger days of retired life has been eaten away by the system existing in this country. This kind of situation experienced by us covers all incidences like Tolerance v/s nontolerence Kanhia v /s non Kanhaias , Return of awards v/s non return and so on. MODI JI or any other JI no one can reform the system developed by few ungreat full population of this country.I leave to your wisdom gentlemen think & think again & again as to how to reform the existing system so that veterans like us who gave their youth a khushi alternative jobs restricted career growth are left to lowest degree of social embarrassment when we are in different condition of wellness and hardly can run around to achieve the desired result. Still we as association are very very thankful for the support we received from Raksha Mantri & RRM but system appears to be too deep rooted , we are also very great full to few senior joint Secy. In MoD as well in DEF FIn.but we are stiil being subjected to harassment by PCDA Pension &Banks by ceasing our accounts ordering huge recovery to the tune of 20 Lacs & above.

    Are retired officers and men, post kargil , eligible for MSP. will those ex-servicemen continue to get MSP after the implementation of OROP ?

    i have seen and worked honestly on each level.i strongly feel that jco’s are a strong backbone of defencemost responsible roles are performed by them.implementig orders from higher ups with most practical and coducive way. also most of them are performing the officiating officers and hence filling the gap of defficecy of officers.the msp of jco’s be if not above should be equal to mns.officers msp of other ranks may be hkied to 7000.

    Msp why not for paramilitary(itbp)we are guarding the duty of china border and living in the temperature of minus 40 degree cel.whereas army is living behind us we are line one force ……..and so on tell us whether we are. Civil police or armed force if we are civil police then deployed us on plain area and not on border then we will not demand for any special pay………
