Old Pension Scheme for Central Government Employees who were recruited on or before 22.12.2003

According to Shiva Gopal Mishra, the General Secretary of National Council JCM Staff Side, the Government has made a significant decision as a result of our persistent efforts during several meeting discussions. This achievement marks yet another triumph for NC JCM Staff Side.

The Central Civil Services (Pension) Rules will now apply to Central Government employees who were recruited on or before 22.12.2003, instead of the National Pension System.

This matter was discussed in meetings with the National Council -JCM and the Standing Committee of the National Council – JCM. After several discussions, the government has issued an order in favor of these employees through a Department of Pension and Pensioners Welfare letter No. 57/05/2021-P&PW (B) dated 3/3/2023, which is attached for your reference.

Kindly review it carefully and share with other employees to ensure maximum publicity.

Eligible employees must opt-in before 31/08/2023 as this is a one-time relaxation; let’s make every effort to communicate this opportunity to all staff to avoid revisiting this issue in the future.

Highlights of DoPPW Order issued on 3.3.2023

The Ministry of Personnel, Public Grievances, and Pensions Department of Pension and Pensioners Welfare Orders are issuing a ruling on the coverage of Central Government civil employees. Those who were hired for openings posted or notified before 22.12.2003, can now choose to be covered under the CCS (Pension) Rules, in lieu of the National Pension System. This one-time option can be exercised by the employees concerned latest by 31.08.2023. If they don’t opt-out by this date, they will continue to be covered by the National Pension System. Once the option is exercised, it cannot be changed. The decision about coverage under the CCS (Pension) Rules shall be evaluated by the Appointing Authority of the relevant jobs in line with these directives. If they fulfill the requirements for CCS (Pension) Rules coverage, the necessary order will be issued latest by 31st October 2023.

What is the Old Pension Scheme for Central Govt Employees Recruited on or before 22.12.2003?

The Old Pension Scheme allows Central Government civil employees who were hired for positions posted or notified before 22.12.2003 to choose to be covered under the CCS (Pension) Rules instead of the National Pension System.
