Sub:- Applicability of provisions under Rule 1313 (FR-22)(1)(a)(1) of R-II vis a vis Rule 13 of RS(RP) Rules, 2016 in case of promotion from Sr.SO (Level-9, non-functional basis) to AFA (Level-9) — reg.
Please refer to Board’s letter RBE No. 39/2021 dated 21.06.2021 (F. No. PC-VU/2021//1/2) regarding implementation of 7th Central Pay Commission’s (CPC) recommendations contained in paras 11.40.83 and 11.12.140 of its report inter-alia granting Level-9 of Pay Matrix (PB-2/GP-5400) on non-functional basis to Senior Section Officer (Accounts), Senior Travelling Inspector (Accounts) and Senior Inspector (Store Accounts) on completion of 04 years service in Level-8 (PB-2/GP-4800).
2. Subsequent to issuance of the letter RBE No. 39/2021, few Field Unit(s) and Staff Federation(s) have referred the issue whether benefit of provisions under Rule 1313 (FR-22)(D(a)(1) of R-II vis a vis Rule 13 of RS(RP) Rules, 2016 are applicable on promotion from Senior Section Officer (Accounts)/ Senior Travelling Inspector (Accounts)/ Senior Inspector (Store Accounts) (Level-9 on non-functional basis) to AFA (Level-9) as given to certain categories vide Board’s letter No. PC-VII/2016/I/6/7 dated 18.02.2020 (RBE No. 23/2020).
3. Above issue has been examined and referred to Ministry of Finance. Ministry of Finance now, after examination have informed that benefit of promotional increment under FR-22(I)(a)(1) can not be granted in the instant case i.e promotion from Senior Section Officer (Accounts)/Senior Travelling Inspector (Accounts)/Senior Inspector (Store Accounts) (Level-9 on non-functional basis) to AFA (Level-9).
4, Field units may take further action as per advice tendered by Ministry of Finance.
5. This issues with the concurrence of Finance Directorate of Ministry of Railways.

7th Central Pay Commission Report References:
11.40.83 In line with our recommendations for organised Accounts cadres, it is further recommended that employees in GP 4800 should be upgraded, on completion of four years’ service, to the existing GP 5400 (PB-2), viz., Level 9 in the pay matrix, on a nonfunctional basis.
11.12.140 The Commission is therefore of the view that there is no justification for excluding officers in the organised accounting departments who are at GP 4800 from this dispensation. It therefore recommends that all officers in organised accounts cadres (in the Indian Audit and Accounts Department, Defence Accounts Department, Indian Civil Accounts Organisation, Railways, Post and Telecommunications) who are in GP 4800 should be upgraded, on completion of four years’ service to GP 5400 (PB-2), viz., Pay level 9, in the pay matrix.
