DA on January 2016 : In case of total DA increased by 126%?

DA on January 2016 : In case of total DA increased by 126% or more?

Is there any chances to reconsider in the multiplication factor of 2.57, when total DA increased by 126% or more on 1.1.2016.

After releasing the AICPIN yesterday for the month of November 2015, the index is increased one point and stands at 270. In case of next month i.e.,December 2015, perhaps the ACPIN Index increases two or more points, the total DA will also be increased by 7%. Then the total DA will increase to 126%. But the 7th Pay Commission already said in the report that the DA would increase by 6% and the calculation also done by the same. So, is there any possibilities to change the calculation of fitment factor?

The 7th CPC Report says…

The following table shows the real increase given by each CPC/Government over the previously set minimum pay:

“This is 2.57 times the minimum pay of Rs.7,000 fixed by the government while implementing the VI CPC’s recommendations from 01.01.2006. Accordingly, basic pay at any level on 01.01.2016 (pay in the pay band + grade pay) would need to be multiplied by 2.57 to fix the pay of an employee in the new pay structure. Of this multiple, 2.25 provides for merging of basic pay with DA, assumed at 125 percent on 01.01.2016, while the balance is the real increase being recommended by the Commission. The real increase works out to 14.2 percent (2.57÷2.25 = 1.1429).”

The 7th CPC has arrived at a factor of 2.57 for multiplication with the pre-revised pay and pay band to arrive at new Basic Pay. While the pre-revised Pay in the pay band and Grade Pay is to be deemed as 100%, the D.A. as on 1/1/2016 constitute 125% totaling to 225% in other words 2.25 factor. The 7th CPC added 32% hike uniformly to all the employees as fitment benefit to the existing pay and grade pay and raised it to 257% or 2.57 factor.

We could find out the calculation in other method : Current Basic Pay is equal to One Point and add the DA as on 1.1.2016(125%) = 1 + 1.25 = 2.25

Now the real increase works out by the commission is 14.3

Increased percentage : 225 x 14.3 = 32.17 (rounded off to 32)

Fitment Factor is finalised by the commission : 225 + 32 = 257 (2.57)

If the total DA increased to 126% then the calculation will be as follows…

Increased percentage : 226 x 14.3 = 32.31 (rounded off to 32)

Fitment Factor as per calculation : 226 + 32 = 258 (2.58

However, the NC JCM Staff Side and Confederation had strongly objected in the meagre increase of 14% recommended by the 7th CPC. The NJCA Concener said that this is the lowest ever any pay Commission has made. It was the similar recommendation, we would request you to recall, made by the 2nd CPC that triggered a confrontation of an unprecedented nature, leading to a strike action which lasted for five days in the year 1960. In the background of the fact that the 5th and 6th CPC recommendations had resulted in the wage rise of 31% and 54% respectively, the anger, anguish and frustration of the employees are the natural outcome. Unless the minimum wage is re-determined with all consequential benefits, the discontent will not be capable of being addressed effectively.

    When I get retired from army my rank was nb/sub .I have 26years of experience in army and my basic pay was fixed RS10029 and according to orop my basic pay is RS11765 . my first arrear was given RS4024 so tell me on which pay scale format they have given the arrear.retarded date 01_11_2013,

    I had retired on 31.1.2014 with basic pay as 24950( including Grade Pay Rs.4800). Consequently pension was fixed at Rs. 12475. What will be the revised pension as per recommendations of the VII CPC?

    I am a retired pensioner of above 80 years of age and have started getting addtional pension of 20 % of my basic pension. In such cases any multiplication factor should be based on basic pension plus addtional pension taken together if it is b eneficial. R,SRINIVASAN

    Pensioners retired after long service in CG jobs are least bothered in 7CPC, pension formula. I am a retiree in 6CPC regime.. Even after 7 increments in the 6th CPC pay band 3 , GP 7600, its matrix fixation pension value at level 12 is 96900/2=48450 which is less than my basic pension 20190x 2.57=51888. It is as if I am considered in the entry level basic pay in that grade pay. Only after 9 increments, option 1 & 2 nearly matches. Well done !

    7th pay commission is the worst pay fixation for CG employees comparing to 6th pay commission. Eventhough it shows high fixation of basic there is only a meager difference between actual pay before 7th CPC. Its shows this 7th CPC has deceived CG employees and hurted them badly.
    If atleast 6% of DA is announced from 01.01.2016 then it would a relief for those deceived CG employees.

    The 7cpc gave a fitment factor as on 1.1.16 as 2.57. This factor has nothing to do with increase of da from 01 jan 16.The govt shd announce increase of da wef 1.1.16 and it shd be given on the new pay/pension. Wrong interpretation of the fitment factor. What 7cpc takes into acct is not the merger of da with basic but coming out with fitment factor based on the min wage as on 1.1.06::1.1.16 ie 7000:18000::1:2.57.

    Whenever pay revised, pre pensioners are always remain at
    disadvantage, those are never given the service benefit, rendered during the service, fixed at the minimum of the scale, No Notional increment benefit is given to them, people retired at the maximum of the scale, but fixed at the minimum of the scale, what the justice it is with pre- retiree.Empowered committee must see to it and do the justice,in view of their condition.

    This is the worst recommendations, we have ever heard. Banks were given 15.5% and 17% fitement consequitvely in last every 5 years. It comes to total 35% in 10 years. Even LIC was given 17% fitement after 5 years just 4 months before. On what basis, central govt. employees are being given 14.27% fitment after 10 years. This is totally ridiculous.

    Even a simple man understand that it should be at least 30%., why not pay commission understand.

    Wages of MLAs and MPs are going to increast 3 to 4 times.

    Minimum pension should be increased atleast to Rs.10,000/= and corresponding increase be allowed in all pay Matrix slabs without fail.
    (2)Multiplying factor should be applied the highest one and NOT the lowest one.
    (3)Festival advance of Rs.5000/= recoverable in 10 instalments be allowed to all pensioners and an undertaking be obtained to effect recovery from dues payable to the pensioner,if the advance could not be recovered due to various reasons. and to such extent the rule be modified ,since no recovery can be effected from pension.
    (4)Machines to record entries in the passbook available in the bank branches are not working in most of the days.Hence pensioners having internet connections be exempted from recording entries in their pass books.,since they can verify their balance at any time.
    (5)Separate counter be opened for Sr.citizens and ladies in the bank branches.
    (6)At present drawal of cash from ATM can be viewed by those standing outside the ATM door.Thick glasses must be provided in the particular portion in the door and in the side view glass.

    in the proposed fixation of pensioners , those who retired prior to jan 2016 In the 7 th pay commission report relating to fixation of pensioners one of the option is to multiply the existing pension by 2.57.this results in many cases less than 50% of the minimum of the revised pay scale . In the illustrative example given in the report (page 396) the initial pension works out to rs 32236 ( by applying 2.57 factor,)whereas 50%minimum of corresponding scale comes to rs.33850 which is more than initial pension worked out.As it has already been accepted to give 50%of the minimum of the grade to pensioners who have put in full qualifying service,the same principle should be applied and pensioners who have been drawing 50% of minimum of the scale of pay under 6th pay commission should be given as initial pension 50% of minimum in the revised grade

    7th PC pension calculations & fixed medical allowance are not fit for maintain todays level of leaving standards. Waiting for better result, all pensioners are dissatisfied and we ate asking that pensioners are not eligible for a better leaving life standared ?????

    In this calculation for minimun pay
    Housing @ 524.07 Rupees a month
    Can anyone tell me in which part of india we can get accommodation at this price?
    Also there is nothing about child care, child education.

    Well the personal who are sitting on top dont need to think about these things but for a entry level personal these things dose matter.

    Kindly think about them. So that they can rise and improve their life style.
