“CSD Canteen facilities for Defence Civilian retired employees – Long pending demand accepted by MoD”
For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.
There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.
After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.(Click to view the order)
More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.
One thing is for sure – retired employees can now proudly shop at the CSD canteens.

Though Government has accorded necessary approval for extending CSD facilities to Defence Civilian Pensioners in the country on 12 Aug 2015, the requisite Blue Application Forms for applying for the CSD Cards are still pending to be issued to them. Concerned URCs/CSD Units are required to provide these forms to the Def Civ Pensioners. It is requested that QMG Branch, Army HQ may kindly intervene in the matter and ensure early distribution of the blue application forms

While thanking Ministry of Defence for its decision to grant CSD facilities to retired Defence Civilians in the country, it is regretted to mention here that the blue application forms to apply for the same (CSD Smart Card) have not been made available at respective URCs (as on date 04-09-2015). The administrative instructions & directives were issued by QMG Branch, Army HQ, New Delhi on 12 Aug 2015. It is more than 20 days elapsed since the issue of above executive orders, but the blue application forms have not been provided as yet, putting the retired Defence Civilians in a anxious situation. Concerned authorities in M of D are requested to kindly intervene in the matter to ensure early issue of blue application forms.

While the Service Personnel and Civilian Personnel are entitled for CSD Canteen benefits while in Service, after retirement the benefit is being extend to Service Personnel and the same is denied to the Civilian Employees. This is a clear discrimination. In the past whenever AIDTOA raised this demand it was always told that if such facility is extended to Civilians then there would be demand from the Para Military Forces also. At present, the Ministry of Home have already extended the Canteen facility to its Para Military Forces at par with Ex-Servicemen. Moreover, the Ministry of Defence have extended the CSD Canteen facility for Civilian Employees who are retiring from the CSD. Therefore, there is no justification in denying the benefit to the Defence Civilian Employees.
It is also a fact that more than 60% of the Defence Civilian Employees settle down in their home town which is far away from the places where the CSD/ Unit Run Canteens are functioning. Therefore, at their old age they will not be travelling long distances for purchasing items from the Canteen. Therefore, the contention of the CSD Managing Board that they cannot extend the facility due to shortage of infrastructure and manpower is not justified.
It is a known fact that the Railway Employees who are eligible for free pass for travelling all over the country in Train are extended the benefit after retirement also. When Railway Ministry has recognised the services of the Railway Employees even after retirement there is no justification in Defence Ministry denying such recognition to its retired Civilian Employees.
In view of the above, as already decided in the special meeting held under the Chairmanship of JS(E) on 12/11/2014 the CSD Managing Board may approve the recommendation of the MoD in this regard for extending the CSD Canteen facility to the retired Defence Civilian Employees.
