In a recent development, the Department of Expenditure has released an order that brings about a significant change in the classification of Mathura Vrindavan Municipal Corporation. This bustling city will now be designated as a ‘Y’ class city. The reclassification primarily focuses on the provision of House Rent Allowance (HRA) for Central Government employees and is primarily based on the population data gathered during the 2011 census. It is essential to note that the revised rates for HRA will be implemented starting from March 2020, encompassing all civilian employees under the Central Government’s umbrella. Furthermore, it is important to highlight that specific directives will be issued by the Ministry of Defence and the Ministry of Railways, catering to the Housing Rent Allowance requirements of Armed Forces personnel and Railway employees, respectively. In Uttar Pradesh, the cities have been neatly divided into three distinct categories: X, Y, and Z. The classification process takes into account multiple factors, including the city’s population, availability of fundamental amenities, and quality of infrastructure. Cities boasting a population exceeding 50 lakh proudly fall under the prestigious X category. On the other hand, cities with a population ranging from 5 lakh to 50 lakh are assigned to the esteemed Y category. Lastly, cities with a population below 5 lakh humbly find their place in the Z category. This classification exercise plays a vital role in determining the House Rent Allowance (HRA) entitlements for government employees in these cities. Naturally, X cities receive the most generous HRA benefits, followed by Y cities, and finally Z cities.

“The PDF document titled ‘X Y Z Classification of Cities for HRA 2021’ provides an update on the House Rent Allowance (HRA) slabs following the implementation of the 7th pay commission recommendations. Previously, the HRA slabs were set at 10%, 20%, and 30% based on the revised basic salary. However, these slabs have now been reduced to 8%, 16%, and 24% respectively. In addition, there has been an increase in the Dearness Allowance to 28%, which will result in revised HRA rates. Effective from July 2021, the new rates for X, Y, Z Class Cities, which are categorized for the purpose of HRA for Central Government employees, will be 9%, 18%, and 27%.”
